ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, Section 15063 requires that the City conduct an
Environmental Impact Assessment to determine if a project may have a significant effect on the environment.
The Environmental Impact Assessment appears in the following pages in the form of a checklist. This
checklist identifies any physical, biological and human factors that might be impacted by the proposed project
and provides the City with information to use as the basis for deciding whether to prepare an Environmental

, . . . -DISCUSSION OF ENVIRONMENTAL EVALUATION
Please use this area to discuss any of the environmental factors that were checked "No impact1' yet lack
any information citations and any factors that were checked "Potentially Significant Impact" or
"Potentially Significant Impact Unless Mitigation Incorporated." The City has adopted a "Statement
of Overriding Consideration" with regard to air quality and circulation impacts resulting from the
normal buildout according to the General Plan. The following sample text is intended to guide your
discussion of the impacts to these environmental factors.
Air Quality:
The implementation of subsequent projects that are consistent with and included in the updated 1994
General Plan will result in increased gas and electric power consumption and vehicle miles traveled.
These subsequently result in increases in the emission of carbon monoxide, reactive organic gases,
oxides of nitrogen and sulfur, and suspended particulates. These aerosols are the major contributors
to air pollution in the City as well as in the San Diego Air Basin. Since the San Diego Air Basin is a
"non-attainment basin", any additional air emissions are considered cumulatively significant: therefore,
continued development to buildout as proposed in the updated General Plan will have cumulative
significant impacts on the air quality of the region.
To lessen or minimize the impact on air quality associated with General Plan buildout, a variety of
mitigation measures are recommended in the Final Master EIR. These include: 1) provisions for
roadway and intersection improvements prior to or concurrent with development; 2) measures to reduce
vehicle trips through the implementation of Congestion and Transportation Demand Management; 3)
provisions to encourage alternative modes of transportation including mass transit services; 4) conditions
to promote energy efficient building and site design; and 5) participation in regional grqwth
management. strategies when adopted. The applicable and appropriate General Plan air quality
mitigation measures have either been incorporated into the design of the project or are included as
conditions of project approval.
Operation-related emissions are cqnsidered cumulatively significant because the project is located within
a "non-attainment basin", therefore, the "Initial Study" checklist is marked "Poten~ially Significant
Impact":· This project is consistent with the General Plan, therefore, the preparation of an EIR is not
required because the certification of Final Master EIR 93-01, by City Council Resolution No. 94-246,
included a "Statement Of Overriding Considerations" for air quality impacts. This "Statement Of
Overriding Considerations" applies to all subsequent projects covered by the General Plan's Final
Master EIR, including this project, therefore, no further environmental review of air quality impacts
is required. This document is available at the Planning Department.
Circulation:
The implementation of subsequent projects that are consistent with and included in the updated 1994
General Plan will result in increased traffic volumes. Roadway segments will be adequate to
accommodate buildout traffic; however, 12 full and 2 partial intersections will be severely impacted by
. regional through-traffic over which the City has no jurisdictional control. These generally include all
freeway interchange areas and major intersections along Carlsbad Boulevard. Even with the

.. --implementation of roadway improvements, a number of intersections are projected to fail the City's
adopted Growth Management performance standards at buildout.
To lessen or minimize the impact on circulation associated with General Plan buildout, numerous
mitigation measures have. been recommended in the Final Master EIR. These include measures to
ensure the provision of circulation facilities concurrent with need; 2) provisions to develop alternative
modes of transportation such as trails, bicycle routes, additional sidewalks, pedestrian linkages, and
commuter rail systems; and 3) participation in regional circulation strategies when adopted. The
diversion of regional through-traffic from a failing Interstate or State Highway onto City streets creates
impacts that are not within the jurisdiction of the City to control. The applicable and appropriate
General Plan circulation mitigation measures have either been incorporated into the design of the
project or are included as ~onditions of project approval.

The site was originally reviewed in 1979 when an Environmental Impact Report (EIR) was
prepared for the site as a municipal solid waste facility for the use as a transfer station (1,600

PROJECT SUMMARY SHEET
This project is the remodeling and relocation of functions which presently occur on
the site along with the request to increase the daily tonnage limit from 400 tons to
900 tons per day of municipal solid waste. These three items being requested are
The remodeling portion of the project is a 960 square foot building addition to the
existing metal building using the same color and type of materials. This addition is
to further enclose the load out area for the trucks used to transport the trash to
the landfill site. The icrease in warehouse space will require 1 additional parking
space which as of last CUP review the site had 2 additional spaces beyond that
required.
Relocation of the sorter which had been located generally on the northwestern
area of the site will be relocated onto a concrete pad east of the existing building.
The sorter when operating utilized 4 employees for material processing, future
labor recycling labor will remain the same.
The final segment of the project is for the increase in daily permitted tonnage for
the transfer station. This increase is to accomodate the City of Carlsbad's needs
and the County of San Diego. This facility is a public need since the facility is
used for the City of Carlsbad's Source Reduction and Recycling Element which
establishes the City's waste management plan. Our requested increase in the
tonnage limit from 400 to 900 tons per day still remains under the scope of study
tonnage of 1,600 tons per day operation when originally reviewed.

I I. STATEMENT OF NON-SI.FICANT ENVIRONMENTAL EFFECTS •

the activity will have no significant environmental effects, indicate your reasons below:
This site holds a State Solid Waste Facilities Permit and a Conditional Use Permit permiting all
of the activities occuring on the site presently and planned. This application is to revise the
State Solid Waste Facilities Permit and modify the Conditional Use Permit to approve the
remodeling and the increase the daily throughput of tonnage.
This site was originally permitted and built by the County of San Diego in 1979. At that time
the site was permitted for the daily throughput of 1,600 tons per day. The County operated
the site for a period of about 2 years and ceased operations which through nonuse rendered
the Solid Waste. Facility Permit permit to expire.
Coast Waste took over the site as a leasee of the County in July of 1984. Shortly thereafter
we applied for a new Solid Waste Facility Permit to reactivate the station with the daily
tonnage reduced to 400 tons. Our request to increase the tonnage to 900 tons per day will
remain below the tonnage originally permitted in 1979. However, since the tonnage is
changing from the level stated on the current Conditional Use Permit and State Solid Waste
Facilities permit these will have to be reapplied for modification due to the increase from the
400 ton permitted level.

is previously partially constructed improvements and planned changes to complete the
remodeling.
Site Changes Are:
• Addition of 11,175 square feet to the metal building
8,195 square feet of tipping floor
2,980 square feet of load out area
• Additional leased property of 2.115 acres of adjacent property located directly west of site
• Employee/handicap/service vehicle parking spaces increased from 50 to 139.spaces
• Truck parking increased from 62 to 72 spaces
• Retaining walls for split level floor
Operational Changes Requested:
• Increase daily tonnage from 400 tons of trash to 1200 tons per day based on a 361 day
average along with recyclable tonnage increased from 120 tons to 300 tons. Total daily
through put of combined materials changed from 520 to 1500 tons.
• Add one half hour to the transfer station operating time, 5:00 AM from 5:30 AM with
station operations closing at 8:00 PM daily.
• Add operating days to include Sunday (presently Monday through Saturday).
• Non-commercial use of site for disposal on Saturdays and Sundays.
