The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical, biological and human factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report (BIR), Negative Declaration, or to rely on a previously approved EIR or Negative Declaration. • A brief explanation is required for all answers except "No Impact" answers that are adequately supported by an information source cited in the parentheses following each question. A "No Impact" answer is adequately supported if the referenced information sources show that the impact simply does not apply to projects like the one involved. The City has adopted a "Statement of Overriding Consideration" with regard to air quality and circulation impacts resulting from the normal buildout according to the General Plan. Air Quality: The implementation of subsequent projects that are consistent with and included in the updated 1994 General Plan will result in increased gas and electric power consumption and vehicle miles traveled. These subsequently result in increases in the emission of carbon monoxide, reactive organic gases, oxides of nitrogen and sulfur, and suspended particulates. These aerosols are the major contributors to air pollution in the City as well as in the San Diego Air Basin. These three items being requested are The remodeling portion of the project is a 960 square foot building addition to the existing metal building using the same color and type of materials. This addition is to further enclose the load out area for the trucks used to transport the trash to the landfill site. STATEMENT OF NON-SI.FICANT ENVIRONMENTAL EFFECTS • If you have answered yes to any of the questions in Section I but think the activity will have no significant environmental effects, indicate your reasons below: This site holds a State Solid Waste Facilities Permit and a Conditional Use Permit permiting all of the activities occuring on the site presently and planned. This application is to revise the State Solid Waste Facilities Permit and modify the Conditional Use Permit to approve the remodeling and the increase the daily throughput of tonnage. This site was originally permitted and built by the County of San Diego in 1979. At that time the site was permitted for the daily throughput of 1,600 tons per day. The County operated the site for a period of about 2 years and ceased operations which through nonuse rendered the Solid Waste. Facility Permit permit to expire. Coast Waste took over the site as a leasee of the County in July of 1984. Shortly thereafter we applied for a new Solid Waste Facility Permit to reactivate the station with the daily tonnage reduced to 400 tons. Our request to increase the tonnage to 900 tons per day will remain below the tonnage originally permitted in 1979. However, since the tonnage is changing from the level stated on the current Conditional Use Permit and State Solid Waste Facilities permit these will have to be reapplied for modification due to the increase from the 400 ton permitted level.
