Re: Odor Control Study for the Palomar Transfer Station Modifications
Dear Ms. Meyerhoff:
In accordance with the Scope of Services dated January 5, 2004, DHK Engineers, Inc. (DHK) is pleased
to provide this evaluation of the potential odor impact to the surrounding community due to the proposed
modifications to the Palomar Transfer Station. The evaluation includes the regulatory requirements
related to odors and transfer station operations, factors which may cause an enhanced odor control
strategy to be considered, recommended passive solutions to minimize odor impacts to the surrounding
areas, with special attention to planned residential and commercial developments downwind of the
facility, and the future Faraday Avenue Expansion.
Introduction and Background
The Palomar Transfer Station is located on Orion Street, approximately ½ mile northeast of the
intersection of El Camino Real and Palomar Airport Road (see Figure 1). The Palomar Transfer Station
.has operated as an integral part of the existing solid waste disposal system in North County since 1977,
fucilitating the handling of residential and commercial waste as well as recyclables. Solid waste is
collected by commercial haulers or brought in by private individuals and deposited at the facility. The
waste is then transferred to trailers that haul it to landfills within the county for final disposal. The facility
also includes a recycling/buy back center for the general public as well as storage, repair, paint, and wash
rack areas for the truck and container fleet. The storage, repair, paint, and wash rack areas for the truck
and container fleet operations are tenant activities and are not part of this analysis.
The transfer station currently accepts 800 tons of solid waste per day and operates within the parameters
of the latest CUP. With the continued growth in the City of Carlsbad and the surrounding communities, it
is expected that this tonnage amount will be exceeded forcing the short distance haulers to drive further
with small loads in order to deposit the waste collected. Therefore, it is necessary to modify the existing
facility to accept the expected increase (total plant throughput of approximately 2,000 tons per day) in
solid waste in order to reduce overall impacts to circulation and air quality that would be created by the
small collection trucks driving greater distances to the landfills.
Expansion of the facility and increased solid waste through at the facility may generate concern for odors
commonly associated with municipal waste and green waste. Odor concerns may increase as residential
and commercial development encroaches downwind of the Palomar Transfer Station (i.e., east of the site).
Proposed modifications to the transfer station that are relevant to this odor control evaluation include:
• Addition of 2 additional transfer bays on the east side of the 4 existing transfer bays (total addition
of 6,700 square feet).
• Addition of a second top-loading station.and waste loading lane for long-haul trailers

Transfer Station Operations and Odor Profile:
Transfer stations by definition and regulatory permit conditions are defined as "The trash goes in, the
trash goes out. The trash does not remain on site for more than 48 hours." (Reference: Department of
Health Services, Environmental Health, Solid Waste Program). Primary transfer station operations
consist of Neighborhood trash trucks entering the trash laydown area and dumping truck contents on the
tipping floor. Trash is then loaded onto large, enclosed long-haul trash transfer trucks that transport the
waste to county landfills.
Odors generated by typical transfer station operations are divided into two categories:
1. Municipal Solid Waste (MSW), and
2. Green waste.
MSW (commingled types of wastes) generally has a variety of odors associated with the contents
deposited in trash receptors. Odors are usually present during processing of putrescible wastes (waste
which rot, such as food).
Green waste includes grass, shrubs, and tree trimming debris and excludes; commercial and construction
debris. Although a minor part of the transfer station operation, green waste begins to biodegrade (e.g.
compost) if allowed to remain on-site for an extended period. Relatively strong odors are generated by
green waste. To minimize the potential for green waste odors, the facility removes green waste daily.
Odors at the transfer station are controlled by processing waste (loading into transfer trucks) in a timely
fashion. Typically, waste removal occurs at the Palomar Transfer Station within 24 hours of receipt, as
odors from MSW and green waste become more intense if the waste remains stationary for more than 48
hours. Odorous loads are prioritized for immediate processing and removal.
Regulatory Direction on Odors:
Neither the federal Environmental Protection Agencies (EPA), California Integrated Waste Management
Board (CIWMB), nor the California Air Resources Board (CARB) have established criteria for odor.
Odor is considered a nuisance.
• According to the CIWMB's 1995 Inspection Guidance for Transfer Stations, MRFs, and
WTEFs: "Each station shall be operated and maintained so as not to create a public
nuisance."
• California Code of Regulations (CCR) Title 14 § 17225.45 states: " 'Nuisance' includes
anything which is injurious to human health or is indecent or offensive to the senses and
interferes with the comfortable enjoyment of life and property, and affects at the same
time an entire community or neighborhood or any considerable number of persons
although the extent of annoyance or damage inflicted upon the individual may be unequal
and which occurs as a result of the storage, removal, transport, processing or disposal of
solid waste. A facility should be considered in violation of this standard if a major
nuisance, other than dust, litter or odor (which are already covered by other standards)
is observed."

• California Code of Regulations (CCR) Title 14 §17537, Odor Control, states: "The
station shall not be a source of odor nuisances."
According to the Odor Control regulations, odors are excessive if they are detected at objectionable
levels to the inspector at a property boundary which is bordered by residences or other sensitive
receptors. The Palomar Transfer Station is not bordered by residences or other sensitive receptors at
this time.
Regional Odor Control Programs:
Facilities within San Diego County use a variety of passive and active odor-control systems. Most
facilities use passive methods (e.g. minimal storage time, housekeeping practices) as the main waste
management component of odor control programs. Several facilities, mainly due to their urban setting,
handling of green waste, construction debris, and dust suppression requirements, have added active
odor/dust systems, which include:
• chemical mist or fog generators
• enclosed and ventilated transfer stations
Existing Odor Control:
Since 1977, the Palomar Transfer Station has successfully implemented a comprehensive passive/active
odor control program. The key elements of the odor program include:

First-in, first-out loading policy
Odorous loads given priority loading privilege
Rigorous housekeeping and mandatory end of day sweep
24-hour guideline for trash removal within facility during the week. Weekends are an exception
due to the requirement to allow residents to dump waste at the station on Saturdays. Some waste
dumped late in the afternoon on Saturday cannot be transferred to the landfill until Monday since
the landfill is closed on Sunday
High density polyethylene (HDPE) curtains at the long-haul trailer entrance

Recent installation of an active odor and dust suppression system (Fall 2003)
Active Odor and Dust Suppression System
Recently, the Palomar Transfer Station has installed an active fogging odor and dust suppression system
as a facility enhancement. The active system consists of a SL-1000 Odor Eliminator High Pressure
Fogging Odor Control System with approximately 40 nozzles as supplied by NCM Marketing, Inc.
Attachment 1 provides manufacturer's information on the active odor fogging system.
On January 28, 2004, personnel from Greystone Environmental Consultants, City of Carlsbad, DHK and
the applicant toured the facility to evaluate the active odor/dust suppression system, operating criteria,
maintenance schedules, flexibility of system (manual and/or automatic), non-operating configuration(no
trash transfer operation) and training records. It appears the active system has substantially reduced dust
migration, as compared to the inspection in early fall 2003, suppresses odors, provides the operator
sufficient flexibility in operation and is properly installed.

Odor Evaluation Conclusions:
Based on review of the modification plans, type of waste to be handled, site inspections, regional transfer
station assessments_ and review of the proposed land use in close proximity of the facility, the following
odor evaluation conclusions can be drawn:
I) Significant increases in odors would not be anticipated due to the proposed modifications relative to
existing conditions.
2) The existing active and passive odor program elements appear to be adequate for the foreseeable
future.

SL-1000 ODOR ELIMINATOR WHAT IT IS & HOW IT WORKS
SL-1000 ODOR ELIMINATOR is the result of years ofresearch in the science of Odor Control. Our
manufacturing and development company has had over 25 years of experience in the development of
diverse, new technologies and holds several patents based upon their research. Our products are all
manufactured in our modem 100,0d0 square foot manufacturing facility in New Jersey. We maintain an
active research and development program to allow our company to utilize and enhance odor control
technology.
SL-1000 is a concentrated odor control product; formulated to eliminate ma1 odors associated with
municipal garbage and sludge. The product is effective at low use dilutions offering optimum performance
and low use cost. When prope!lY diluted for the specific application, SL-1000 is completely safe.
The extremely low toxicity ingredients in SL-1000 include many components on the FDA "GRAS"
list of cosmetic and food additives. All components are biodegradable. As indicated on the safety
data sheet, the product should not be ingested and contact of the concer.ttrate with skin and eyes
should be avoided. When used in an atomizing application, it should be diluted one part of
concentrate to between 200 and 500 parts of water. When properly used at these dilutions, the
product is non-irritating.
Although SL-1000 contains no hazardous components, use of excessive concentrations in
atomizing applications may cause irritation. The product should always be properly diluted. Our
technical sales representative will assist in determining the proper dilution for optimum
performance without adverse effects on personnel.
ODOR NEUTRALIZATION The odor neutralization process is effective against certain specific types
of waste related odors. These are typically derivatives of sulfur and ammonia. SL-1000 contains a highly
effective odor neutralization system to address this class of odors and convert them into odor free, stable,
non-harmful compounds. Extremely good results can be achieved in a closed system, such as a scmbbef; :·
where directed contact with the odorous air stream is achieved. fu a transfer station or an open lanclfii.•
neutralization process is less effective due to the large areas and air volumes needing control and
limitations on saturation contact. The correct product application system utilized will greatly enhance the
performance of the product and allow the achievement of the best results. NCM Odor Control's experts will
work with you in the selection of the most suitable system for your site.
ODOR ELIMINATION Odor elimination is the completion of the process begun by the neutralizing
components. SL-1000 is formulated with a balanced combination of natural botanicals and non-toxic odor
modifiers, which are utilized to change the perception of malodor. This process involves the modification
of the perceived malodors generated by waste to be interpreted by our olfactory senses as non-offensive.
The goal of this step in the odor elimination process is to develop a relatively neutral odor condition. This
can be compared to a vacuum waiting for something we recognize as pleasant to fill it. At this point, the
.synergy of a compattole fragrance utilized in the formulation will effectively direct the olfactory senses.
This is an essential step in the completion of the odor elimination process.
The fragrance can be determined by geographic or personal preference. SL-1000 has been
formulated with several compatible fragrance notes to meet these varied preferences or
operational requin~ments. This completes the process where malodors that have been subjected
to-neutralization, modification and redirection. The final result is ODOR ELIMINATION.

systen.i. After staying at your site for a couple of days I would like to make the follpwittg
reconimendations:
1. lJ~e the SL 1000 neutralizer in the misting system. The system normally runs on a ~00: I .dilution ratio but since the system is mainly for dust control the dilution
rf!.t~o-can be 400: 1 (which is indicated on the attached ratio chart)
2. Bf setting up the system mainly for dust control the chemical pump can be
llliphlgged and the system can run on just water. This will not interfere with
NORMAL operations.
3. Since the site owns a street sweeper SL I 000 can be placed in the water tank after
it is filled. The nozzles on the street sweeper will not clog. This will also help for
dust control as well as eliminating on-site odors. If the water tank hold I 00
gallons put a half gallon of the SL 1000 for 200 gallons use I gallon of SL 1000,
etc.

SL-1000 ODOR ELIMINATOR is the result of years of research in the science of Odor Control. Our
manufacturing and development company has had over 25 years of experience in the development

SL-1000 is a concentrated odor control product; formulated to eliminate mal odors associated with
municipal garbage and sludge. The product is effective at low use dilutions offering optimum
~rformance and low use cost. When properly diluted for the specific application, SL-1000 is

The extremely low toxicity ingredients .in SL-1000 include many components on the FDA "GRAS" list
of cosmetic and food addjtlves. All components are biodegradable. As indicated on the safety data

A basic description of the system that we design and manufacture at NCM is a user
friendly locally represented and serviced, High Pressure Atomizing Odor Control
Delivery System. This differs from some other systems that are sold in that they use low
pressure, small nozzles and have no local representatives to assist with problems.
The NCM System is a system that is designed for your particular site, not just a boxed
unit. The nozzles that we use are BEX High Pressure Atomizing Nozzles. That have an
internal filter screen to aid in the prevention of blockages and are easily disassembled
should the need to clean the filter, unlike nozzles used in Low Pressure or Misting
Systems.
The Pressure Pumps that we use are sized for your need to provide proper coverage for
your site with the capacity for moderate expansion. This Pump is oil lubricated to provide
for long worry free use. Using High Pressure in a delivery system allows the Odor
Control Chemical Products (SL-1000 etc.) to be atomized into a very fine vapor. This fine
mist vapor then evaporates releasing the neutralizin~ capability to the atmosphere
dispersing most odors present in the area.
The NCM System uses ~ chemical injection pump to inject the Odor Control chemical
directly into the spray line. This allows for the immediate point of dispersion control of the
strength of the Odor Control chemical contraction. This differs from the other systems
that require the premixing of Large Quantities of liquid for dispersion to the spray line.
The distribution line that we use is a Marine Grade UV protected hose that is rated to'
3000 psi. This hose is flexible. We recommend that the distribution line be suspended to
provide for high level of exposure to the site without interfering regular ground
operations.
The NCM System uses a 7-day digital timer that allows for programmable operations
automatically or full manual control of the operation system. Another beneficial element
of the NCM Odor Control system is an onboard Water Filter System with replaceable
filter elements. The filter removes suspended elements present in all water. This aids in
Long Term Worry Free Odor Control Operations.
The ultimate benefit of the NCM Odor Control Systems and Chemicals is that, we at
NCM, manufacture the Odor Neutralizing Chemicals in our own facilities, not mix some
concentrate with water to create the odor control chemical. The product is manufactured
to high QC standards with our on-site QC department. Our 90,000 sq ft plant is located
in South River NJ and we are proud to show our customers where their product is made.
