PLEDGE OF ALLEGIANCE: Chair Moran led the Pledge of Allegiance.

DEPARTMENTAL REPORTS:
1. LIBRARY REPORTS FOR MARCH 2026: Receive the Narrative Report and Statistical Report for
March 2026 (Staff contact: Andrea Hilliard and Laura Stanger, Library & Cultural Arts
Department)

2. LIBRARY TECHNOLOGY REPORT: Receive the Library Technology Report. (Staff contact:

3. OVERDUE AND LOST ITEM PROCESS: Receive an overview of the library's Overdue and Lost
Item process. (Staff contact: Katy Duperry and Katie Nye, Library & Cultural Arts Department)

Trustee Sheffler inquired about how losing a book impacts a patron's privileges at the library.
Deputy Library Director Nye responded that accounts are suspended if library fees and fines
exceed $25. Patrons are asked to reduce the dollar amount to under $25 to restore library
privileges. If someone has lost a book and entered the collections process, they must either
return the book or pay for it, and pay the $10 fee before their account can be restored.
Chair Moran inquired if librarians are able to purchase lost items prior to the 127 day period
when the collections process begins. Senior Librarian Katy Duperry responded that the library
monitors hold requests and uses a five-to-one ratio to guide purchasing decisions. When an
item reaches five holds, the title is reviewed for purchasing additional copies.
Chair Moran inquired as to how the replacement cost is determined. Deputy Library Director
Katie Nye responded that the replacement cost is based on the amount the library originally
paid for the item. Chair Moran suggested adding a line item in the budget for replacement
costs of lost materials to increase transparency and help the community understand the
associated expense.
4. BILINGUAL SERVICES: Receive a presentation on the library's Bilingual Services. (Staff contact:
Christina Lorenzo, Library & Cultural Arts Department)

5. FISCAL YEAR 2026-27 BUDGET UPDATE: Receive an update from staff on the FY 2026-27
budget. (Staff contact: Fiona Everett, Library & Cultural Arts Department)
Recommended Action: Receive the report.

Chair Moran inquired if there are any items the library would like the board to advocate for during
the budget process. Senior Management Analyst Fiona Everett responded that if there was a

specific need, staff would bring those requests forward as part of the budget process. Everett
added that, as community representatives, board members may bring information they hear
from the community to a board meeting. Director Suzanne Smithson added that the detailed
budget will be included in the agenda packet for the May 19 City Council meeting.
BOARD MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Board Members reported on activities they attended.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Library Board of Trustees have been invited
to, and may participate in.
