Support staff’s recommendation to install all-way stop control at the intersections of Alicante
Road and Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo
Descanso.
Executive Summary
Residents have raised concerns about traffic safety at the intersections of Alicante Road and
Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo Descanso.
They have also requested the installation of all-way stop control at these three intersections.
In response to the requests, all-way stop analysis was performed for each of the three
intersections in accordance with the guidelines found in the California Manual on Uniform
Traffic Control Devices, or CA MUTCD. Based on the analysis performed, these intersections
satisfied at least one of the all-way stop criteria supporting consideration of all-way stop
control. Staff recommend the installation of all-way stop control at the intersections Alicante
Road and Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo
Descanso to enhance traffic safety.
Explanation & Analysis
Multi-Way Stop Analysis
All-way stop analysis, in accordance with the guidelines found in the CA MUTCD, considers
vehicular, pedestrian and bike volumes as well as other factors such as collision history, sight
distance, movement conflicts and traffic operations to determine if all-way stop control is

justified at a particular intersection. The analysis conducted by staff is structured around the
following four primary criteria and four other optional criteria:
Criteria A of the CA MUTCD multi-way stop criteria allows consideration of a multi-way stop as
an interim measure prior to installation of a traffic signal.
Criteria B allows for consideration of a multi-way stop when there have been five or more
reported collisions within a 12-month period that are susceptible to correction by a multi-way
stop.
Criteria C evaluates the traffic volumes to determine if a multi-way stop can be considered.
Criteria C is satisfied if:
1) The vehicle volume entering the intersection from the major street, total of both
approaches averages at least 300 vehicles per hour for any eight hours of an average
day; and
2) The combined vehicular, pedestrian and bicycle volumes entering the intersection
from the minor street, averages at least 200 units per hour for the same eight hours
with an average delay to minor street vehicular traffic of at least 30 seconds per
vehicle during the highest hour.
3) If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph,
the minimum vehicular volume warrants are 70% of the values provided in Part 1
and 2.
Criteria D allows consideration of a multi-way stop where no single criterion is satisfied but
where Criteria B and C are satisfied to 80% of the minimum values.
Other Criteria
In addition to the four criteria listed above, the CA MUTCD provides other criteria that may also
be considered. These criteria are described as:
A. The need to control left-turn conflicts;
B. The need to control vehicle/pedestrian conflicts near locations that generate high
pedestrian volumes;
C. Locations where a road user, after stopping cannot see conflicting traffic and is not able
to negotiate the intersection unless conflicting cross traffic is also required to stop; and
D. An intersection of two residential neighborhood collector (through) streets of similar
design and operating characteristics where all-way stop control would improve traffic
operational characteristics of the intersection.
Analysis Results
Staff evaluated the subject three intersections in accordance with the guidelines mentioned
above. Based on the analysis results, each of these locations has satisfied at least one of the
criteria for all-way stop consideration. Table 1 summarizes the analysis results, and the CA
MUTCD worksheets are provided in Exhibits 2, 3 and 4.

The following sections provide further explanation for the criteria each intersection satisfied.
Intersection of Alicante Road and Galena Avenue
Alicante Road and Galena Avenue are both classified as Local/Neighborhood Streets in the
General Plan Mobility Element and are located within the city’s southeast quadrant, see Exhibit
1.
Alicante Road has a roadway width ranging from 40 to 50 feet, accommodating a travel lane
and a buffered bike lane in each direction. On-street parking is not permitted in the vicinity of
the intersection. The posted speed limit is 40 mph. South of Galena Avenue, Alicante Road is a
divided roadway with a landscaped raised median separating opposing traffic while maintaining
one travel lane and a buffered bike lane in each direction.
Galena Avenue is a two-lane roadway with a curb-to-curb width of 34 feet and a prima facie
speed limit of 25 mph. As the roadway approaches the intersection with Alicante Road, it
widens to 54 feet to accommodate a dedicated left-turn lane and a landscaped raised median
in both directions. The intersection is controlled by side-street STOP signs on Galena Avenue, as
shown in Figure 1.

City staff have received residents’ concerns
regarding visibility at this intersection along with
request for an all-way stop. In response to this
request, staff conducted a stopping sight distance
analysis and determined that the combination of
the trees in the raised median and the roadway’s
vertical alignment restricts the visibility of
eastbound drivers on Galena Avenue looking
toward northbound traffic on Alicante Road, as
shown in Figure 2. As a result, the minimum
stopping sight distance requirement of 300 feet
cannot be met. Implementing all-way stop at this
intersection is expected to enhance safety by
requiring traffic from all approaches to stop at the
intersection. Therefore, satisfying the Optional
Criterion C.
Based on these findings, staff recommend
installation of all-way stop control at the intersection of Alicante Road and Galena Avenue.
Intersection of Calle Hidalgo and Camino De Amigos
Calle Hidalgo and Camino De Amigos are both classified as Local/Neighborhood Streets in the
General Plan Mobility Element and are located within the city’s southeast quadrant, see Exhibit
1.
Both roadways have similar characteristics, including a 40-foot roadway width that
accommodates one travel lane and on-street parking in each direction. The prima facie speed
limit on both streets is 25 mph. Camino De Amigos is located east of, and runs parallel to,
Melrose Drive in a north–south direction. Calle Hidalgo forms a T-intersection with Melrose
Drive and extends eastward, terminating at a cul-de-sac east of Camino De Amigos. Melrose
Drive has a posted speed limit of 55 mph. The intersection of Calle Hidalgo and Camino De
Amigos is two-way stop-controlled, with stop signs on Camino De Amigos. A community
playground is located in the northwest quadrant of the intersection, as shown in Figure 3.

Avenue Looking South on Alicante Road

City staff have received residents’ concerns regarding vehicle speed and pedestrian safety at
this intersection along with requests for an all-way stop. In response to these requests, traffic
data was collected on Oct. 28, 2025, for an all-way stop analysis. The collected counts indicate
that 138 pedestrians crossed at the intersection over the course of a typical day. Because the
intersection provides direct access to the community playground, implementing all-way stop
control is expected to reduce conflicts between vehicles and pedestrians, therefore satisfying
the Optional Criterion B.
Given its proximity to Melrose Drive, higher speed vehicles from northbound Melrose Drive can
carry through this intersection, where increased pedestrian crossing activity is expected due to
the adjacent playground. In addition, both Calle Hidalgo and Camino De Amigos are residential
streets with similar roadway characteristics and carry comparable traffic volumes.
Implementing an all-way stop at this intersection would improve overall traffic operations and
safety by requiring all approaches to stop, thereby satisfying the Optional Criterion D.
Based on these findings, staff recommend installation of all-way stop control at the intersection
of Calle Hidalgo and Camino De Amigos.
Intersection of Paseo Cerro and Paseo Descanso
Paseo Cerro and Paseo Descanso are both classified as Local/Neighborhood Streets in the
General Plan Mobility Element and are located within the city’s southeast quadrant, see Exhibit
1.
Both roadways have similar characteristics, including a 40-foot curb-to-curb roadway width that
accommodates one travel lane and on-street parking in each direction. The prima facie speed
limit on both streets is 25 mph. The intersection is stop-controlled for southbound traffic on
Paseo Cerro and eastbound traffic for Paseo Descanso, as shown in Figure 4.

City staff have received concerns from residents regarding safety at this intersection due to its
unconventional two-way stop control configuration, which has caused driver confusion, as well
as requests to convert the intersection to all-way stop control. In response to these requests,
staff conducted the all-way stop analysis and concluded that installing all-way stop control at

this intersection is expected to improve traffic operations and safety by clarifying right-of-way
assignments and reducing driver confusion, thereby satisfying the Optional Criterion D.
Based on these findings, staff recommend installation of all-way stop control at the intersection
of Paseo Cerro and Paseo Descanso.

Staff have notified affected residents and others who may be interested in the installation of an
all-way stop at the subject three intersections.

Recommendation
Based on the findings presented in this report, which are consistent with the criteria described
in the CA MUTCD, staff recommend the installation of all-way stop control at the intersections
of Alicante Road and Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro
and Paseo Descanso.
Next Steps
Upon receiving support from the Traffic Safety & Mobility Commission, staff will introduce an
ordinance to establish all-way stop control at the intersections of Alicante Road and Galena
Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo Descanso for City
Council’s adoption.
Once the ordinance is adopted, staff will move forward with the implementation of STOP signs
and associated pavement markings at these intersections.

To whom it may concern:
I agree with the proposed 4 way stop at Paseo Cerro and Paseo Descanso, I live in Paseo Cerro and even
though I do a full stop and look before I go, I have had a couple of close calls with cars that are speeding
up Paseo Descanso. Because there's the curve before they reach the top I cannot see the cars if they are
overly speeding. It is also difficult to cross the street there when you cannot see the cars coming over the
curve.
I am grateful the Traffic commission has made this a priority and hope to see this problem solved soon.

I live nearby and regularly walk to the park with my 3-year-old son, which requires crossing this intersec on. The traffic
volume and vehicle speeds can make it feel unsafe for pedestrians, especially families with young children.

I've recently become aware that the City of Carlsbad is considering installing a 4 way stop at the
intersection of Paseo Descanso and Paseo Cerro. I happen to live in the village of Marvilla and pass
through that intersection multiple times per day. While I don't object to the change [ moving from 2 way
to 4 way], I don't see the value. I've lived in the community for 15 years and never had an unsafe
encounter. There is excellent visibility, minimal traffic and the streets that feed that intersection are short
and 3 of 4 originate in cul du sacs. There is no "through traffic" component that might encourage
speeding.
Melrose Drive from Rancho Santa Fe South to Palomar Airport Road is however a drag strip. The posted
speed limit of 55mph is rarely observed and it passes through two or three busy crosswalks.
Furthermore, it travels adjacent to an elementary school. As Melrose leaves a residential corridor in
Carlsbad and then enters an industrial part of Vista, the speed limit is reduced to 45 mph. Hard to make
any sense of that.
I would prefer that the City of Carlsbad spend its resources solving a legitimate safety problem rather
than adding stop signs to a location that is already safe.
Let's not have this become a case of our government imposing a solution for a non-existent problem
while it ignores the real problem that exists 100 yards away.
I've been an elected member of the Rancho Carrillo Board of Directors for 8 years. I understand how
complicated governance can be. My Email is from me only. I'm not speaking for our community. Still, I
would love to be able to comment, in Open Session, that the Commission listened and is addressing a
concern that is frequently talked about in Rancho Carrillo.

Surprised to see the proposed all way stop for this intersection. Not in opposition, but nobody is going to
get killed at this location.
However, the speed limit on Melrose from Rancho Santa Fe to Palomar Airport Road needs attention. It
is currently the only stretch of Melrose from its origin to vista that is at 55.
In both directions, it heads downhill through the rancho carillo neighborhood, bottoming at
pointsettia. This is right by an elementary school with a busy crosswalk.
The HOA has done a good job of clearing sight lines for traffic turning on to Melrose, but the speed limit (
and frequent violation of it) makes this a much higher risk intersection. I am aware of a number of
accidents along this roadway. Hoping you can give this the attention it deserves...55 by a school and
less by home depot doesn't make much sense...

I'm writing to support the proposal to install 4-way stop signs at the intersection of Alicante and Galena.
Without the stop signs, pedestrians, especially children (of which there are many in our neighborhood),
face two dangers:
1. Cars traveling northbound on Alicante towards Galena cannot see pedestrians who are about to cross,
because the intersection lies at the top of a hill. With an obscured view, drivers may proceed into the
intersection before realizing that pedestrians are already crossing.
2. Cars traveling southbound on Alicante towards Galena cannot see pedestrians, because the curve in
the road obscures the view of the intersection. This is especially acute given that many drivers speed
through that segment, creating a very dangerous situation for pedestrians crossing Alicante at Galena.
Because of this, as a parent of two children and a member of the community who regularly uses its
nearby facilities, I am fully supportive of installing 4-way stop signs at that intersection.
Given that the location is at the top of a hill for northbound cars, and around a curve for southbound
cars, it will be crucial to include clear, advanced warning signs to alert drivers in advance. You may also
want to consider rumble strips along the northbound and southbound segments of Alicante near Galena
to alert drivers about the upcoming stop signs.
Thank you for your time and dedication to keeping our community's streets safe. This is a long overdue
safety measure, and I am grateful that you took the initiative to consider it.

Hello! My name is John Gennaro. I met with city officials a few months ago about adding stop signs to the
intersection of Calle Hidalgo and Camino De Amigos, and I wanted to share my thoughts with the

Camino De Amigos is the main street of our Meadowood community, and its intersection with Calle
Hidalgo is a major crossing point. Our neighborhood playground sits right on that corner, meaning tons of

I completely agree with the comments made by Dan Tomassi ( a board member of our HOA and a neighbor) that safety
would be be er served if the stop sign loca on were shi ed to Goldstone, a few hundred feet to the north. It is almost a
completely “blind” turn le (north bound) on to Alicante from Goldstone ( the right turn onto Alicante is nearly as bad)
and my wife and I both try to avoid it, even if it is the more direct route.
By contrast, the current proposed stop sign loca on has good sight lines at adequate distances in all direc ons, in my
opinion.
Please reevaluate the current proposal and consider what would be a three-way stop at Alicante and Goldstone Roads.

I am a homeowner on Calle Hidalgo and am wri ng to express with my opposi on to the four way stop that is proposed
at the intersec on of Calle Hidalgo with Camino de Amigos. There is very li le distance between the right turn lane from
Melrose to our neighborhood to where the city has proposed pu ng one of the two addi onal stop signs. I’m very
concerned that the city would be exposing the residents of Meadowood, our guests, delivery drivers, etc. to an increased
risk of a rear end collisions if this intersec on becomes a four way stop. Vehicles are going 50+ miles an hour on Melrose
and even at a safe and reasonable rate of speed, the turn from Melrose onto Calle Hidalgo does not offer much visibility
at all to a stopped car. In dense fog, which is common in this area, the turn off Melrose onto Calle Hidalgo with am added
stop becomes extremely dangerous. For this reason, it was always my belief that the city never made this a four way stop
in the past as it was much safer to have traffic con nually moving.
I am also very concerned that our neighborhood has gone 26 years without a four way stop sign at this intersec on and
this is a precursor to opening Calle Hidalgo between Melrose and Rancho Santa Fe in San Marcos. I am adamantly
opposed to any such plan. There is a clearly visible “Dead End” sign immediately ahead of the proposed stop sign and I
really don’t see how adding a stop sign leading to a dead end street with 10 houses and a minimal amount of traffic is a
safety improvement. The added risk of rear end collisions is too significant for this stop sign to be put in and I’m strongly
opposed to any changes at all for the traffic pa erns on Calle Hidalgo.

I was so glad to see that you are going to put a stop sign in our neighborhood on Alicante. But then I saw
that it was going at the wrong corner. To go anyplace north from my house, I have to go on Goldstone to
Alicante to turn left. What a dangerous situation that corner is. The traffic coming south on Alicante
comes up a hill before that corner. We at the corner at Goldstone cannot see them coming early
enough. Besides, many of them have gained too much speed by that hill and are going too fast. Add to
that all of the cars parked on Goldstone near the tennis courts. Red curbs at that corner could be
helpful to keep the sight line clear from Goldstone.
Please research this corner once again. The next corner that you are considering is not a
problem. People have just started up the hill coming north and are easily seen from all points of the
corner. However, I would prefer two stop signs to none..

Dear City of Carlsbad,
I am writing regarding the recent notice concerning the proposed installation of a four-
way stop at the intersection of Alicante Road and Galena Avenue.
As a resident of the La Costa Greens community, which is located within the immediate
area of this intersection, I would like to share my concerns regarding the proposal. While
the notice outlined the proposed change, it did not provide the underlying reasons or
traffic study findings that prompted the recommendation.
Based on my observations as a resident, I do not believe the Alicante/Galena intersection
warrants a four-way stop. Traffic volumes at this location are generally low, and even
during peak periods, the intersection does not appear to experience significant congestion
or present notable traffic safety concerns.
If the proposal is intended to address pedestrian safety, I would encourage the City to
consider alternative measures, such as installing a marked crosswalk with pedestrian-
activated flashing amber beacons, similar to the crossing currently located at Alicante
Road and Lapis Road.
Additionally, I bring over 30 years of experience as a peace officer, including extensive
work in traffic enforcement and traffic-related roadway assessments. Based on that
experience, I do not see a compelling justification for converting the Alicante/Galena
intersection into a four-way stop.
In contrast, I believe the intersection of Alicante Road and Goldstone Drive deserves
greater consideration for a multi-directional stop. As a T-intersection, it presents more
significant visibility challenges due to changes in roadway elevation to the north and
roadway curvature to the south, both of which can make it difficult for motorists to see

approaching traffic. From a traffic safety perspective, this location appears to present a
stronger case for additional traffic controls.
I respectfully encourage the City’s traffic engineers to reevaluate the current proposal and
consider whether safety improvements would be more appropriately directed toward the
Alicante/Goldstone intersection rather than Alicante/Galena.

I am writing to comment on the proposal to add a stop sign, etc. to the intersection of Galena and
Alicante. My family and I live in the La Costa Greens community and have been at this location since
2007. This is a very dangerous intersection that needs attention to slow cards driving on Alicante to allow
cars leaving Galena to exit safely. It is also very dangerous to turn left onto Galena while traveling
southbound on Alicante due to a blindspot caused by the downward slope of Alicante. It would also be
very advantageous to have a cross walk at this location. It is very unsafe to cross and the nearest
crosswalk is a long walk away.\

My name is Celine Martin and I live at 3534 Corte Lupe. I am writing in support of the proposed all-way
stop at Calle Hidalgo and Camino De Amigos under consideration at the June 1 Traffic Safety meeting.
This intersection is right next to our neighborhood playground and cars regularly speed by while children
and families play. Adding an all-way stop will greatly increase safety.
***Now if only we could get better signage at the intersection of Melrose and Alga entering our
neighborhood...I see people turning left from the middle lane nearly every day and people turning right
from the middle lane almost running over anyone in the crosswalk.

My address is 2214 Azurite Place, Carlsbad, CA 92009.
I understand the City is considering an all-way stop at the intersection of Alicante Road and Galena
Avenue. While I appreciate the eAort to improve safety in the area, I would strongly encourage the City to
evaluate the intersection of Alicante Road and Goldstone Drive as a more appropriate location; if in fact
one is needed at all.
Entering Alicante Road from Goldstone Rd is challenging due to visibility and speed of traAic. The
proposed intersection at Alicante and Galena does not present the same visibility concerns or as
significant of a speed concern dues to it’s proximity to the traAic lilght at Alicante and Alga.
As a resident who regularly uses this intersection, I don’t personally see the need for a stop sign to be
added at either location, but can appreciate you may have traAic incident reports that prove otherwise.
The big picture here is that an All-Way stop sign at Goldstone and Alicante would be a far better location
from a speed and safety (visibility) perspective than Galena & Alicante.
To that end, I respectfully request that the City re-consider it’s evaluation of the traAic measure in this
area and either leave it as is, or add a stop sign at Alicante & Goldstone; NOT at Alicante & Galena.
