Executive Summary This project includes two separate locations that will propose improvements under the Sidewalk/Street Construction Program, Capital Improvement Program Project No. 6002. Exhibit 1 contains a map showing the proposed project locations. The proposed preliminary design plans for both locations are shown in Exhibit 2. The proposed project along College Boulevard and Bobcat Boulevard is planned to include construction of a new multi-use path. The multi-use path would include a minimum 10-foot- wide concrete bike and pedestrian shared-use path, while maintaining the existing bike lanes along both roadways. This project is consistent with the Sage Creek High School Safe Routes to School Plan that was adopted by City Council. The proposed project along Alga Road is planned to include construction of a new sidewalk along the south side of the road between El Camino Real and Estrella De Mar Road. There is currently an existing sidewalk gap at this location. This would provide pedestrian access and connectivity for pedestrians coming from Estrella De Mar Road south of Alga Road. Explanation & Analysis College Boulevard and Bobcat Boulevard The first site is located along College Boulevard and Bobcat Boulevard. The project is planned to include construction of a new multi-use path on both College Boulevard and Bobcat Boulevard that would span from the Carlsbad Village Drive and Peninsula Drive intersection to the entrance at Sage Creek High School. The implementation of this project was identified as a part of the Sage Creek High School Safe Routes to School Plan that was adopted by City Council on July 22, 2025, see Exhibit 3. The project will propose improvements identified in the plan at the TRAFFIC SAFETY & MOBILITY COMMISSION June 1, 2026 Item #2 Page 1 of 8 northeast corner of the College Boulevard and Cannon Road intersection, including curb ramp improvements and an enlarged waiting area for pedestrians. Implementation of this project will improve pedestrian and bike access to Sage Creek High School. Along the east side of College Boulevard, there is an existing decomposed granite path. This project is planned to replace the path with a minimum 10-foot-wide concrete bike and pedestrian shared-use path. Bobcat Boulevard1 currently has an existing 5-foot-wide sidewalk on the north side that would be widened to a minimum 10-foot-wide concrete bike and pedestrian path providing connection to the existing bike and pedestrian paths at Sage Creek High School. Construction of these upgrades would result in this segment of the path being classified as a Class 1 bike path2. Class 1 bike paths are facilities for the exclusive use of bicycles and pedestrians. Similar to a traditional sidewalk, both bikes and pedestrians on the Class 1 bike path would be separated from vehicular traffic. Additionally, with these proposed improvements, the existing bike lanes would remain on both College Boulevard and Bobcat Boulevard to provide options for cyclists who may prefer the on-street bike facilities. Due to limitations presented by existing raised utility boxes, parts of the proposed path would be narrowed down to 8 feet for short distances to avoid conflicts with or relocation of these utility boxes. Along the Bobcat Boulevard path, there will be an undetermined number of trees that will need to be removed to maintain a 10-foot width. All tree removals and design decisions along Bobcat Boulevard will need to be coordinated with Carlsbad Unified School District. Alga Road The second project site is located along Alga Road. The project is planned to include construction of a new sidewalk along Alga Road between El Camino Real and Estrella De Mar Road. This location was identified as a segment with missing sidewalks in the city’s Sustainable Mobility Plan, which was adopted by the City Council in January 2021. The plan calls for construction of sidewalks where gaps impede pedestrian travel. This project will improve pedestrian access and connectivity for pedestrians coming from Estrella De Mar Road south of Alga Road to and from a number of destinations on the northwest and northeast corners of the El Camino Real and Alga Road intersection. These destinations include grocery stores, library, post office, restaurants, etc. The proposed 6-foot-wide sidewalk on Alga Road will require the removal of an undetermined number of trees at this time. As such, additional design considerations will be assessed in further design iterations. Next Steps Following the Traffic Safety & Mobility Commission’s review of the preliminary design for the proposed improvements on College Boulevard, Bobcat Boulevard and Alga Road, staff will begin preparing the 60% design improvement plans for the project.
