Executive Summary DUDEK Engineering & Environmental (Dudek) conducted this Phase II Environmental Site Assessment (ESA) for the property located at 6697 Black Rail Road in Carlsbad, California (subject property, Figure 1) in order to further investigate the recognized environmental conditions noted in the Phase I ESA (April 2006 Phase I ESA prepared by Dudek). The Phase I ESA identified records that indicated that the site may have been used for agriculture prior to its current use as a nursery. Findings of the Phase I also included the use of pesticides on site, as well as storage and use of diesel fuel. There was indication that runoff containing pesticides from surrounding properties may have impacted the subject property (Figure 2). Based on this information, Dudek recommended that a Phase II ESA be performed at the subject property. The objectives of the Phase II investigation were to: 1) determine if diesel is present in the soil beneath the aboveground storage tank (AST) and 2) to determine if pesticides are present in the soil due to former and current use of the site for agriculture and potential impact from surrounding properties . Dudek collected five soil samples at two locations adjacent to the AST for total petroleum hydrocarbon analysis (TPH; Figure 3). The soil samples were collected at two feet below ground surface (bgs) and four feet bgs at each of the locations. One sample was collected at 1-3 inches bgs at one of the locations. TPH soil samples were analyzed by D-TEK Analytical Laboratories, Inc. in San Diego, CA by Modified EPA Method 8015M. None of the eight soil samples had detectable concentrations of TPH diesel. One sample contained concentrations of hydrocarbons in the motor oil range. This sample was collected at a depth of approximately 1-3 inches bgs under the nozzle of the diesel AST, and had a concentration of 10,520 milligrams per kilogram (mg/kg) motor oil. However, the two and four foot samples at that location did not have detectable concentrations of motor oil or diesel. Based on Regional Water Quality Control Board (RWQCB) Region IV guidance, soils which are between 20 and 150 feet above groundwater and have TPH concentrations above 1,000 mg/kg should be remediated. Based on these findings and those of the Phase I ESA, no further assessment is recommended for TPH. Dudek does recommend that the visibly stained soil be dug out and properly disposed of prior to making any modifications in this area of the subject site. Dudek collected eight soil samples from throughout the palm tree nursery for pesticides analysis (Figure 4). The soil samples were sent to D-TEK to be analyzed for organochlorine pesticides by EPA Method 8081A All eight soil samples had detectable concentrations of organochlorine pesticides. Based of the analytical results, none of the samples contained concentrations greater than the US EPA Region IX' s Residential Preliminary Remediation Goals (PRGs) or the Cal/EPA California Human Health Screening Levels (CHHSLs). PRGs and CHHSLs are established based on the theoretical de minimis cancer risk (one in a million increased risk) for contaminants that are considered carcinogenic. PRGs use USEP A toxicity factors, whereas CHHSLs use Phase II Environmental Site Assessment 6697 Black Rail Road Carlsbad, California 5089-1 DUDEK April 2006 ----------------- -• - -.. .. -- 11111 -- ""' Cal/EPA toxicity factors if available. By comparison of the pesticide concentrations to the PR Gs and CHHSLs, the long term cancer risk is less than one in a million. Based on these findings and those of the Phase I ESA, no further assessment is recommended for pesticides. 2. Introduction This Phase II ESA was performed according to the guidelines stipulated in the American Society for Testing and Materials Standard E 1903-97, "Standard Guide for Environmental Site Assessments: Phase II Environmental Site Assessment Process". The subject property is located at 6697 Black Rail Road in Carlsbad, California and has been used as an agricultural nursery, a residence, and open space. 2.1. Assessment Procedure and Scope of Investigation Phase II ESAs evaluate the recognized environmental conditions identified in the Phase I ESA for the purpose of providing sufficient information regarding the nature and extent of contamination to assist in making informed business decisions about the property. The Phase I ESA identified that the site was used for agriculture and that pesticides were used on the subject property. Although the type of pesticides formerly applied on the site are not known, organochlorine pesticides were used on the adjacent properties, from which storm water runoff flows onto the subject property. Additionally, chemical storage on the property has included an aboveground diesel storage tank. Staining was observed on the tank near the dispenser connection, indicating that diesel has leaked from the tank. Therefore, there is potential for contamination associated with the diesel tank. Based on this information, Dudek recommended that a Phase II ESA be performed at the subject property. The objectives of the Phase II investigation were to: 1) determine if aboveground storage of diesel caused contamination of soil on the subject property and 2) to determine if pesticides are present in the soil due to use of the site and adjacent sites for agriculture . 3. Background Information The subject property is an approximately 19 acre parcel located west of Black Rail Road in Carlsbad, California (Figure 1 ). The address for the nursery, which occupies approximately half of the subject property, is 6697 Black Rail Road in Carlsbad, California. The APN for the subject property is 215-040-03. Structures on the property include a residence, a maintenance building, and a small shack. The topography of subject property generally slopes from the north to the south and from east to west. The northeastern and eastern portions of the site are relatively flat, while Phase II Environmental Site Assessment 6697 Black Rail Road Carlsbad, California 2 5089-1 DUDEK April 2006 ----------------------------.. 11111111 .. -.. -- drainages with topographic depressions are located in the southwest portion of the property. The elevation of the subject property is approximately 300 feet above mean sea level. The surrounding area to the north and east slopes toward the subject property. The subject property is located north ofBatiquitos Lagoon. No surface water was observed on the subject property during the site reconnaissance. Based on a site investigation performed on the site to the north of the subject property, the depth to groundwater in the vicinity of the site is 46 feet below ground surface. The subject property was undeveloped until the mid-to late-1950s or early-l 960s when it was cleared and possibly used for agriculture purposes (the 1963 aerial photograph shows a portion of the site as graded land, possibly used as a field). The current owner stated that the site was vacant when they purchased it in 1973. In the 1970s, the owners grew potted plants and ground cover on approximately half of the subject property. In 1980 they began to grow palm trees and phased out the potted plants and ground cover. Currently two pounds per month of a fungicide, weedkiller, and oil spray are used for the potted palm trees. More pesticides were used in the past for the potted plants and ground cover, but the amounts and types were not recorded. The owner stated they did not use DDT on the site. One aboveground 500-gallon diesel storage tank was observed during the site reconnaissance, south of the maintenance building. This tank replaced two former aboveground diesel tanks formerly located in the same area. Those two tanks were removed approximately 10 years ago. No stained soil was observed in this area during the site reconnaissance; however, staining was observed on the tank near the dispenser connection. Due to these historical activities, the identified potential environmental concerns at the site are the potential release of petroleum products to the soil and residual pesticides in soil resulting from historical agricultural activities. 4. Phase II Activities The objectives of the Phase II investigation were to: 1) determine if diesel-contaminated soil is present beneath the aboveground storage tank (AST) and 2) to determine if pesticides are present in the soil due to former and current use of the site and surrounding sites for agriculture. Dudek accomplished this by I) collecting soil samples from the surface, two and four feet bgs to determine if total petroleum hydrocarbons (TPH) in the diesel range were present in the soil and 2) collecting and analyzing shallow soil samples for pesticides. Phase II Environmental Site Assessment 6697 Black Rail Road Carlsbad, California 3 5089-1 DUDEK April 2006 - .. .. .. ... 11111 ---------- --- ... 1111 .. .. - 4.1 TPH Soil Sampling Dudek collected five soil samples at two locations adjacent to the AST for TPH diesel analysis on April 19, 2006 (Figure 3). The samples were collected from underneath the dispenser and from under the middle of the tank. Visibly stained soil was observed on the ground surface under a piece of wood located under the dispenser. Additionally, Dudek noticed that the tank was tilted slightly from back to front, toward the dispenser. Soil sampling for TPH was conducted by Torin Snyder of Dudek. Four of the five soil samples were collected using a hand auger. Soil collected using the hand auger was placed in glass jars, which were labeled, placed in Ziploc bags, and placed in a cooler on ice. The surface soil sample was collected using a clean, dedicated hand trowel. The soil was also placed in a glass jar, which was labeled, placed in a Ziploc bag, and placed in a cooler on ice. A chain-of-custody record was filled out with the sample identifiers and sample time. The hand auger was decontaminated in between sample collection by washing it using water and alconox and then rinsing it using water. The decontamination water was stored on site in a labeled bucket. Following receipt of the soil sample analysis for which TPH diesel was not detected, the water was discarded. The sample cooler was sent to D-TEK Laboratory via Fed-Ex. The TPH soil samples were analyzed by Modified EPA Method 8015M (diesel) (Table 2; Appendix A). The sample results and quality control are discussed in Section 5.1. 4.2 Pesticide Soil Sampling Based on the aerial photograph review, approximately half the site (eight or nine acres) has been used for agriculture back to the 1960s or early 1970s. Based on the interview with the current owner, pesticides were used on the property; however, the owner could not remember the types or quantities of pesticides used. However, she did state that DDT was not used on the subject property. Based on a review of County of San Diego closure letters for two sites located just north and northeast of the subject property, chlorinated pesticides were used at those adjacent sites. Concentrations of the chlorinated pesticides DDT, toxaphene, endosulfan, and dieldrin were detected in the soil. Concentrations of toxaphene exceeded the EPA PR Gs and the CHHSLs for the residential scenario. At both sites, the upper one foot of soil was removed from the site and placed at least five feet below ground surface under the streets Corte Orchildia and Sito Cedrela during development of the residential neighborhoods. During the Phase I ESA, Dudek noted that the topography of the site and surrounding area is such that runoff from these neighboring properties may have run across the subject site, toward the canyon, thus having an impact on the subject site . Organochlorine pesticides, such as DDT, were commonly used in the 1940s through the 1960s. Organophosphorus pesticides have commonly been used since the 1970s or 1980s. Organochlorine pesticides are persistent in the environment and are not very mobile. Organochlorine pesticides are large molecules with a low water solubility and high potential for sorption on soils. Therefore they tend not to migrate downward like other chemicals with higher solubility and lower affinity for soil. Therefore, concentrations of organochlorine pesticides are generally expected to be greatest in the shallow soils. Organophosphorus pesticides are not persistent in the environment. Concentrations of organophosphorus pesticides are often non-detectable within a year of application. If organophosphorus pesticides were used on the site several years ago, it is not likely that they remain in the soil at concentrations above the regulatory limits. Therefore, Dudek did not analyze the samples for organophosphorus pesticides. On April 19, 2006, Dudek collected eight soil samples from approximately four to six inches bgs uniformly throughout the agricultural areas and some key drainage areas of the subject property. Samples from this depth interval are representative of surface soils at this site. The sample locations are shown on Figure 4. Soil samples were collected using disposable hand trowels. A hand trowel was used to excavate a few inches of soil and then place the soil into 4 ounce glass jars. The glass jars were labeled, taped, and placed in a cooler on ice. A chain-of-custody record was filled out with the sample identifiers and sample time. The cooler was sent to D-TEK Laboratory via FedEx on April 19, 2006. The samples were analyzed by D-Tek for organochlorine pesticides by EPA Method 8081A. The sample results and quality control are discussed in Section 5.2. 5. Phase II Data Evaluation 5.1 TPH Soil Sampling Dudek collected five soil samples at two locations adjacent to the AST for TPH analysis (Figure 3). The TPH soil sampling data is summarized in Table 1. TPH was not detected above the detection limit of 10 mg/kg in any of the samples collected on April 19, 2006. Sample MS-11-1" was collected in an area of stained soil, at a depth of approximately 1- 3 inches bgs underneath the nozzle of the diesel AST. While sample MS-11-1" did not contain TPH-diesel (C 10-C23) above the detection limit, the lab did report that the sample contained hydrocarbons in the motor oil range (C 10-C44) at a concentration of 10,520 mg/kg. Based on RWQCB Region IV guidance (Interim Site Assessment & Cleanup Guidebook, May 1996. RWQCB Region IV), soils which are between 20 and 150 feet above groundwater and have TPH concentrations above 1,000 mg/kg should be remediated. While there is no specified action level for motor oil, Dudek recommends removing the stained soil and properly disposing it. IIJl!IIIJ 111111 -- As part of the laboratory quality control, a laboratory control sample was spiked with diesel. The percent recovery of the spike concentration for diesel was within the acceptable limits established by the laboratory. A matrix spike duplicate was also analyzed. The relative percent difference (RPD) between the sample result and the duplicate result was 5% for diesel. No acceptable limits for RPD were provided by the lab (Appendix A). 5. 2. Pesticide Soil Sampling The pesticide soil sampling data is summarized in Table 2. 4,4'-DDD was detected in five of the eight samples at concentrations ranging from 7.2 micrograms per kilogram (µg/kg) to 58 µg/kg (Table 2). 4,4'-DDE was detected in seven of the eight samples at concentrations ranging from 0.5 µg/kg to 134 µg/kg. 4,4'-DDT was detected in five of the eight samples at concentrations ranging from IO µg/kg to 83 µg/kg. Alpha-chlordane was detected in three samples at concentrations ranging from 0.65 µg/kg to 2.4 µg/kg. Gamma-chlordane was detected in three samples at concentrations ranging from 0.55 µg/kg to 2.4 µg/kg. The laboratory reports are included in Appendix A. The US EPA Region IX has published Preliminary Remediation Goals (PRGs). The Cal/EPA has published California Human Health Screening Levels (CHHSLs). Both PRGs and CHHSLs have been established based on the theoretical de minimis cancer risk ( one in a million increased risk) for contaminants that are considered carcinogenic. The residential PRG for both DDE and DDT is 1,700 µg/kg. The residential CHHSLs for both DDE and DDT is 1,600 µg/kg. The highest concentrations ofDDE and DDT on the subject property were 134 µg/kg and 83 µg/kg, respectively. Both of these concentrations are orders of magnitude below the residential PRG and CHHSL. The residential PRG for DDD is 2,400 µg/kg. The residential CHHSL for DDD is 2,300 µg/kg. The highest concentration of DDD on the subject property was 58 µg/kg, which was also below the residential PRG and residential CHHSLs. The residential PRG for technical chlordane or alpha-and gamma-chlordane is 1,600 µg/kg. There is no CHHSL established for chlordane. The highest concentrations of alpha-chlordane and gamma­ chlordane on the subject property was 2.4 µg/kg for each, for a total of 4.8 µg/kg, which is below the residential PRG. Based on comparison of these results to the PRGs and CHHSLs, and the proposed residential use of the subject property, the DDD, DDE, DDT, and chlordane concentrations detected on the subject property do not pose an increased cancer risk greater than one in a million . As part of the quality control of the laboratory analyses for organochlorine pesticides, lindane, heptachlor, aldrin, dieldrin, endrin, and 4,4'-DDT were added as surrogates to each sample at known concentrations for the EPA Method 8081A analysis. All of the percent recovery results were within the quality control limits set for each compound (Appendix A). The percent recovery of the spike concentration for each compound was within the acceptable limits established by the laboratory. A matrix spike duplicate was analyzed for lindane, heptachlor, aldrin, dieldrin, endrin, and 4,4' -DDT. The RPD between the sample results and the duplicate results were between 0% and 11 % (Appendix A). 6. In one of the locations a sample was collected within a few inches of the ground surface. None of the soil samples had detectable concentrations ofTPH diesel. One of the samples -the surface sample -had a detection of hydrocarbons in the motor oil range. This sample was located approximately 1-3 inches bgs under the nozzle of the diesel AST. The concentration was 10,520 mg/kg motor oil. Dudek recommends that the visibly stained soil be dug out and properly disposed of prior to making any modifications in this area of the subject site. Dudek collected eight soil samples from throughout the palm tree nursery for pesticides analysis. All eight soil samples had detectable concentrations of organochlorine pesticides. Dudek makes no warranty as to the accuracy of statements made by others or the accuracy of information included in documentation reviewed in connection with this study. It should be recognized that this study was not intended to be a definitive investigation of potential contamination at the site and that the recommendations do not necessarily include all conditions that may be present. Because the scope of the investigation was limited, it is possible that currently unrecognized conditions or contamination might exist at the site. No warranties or guarantees or representations, expressed or implied, are made by Dudek, except that this report has been prepared in accordance with current generally accepted practices and standards consistent with the level of care and skill exercised under similar circumstances by other professionals performing the same or similar services.
