CALL TO ORDER: 5 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
ANNOUNCEMENT OF CONCURRENT MEETINGS: The City Council is serving as the Carlsbad
Municipal Water District Board of Directors on Consent Calendar Items No. 3.
PLEDGE OF ALLEGIANCE: Council Member Acosta led the Pledge of Allegiance.
APPROVAL OF MINUTES: None.
PRESENTATIONS:
Proclamation in Recognition of the Carlsbad Green Business Program
Council Member Acosta presented the proclamation to Sandrine Cassidy who said a few words.
PUBLIC REPORT OF ANY ACTION TAKEN IN CLOSED SESSION:
City Attorney Cindie McMahon announced that there was no reportable action.
PUBLIC COMMENT:
Diana Ricker spoke about her experience of unresolved crime.
Russell David Owens expressed his concern regarding vandalism in Carlsbad.
Anjali O’Brien proposed the Youth Opportunity Portal to connect young people with local job
opportunities.
Father Raymond Moore Hall’s Director of Community Services Socorro Anderson reminded the
City Council of the importance of safety of all children in Carlsbad.
Elise Lu expressed concern regarding the conditions of the public restrooms at Carlsbad State
Beach near Pine Avenue.
CONSENT CALENDAR:
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Burkholder, to approve
Consent Calendar Items Nos. 1 through 5. Motion carried unanimously, 5/0, except for Consent
Calendar Item No. 1, motion carried, 4/0/1 (Acosta – Abstain).
Council Member Acosta recused herself on Item No. 1 due to a conflict of interest as there are
streetlights being replaced near her residence.

1. AWARD CONTRACT TO SOUTHERN CONTRACTING, INC. FOR THE STREET LIGHTING
REPLACEMENT PROGRAM PHASE IV PROJECT, CIP PROJECT NOS. 6062 AND 6062-25
Adoption of Resolution No. 2026-078 accepting bids and awarding a contract to Southern
Contracting, Inc. for the Street Lighting Replacement Program Phase IV Project in an amount
not to exceed $603,053. (Staff contact: Michael O’Brien, Public Works)
2. AMENDMENT NO. 5 TO THE AGREEMENT WITH GHD INC. FOR ADDITIONAL CONSTRUCTION
SUPPORT SERVICES FOR THE BEACH ACCESS REPAIRS AND UPGRADES FROM PINE AVENUE
TO TAMARACK AVENUE PROJECT, CIP PROJECT NO. 3896 – Adoption of Resolution No. 2026-
079 approving Amendment No. 5 to the professional services agreement with GHD Inc., for
additional construction support services for the Beach Access Repairs and Upgrades from
Pine Avenue to Tamarack Avenue Project, increasing the not-to-exceed amount by $77,250
and extending the term by two years. (Staff contact: Tom Frank, Public Works)
3. TERMINATING DEED OF EASEMENT TO THE CARLSBAD UNIFIED SCHOOL DISTRICT AT THE
AVIARA OAKS MIDDLE SCHOOL CAMPUS FOR WATER AND FIRE SERVICE PIPELINES – Adoption
of Carlsbad Municipal Water District Board of Directors Resolution No. 1803 approving a
quitclaim deed of easement over Assessor Parcel Number 215-050-74-00, located at the
Aviara Oaks Middle School campus, 6880 Ambrosia Lane. (Staff contact: Keri Martinez and
Markus Mohrle, Public Works)
4. AWARD AGREEMENT TO SOUTHERN CALIFORNIA PRECISION CONCRETE, INC. DBA PRECISION
CONCRETE CUTTING FOR CONCRETE SIDEWALK INSPECTION AND REPAIR SERVICES, CIP
PROJECT NO. 6013 – Adoption of Resolution No. 2026-080 awarding an agreement to
Southern California Precision Concrete, Inc. dba Precision Concrete Cutting for concrete
sidewalk inspection, and repair services in an amount not to exceed $552,321 for the first
year of the agreement. (Staff contact: Eddie Wills, Public Works)
5. PROPOSED AMENDMENTS TO CITY COUNCIL POLICY NO. 51 – POLICY FOR COMMUNITY
ACTIVITY FUNDING – Adoption of Resolution No. 2026-081 amending City Council Policy No.
51 on Community Activity Funding. (Staff contact: Erin Peak, Community Services)
BOARD AND COMMISSION MEMBER APPOINTMENTS:
6. MAYORAL APPOINTMENT OF TWO MEMBERS TO THE HISTORIC PRESERVATION
COMMISSION – Adoption of Resolution Nos. 2026-082 and 2026-083 appointing two
members to the Historic Preservation Commission. (Staff contact: Melissa Rhodes, City Clerk)
City Manager’s Recommendation: Adopt the resolutions.
Nomination by Mayor Blackburn to adopt Resolution No. 2026-082 appointing Robert Smith
and Resolution No. 2026-083 appointing John May to the Historic Preservation Commission.
Motion carried unanimously, 5/0.

ORDINANCES FOR INTRODUCTION:
7. PROPOSED CODE AMENDMENTS TO CHAPTER 11.16 CLARIFYING THE REGULATION OF THE
TEMPORARY STORAGE AND STAGING OF CONSTRUCTION EQUIPMENT AND MATERIALS
WITHIN THE CITY’S PUBLIC RIGHT-OF-WAY AND PUBLIC PROPERTY - Introduction of
Ordinance No. CS - 514 amending provisions of Chapter 11.16 clarifying the regulation of the
temporary storage and staging of construction equipment and materials within the city’s
public right-of-way or on public property. (Staff contact: Jeff Murphy, Community Services)
City Manager’s Recommendation: Introduce the ordinance.
Deputy City Manager Community Services Jeff Murphy and Transportation Director Tom
Frank reviewed a PowerPoint Presentation (on file in the Office of the City Clerk).
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to introduce
Ordinance No. CS-514. Motion carried unanimously, 5/0.
ORDINANCES FOR ADOPTION:
8. ORDINANCE NO. CS-513 – RENEWING THE POLICE DEPARTMENT’S MILITARY EQUIPMENT
POLICY – Adoption of Ordinance No. CS-513 renewing the Police Department’s Military
Equipment Policy. (Staff contact: Morgen Fry, City Clerk)
City Manager’s Recommendation: Adopt Ordinance No. CS-513.
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt
Ordinance No. CS-513. Motion carried unanimously, 5/0.
PUBLIC HEARINGS:
9. FISCAL YEAR 2026-27 ANNUAL ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM - 1) Hold a public hearing; and
2) Adoption of Resolution No. 2026-084 approving the Fiscal Year 2026-27 Annual Action Plan
for the Community Development Block Grant Program and authorizing submission of the plan
to the U.S. Department of Housing and Urban Development. (Staff contact: Nicole Piano-
Jones, Community Services)
City Manager’s Recommendation: Take public input, close the public hearing, and adopt
the resolution.
Senior Program Manager Nicole Piano-Jones reviewed a PowerPoint Presentation (on file in
the Office of the City Clerk).
Mayor Blackburn opened the duly noticed public hearing at 5:30 p.m.

Seeing no one wishing to speak, Mayor Blackburn closed the duly noticed public hearing at
5:30 p.m.
Motion by Mayor Pro Tem Bhat-Patel, seconded by Council Member Acosta, to adopt
Resolution No. 2026-084. Motion carried unanimously, 5/0.
DEPARTMENTAL AND CITY MANAGER REPORTS: None.
PUBLIC COMMENT: None.
COUNCIL REPORTS AND COMMENTS: Mayor Blackburn and the City Council Members reported
on activities and meetings of some committees and subcommittees of which they are
members.
