professional services agreement with Interfaith Community Services to provide expanded
substance use outreach and education services for an amount not to exceed $214,788 for fiscal
year 2026-27.
Executive Summary
The Carlsbad Police Department and Carlsbad Unified School District are seeking to expand the
GUIDE Program, a free prevention and intervention counseling program for elementary and
middle school students, to increase its drug and alcohol education and counseling services for
students.
To serve this need, staff are recommending the City Council amend an existing contract with
Interfaith Community Services, which currently provides substance use outreach and education
services for Carlsbad residents with a focus on connecting people experiencing homelessness to
treatment and providing education prevention for youth. The proposed amendment would
allow Interfaith Community Services to add one substance use disorder counselor to support
the GUIDE Program and provide additional capacity for opioid community-based outreach
services.
The expanded services are eligible uses of the National Opioid Settlement funds the city
receives, so no funding is required from the city’s General Fund.
Explanation & Analysis
Background
The Carlsbad Police Department developed in 2005 the Greater Understanding through
Intervention, Diversion and Education (GUIDE) Program --a free prevention and intervention
counseling program for elementary and middle school students in the Carlsbad Unified School

District. GUIDE counselors meet with students individually or in groups to provide school-based
counseling and preventative support that promotes positive mental health and personal
growth.
In response to the growing proliferation of dangerous drugs like fentanyl, synthetic opioids and
deceptive counterfeit pills, the Carlsbad Police Department, in partnership with the Carlsbad
Unified School District, is looking to expand the GUIDE program at the beginning of the 2026
school year to offer a drug and alcohol education class for students who are found using, under
the influence of or in possession of drugs and/or alcohol on school grounds.
The City Council on Nov. 14, 2023, authorized staff to use National Opioid Settlement1 funds for
substance abuse outreach and education services for Carlsbad residents, with a focus on local
schools and people experiencing homelessness.
In 2024, the city awarded a substance use outreach and education contract to Interfaith
Community Services, with the Finance, Fire, Police and Housing & Homeless Services
departments each contributing to its development. Under this contract, Interfaith Community
Services provides outreach, education and referral services to individuals who have, or who are
at risk of developing, opioid use disorder and any co-occurring substance abuse disorder or
mental health conditions.
The program helped 86 people enter a substance use disorder treatment program from July 1
through Dec. 31, 2025, the first six months of the current fiscal year.
Proposed services
The proposed amendment would enable Interfaith Community Services to add one additional
substance use disorder counselor to support the GUIDE program and provide additional
support to the existing substance use disorder outreach counselor. The substance use disorder
counselor will support youth and families through substance use education, early intervention,
treatment navigation and referrals to appropriate services when drug misuse or broader
substance use concerns are identified. A letter of support from the Carlsbad Unified School
District for the expansion of services is included as Exhibit 2.
The anticipated services Interfaith Community Services is to provide under the contract are:
•Intervention services that target the prevention of drug addiction in vulnerable youth
•Education services to school-based and youth-focused programs that discourage or
prevent drug misuse
•Mobile outreach, screening, intake coordination and transportation to detoxification
and substance abuse treatment programs
1 The National Opioid Settlement refers to a series of massive, multi-billion-dollar agreements
resolving thousands of lawsuits against major companies (namely major pharmaceutical
distributors and manufactures) for their role in fueling the U.S. opioid epidemic. The City of
Carlsbad will receive a projected $1.6 million payout over roughly 15 years. These funds can be
used to finance programs dedicated to abating the drug crisis through prevention, treatment,
recovery support and harm reduction.

•Personalized strengths-based plans to reduce the negative physical and psychological
impacts of drugs and alcohol
•Linkage to and support of engagement with recovery support services, such as
vocational, educational or crisis care services
•Developing plans to reduce barriers to maintaining sobriety including sober living,
transportation, support groups, outpatient treatment and other needs as appropriate
The anticipated services align with the requirements of the National Opioid Settlement funding
agreements, which require the funds to be spent on high impact abatement activities and core
strategies.
Fiscal Analysis
The proposed amendment will be funded with National Opioid Settlement funds in a total
contract amount of $214,788 for fiscal year 2026-27. These funds will support one additional
substance use disorder counselor and related program costs. Appropriations are proposed to
be included in the fiscal year 2026-27 Operating Budget, which is scheduled for City Council
consideration on June 16, 2026.
Next Steps
With the City Council’s approval, the City Manager or designee will execute an amendment to
the professional services agreement with Interfaith Community Services.
Environmental Evaluation
The proposed action is not a “project” as defined by California Environmental Quality Act, or
CEQA, Section 21065 and CEQA Guidelines Section 15378(a) and does not require
environmental review under CEQA Guidelines Section 15060(c)(2) because the proposed action
to amend and extend a professional services agreement is limited to the provision of substance
use outreach and education services. The action has no potential to cause either a direct
physical change in the environment or a reasonably foreseeable indirect physical change in the
environment.

WHEREAS, the National Prescription Opiate Litigation resulted in nationwide settlement
agreements with pharmaceutical distributors, manufacturers and pharmacies to resolve opioid
litigation brought by states and local governments; and
WHEREAS, on Dec. 14, 2021, the City Council approved a resolution authorizing the City
Attorney to sign the necessary documents to participate in the National Opioid Settlements; and
WHEREAS, nationwide settlement agreements have been reached that would resolve National
Prescription Opiate Litigation brought by states, local political subdivisions, and special districts against
two pharmaceutical manufacturers, Teva and Allergan; and three pharmacies, CVS, Walgreens and
Walmart; and
WHEREAS, on March 7, 2023, the City Council approved a resolution authorizing the City Attorney
to sign the necessary documents for the City of Carlsbad to participate in additional National Prescription
Opiate Litigation settlement agreements with manufacturers and pharmacies and, after consulting with
the City Manager, to take any steps necessary for the city to participate in future settlement agreements
if the City Attorney and City Manager determine that participation would provide financial or other
benefits to the city; and
WHEREAS, the settlement agreements provide funds for the abatement of the opioid epidemic
and require that at least 50% of settlement proceeds received by the city each calendar year be spent on
one or more High Impact Abatement Activities as defined in the settlement agreements; and
WHEREAS, the City of Carlsbad’s Finance, Police, Fire and Housing & Homeless Services
departments worked together to identify a scope of services that meets the local needs and satisfies the
expenditure requirements of the settlement agreements; and
WHEREAS, the City conducted a competitive bidding process and executed a professional
services agreement with Interfaith Community Services on June 5, 2024, to provide the agreed upon
services; and

WHEREAS, the Carlsbad Police Department and Carlsbad Unified School District are expanding
the GUIDE Program, creating a need for additional substance use education, family engagement,
treatment navigation and community outreach support; and
WHEREAS, the proposed services are eligible uses of opioid settlement funds and align with the
settlement agreements’ required High Impact Abatement Activities and Core Strategies; and
WHEREAS, Interfaith Community Services has affirmed their willingness to expand the
Substance Use Outreach and Education Professional Services Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the proposed action is not a “project” as defined by California Environmental

AMENDMENT NO. 2 TO EXTEND AND AMEND AGREEMENT FOR
SUBSTANCE USE OUTREACH AND EDUCATION SERVICES
INTERFAITH COMMUNITY SERVICES, INC.
This Amendment No. 2 (“Amendment”) is entered into and effective as of the _______
day of ___________________________, 2026, extending and amending the agreement
dated June 5, 2024 (“Agreement”) by and between the City of Carlsbad, California, a
municipal corporation, ("City"), and Interfaith Community Services, Inc. a California Nonprofit
Public Benefit Corporation, (“Contractor") (collectively, the “Parties”) for the provision of
substance use outreach and education services for people experiencing homelessness.
RECITALS
A.On June 30, 2025, the Parties executed Amendment No.1 to the Agreement to
extend the term, amend Services and fee schedule; and
B.With this Amendment the Parties have negotiated and agreed to amend the
Services and budget.
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor agree as follows:
1.That the term of the Agreement, as may have been amended from time to time,
is hereby extended for a period of one (1) year. The term of this Agreement is now effective
until June 30, 2027.
2.The Services contained in the Agreement, as it has been amended from time
to time, is deleted in its entirety and replaced with the Scope of Services contained in Exhibit
“A-3” attached to this Amendment and incorporated by reference.
3.The Budget contained in the Agreement, as it has been amended from time to
time, is deleted in its entirety and replaced with the Budget contained in Exhibit “B-3” attached
to this Amendment and incorporated by reference. The annual compensation for this
Agreement shall not exceed two hundred fourteen thousand, seven hundred and eighty-eight
dollars ($214,788) and the total Agreement compensation amount shall not exceed three
hundred ninety-four thousand, seven hundred and eighty-eight dollars ($394,788).
4.All other provisions of this Agreement, as may have been amended from time
to time, will remain in full force and effect.
5.All requisite insurance policies to be maintained by Contractor pursuant to this
Agreement, as may have been amended from time to time, will include coverage for this
Amendment.

Scope of Services
A.Provide a minimum of two (2) full-time Outreach SUD Counselor (Certified or Registered) and a
.07 FTE Program Manager.
B.The Outreach SUD Counselors will provide Substance Use Disorder (SUD) mobile outreach and
intake working closely with other homeless outreach teams and community partners to identify
individuals experiencing homelessness with Opioid Use Disorder (OUD) and any co-occurring
Substance Abuse Disorder/Mental Health (SUD/MH) needs and provide screening, intake
coordination, and transportation to treatment.
C.The Outreach SUD Counselors will work in partnership with the GUIDE program with the
Carlsbad Police Department to provide resources and referrals for students and families
enrolled in the program. A SUD Counselor will be available in person at each parent meeting to
provide information about the services available. Staff will contact the GUIDE program lead in
advance for any absence from these meetings. The SUD Counselors will be available in person or
virtually to provide support for parents, caregivers and students desiring to connect to recovery
services or other needed resources.
D.Conduct outreach and other engagement activities to identify eligible individuals and
households, including households in shelter programs and affordable housing properties.
E.Work collaboratively to screen and assess referrals from the Carlsbad Police Department,
Carlsbad Fire Department and Carlsbad Housing & Homeless Services Department.
F.Work as part of a multidisciplinary team to coordinate client care. Attend and participate in
regularly scheduled outreach and care conferencing meetings.
G.Collaborate with regional Emergency Department social workers, substance use disorder
counselors, and mental health practitioners to facilitate continuum of care and system
navigation for clients.
H.Conduct outreach and engagement from a harm reduction approach, developing rapport while
identifying risks and needs.
I.Conduct in-the-field screening and provide assessment and ongoing reassessments.
J.Develop personalized strengths-based plans to reduce the negative physical and psychological
impacts of drugs and alcohol. Help develop informal support systems as appropriate.
K.Provide linkage to and support of engagement with recovery support services, such as
vocational, educational, or crisis care services. Develop plans to reduce barriers to maintaining

sobriety including; sober living, transportation, support groups, outpatient treatment and other
needs as appropriate.
L.Provide referral and coordination into Medication Assisted Treatment (MAT), detox and other
treatment options.
M.Collaborate across applicable agencies, providers and programs to enhance service and referral
capacity.
N.Provide outreach, presentations and resources to middle and high schools that serve Carlsbad
residents to provide education and programs that discourage or prevent drug misuse.
O.Maintain a written grievance procedure, including a formal process for participants to provide
feedback and to resolve conflicts experienced within the program.
P.Complete accurate and thorough documentation in a timely manner. Maintain documentation
of client meetings and interactions, including conversations and progress towards goals.
Q.Maintain regular communication with Housing & Homeless Services Department staff.
R.Provide the Housing & Homeless Services Department with monthly data reports of services
provided and outcomes.
S.All billing invoices shall be submitted by the 15th of the month to the Housing & Homeless
Services Department. The invoices shall include accompanying documentation for funds
expended, which shall include but not be limited to documentation of timecards, mileage, and
operating costs.
T.Operate within the budget set forth in Exhibit “B-3.”
a.If there is a possibility that any portion of the total fee payable for the Services under
the Agreement may not be expended by the date of contract termination, City and
Contractor agree to mutually decide how such excess funds will be reallocated and fully
expended in the budget (Exhibit “B”). In such case, Contractor agrees to draft an
amended budget (amended Exhibit “B”) to reallocate the excess funds, which will
require a contract amendment subject to approval by the city manager or designee.
b.City and Contractor further agree to discuss and mutually determine any necessary
changes to the budget during the lifetime of the Agreement. In the event of a mutually
agreeable budget modification, Contractor agrees to draft an amended budget
(amended Exhibit “B”), which will require a contract amendment subject to approval by
the city council or city manager or designee, depending on the value and nature of the
budget modification.

On behalf of the Carlsbad Unified School District (CUSD), I am writing to express our support for
the proposed contract to add an additional Substance Use Disorder (SUD) Counselor to support
the GUIDE Program. This position represents a vital resource that will directly benefit our youth,
families, and broader Carlsbad community.
The Carlsbad Unified School District deeply values the partnership with the Carlsbad Police
Department’s GUIDE program. As a restorative justice initiative, the GUIDE program provides
crucial drug and alcohol education, intervention, and support for students who need it most. By
focusing on restoration and education rather than punitive measures, we have seen firsthand
the positive impact this program has on keeping students safely engaged in their education and
on a healthy path forward.
The addition of a qualified SUD Counselor will enhance the GUIDE program’s substance use
education, comprehensive family engagement and dedicated support to our most vulnerable
populations. This SUD Counselor will bolster resources available to our students and provide
capacity for community-based outreach services.

MEMORANDUM OF UNDERSTANDING
CARLSBAD POLICE DEPARTMENT’S GUIDE COUNSELING PROGRAM AND
THE CARLSBAD UNIFIED SCHOOL DISTRICT
A.PURPOSE
Through this Memorandum of Understanding (MOU) the City of Carlsbad (City) Police
Department’s GUIDE Counseling Program (GUIDE) states its intention to partner with the
Carlsbad Unified School District (CUSD).
Through this partnership GUIDE intends to work with CUSD to provide counseling services
for students and appropriately manage certain delinquent behaviors and criminal activities
in the school setting.
B.MISSION STATEMENT: It is the mission of GUIDE (Greater Understanding through
Intervention, Diversion and Education) to partner with CUSD to provide counseling services
and youth intervention programs which address delinquent behaviors and criminal activities
in the school setting.
GUIDE is a youth intervention program currently operating under the direction of the Family
Services Division.
GUIDE evolved from the Carlsbad Police Department’s Juvenile Justice Program. The need
for access to prevention and intervention services rather than intervening with children after
they have been arrested, became abundantly clear. GUIDE was developed to meet this need,
and it was designed for implementation within the school setting.
GUIDE is a psycho-educational, individual and group counseling program for middle and
high school students facilitated by GUIDE Associates. GUIDE Associates are Licensed
Clinical Social Workers and/or Licensed Marriage and Family Therapists (LMFT). GUIDE
topics include conflict resolution, drug and alcohol education, improving social skills, and
managing stress and change.
Therefore, CUSD and GUIDE have the following expectations and agree to undertake the
listed responsibilities to achieve these mutual objectives:
C.CUSD’S ROLE AND RESPONSIBILITY
CUSD will cooperate with and support GUIDE in a proactive manner to ensure the
success of programs involving students, school personnel, parents, and the community.
D.GUIDE’S ROLE AND RESPONSIBILITY
GUIDE will work with CUSD to provide counseling services to students which are
described further in Attachment A.

GUIDE will continue to work with school administration and community agencies as
needed throughout CUSD.
E.TERM OF AGREEMENT
This MOU shall remain in effect for the 2026-2027 public school year and may be extended
for such length of time as both parties mutually agree to continue it. The Chief of Police
shall have the authority to execute the extension of the MOU on behalf of the City.
However, either party shall have the right to cancel this MOU with 90 days advance written
notice during the term of this agreement.
F.SPAN OF CONTROL/JURISDICTION
The GUIDE Coordinator will collaborate with CUSD regarding the specific programs and
interventions. Prevention/education/training activities will occur at a CUSD school site
and public meeting places within the community related to CUSD activities.

This MOU is not intended to benefit any third parties, create rights in favor of any third
parties, or create a special relationship between any City employee and any other person.

K.LIABILITY AND INDEMNIFICATION
Pursuant to Section 895.4 of the Government Code, the City and CUSD agree that each
will assume the full liability imposed upon it for any of its officers, agents, or employees
for injury caused by a negligent or wrongful act or omission occurring in the performance
of this agreement, and each party agrees to indemnify and hold harmless the other party for
any loss, cost, or expense that may be imposed upon such other party by the virtue of
Sections 895.2 and 895.6 of the Government Code.

GUIDE will work with CUSD to provide counseling services to students at middle and high
school sites, consult with school administrators in determining program participants, scheduling,
and designing intervention strategies as follows:
1.Work with school staff and parents to coordinate and facilitate the referral process for
students identified as participants in the GUIDE program.
2.Coordinate and facilitate the Conduct and Behavior Intervention Program and the Drug and
Alcohol Education and Intervention Program.
3.Provide counseling services either individually or in a small group to address issues such as
drug and alcohol use, anger management/emotional regulation, communication/social skills,
depression, or anxiety.
4.Partner with the City of Carlsbad’s Outreach Substance Use Disorder Counselors (SUD) to
provide additional resources and referrals for students and families participating in the Drug
and Alcohol Education and Intervention Program.
5.Develop working relationship with school personnel and collaborate with the school team as
needed.
6.Comply with state, legal and ethical standards regarding confidentiality and exceptions to
confidentiality, including reporting child and elder abuse and/or when a student makes a
serious threat of violence towards themselves or others; as well as all applicable laws and
regulations, including regulations issued by the Board of Behavioral Sciences and the
CAMFT Code of Ethics.
