Absent: Rothman. PLEDGE OF ALLEGIANCE: Chair Norall led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held Dec. 4, 2025. Minutes of the Regular Meeting held Feb. 5, 2026. Motion by Commissioner Ferguson, seconded by Commissioner Corrigan, approved the minutes as presented. Motion carried, 5/0/1 (Rothman – Absent). PRESENTATIONS: None. PUBLIC COMMENT: Steve Linke thanked the Commissioners for their service and spoke generally about the Growth Management Plan. He urged the Commission to take public input into consideration. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. OVERVIEW OF THE CLEAN MOBILITY CHARGING MASTER PLAN: Receive a presentation on the city’s plan to develop a Clean Mobility Charging Master Plan. (Staff Contact: Kylie Martin, Technical Assistant, and Nick Gorman, Associate Engineer) Recommended Action: Receive the presentation. Transportation Associate Engineer Nick Gorman and Climate Action Plan Technical Assistant Kylie Martin reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Commissioners asked questions about current infrastructure associated with electric bicycles, or e-bikes, and encouraged collaboration with businesses, North County Transit District, San Diego Association of Governments, and San Diego Gas & Electric; and to April 2, 2026, 3 p.m. April 2, 2026 Environmental Sustainability Commission Regular Meeting Page 2 differentiate from the City of La Mesa’s template as Carlsbad is a coastal destination for tourism with electric vehicles charging needs. Additional questions were asked about grant funding and partnerships for funding opportunities and specific projects that the city has already implemented for electric vehicle charging. 2. OVERVIEW OF THE CITY’S GROWTH MANAGEMENT PROGRAM OPEN SPACE PERFORMANCE STANDARD: Receive a presentation regarding the city’s Growth Management Program open space performance standard, including information related to the Carlsbad Tomorrow Growth Management Citizens Committee. (Staff Contact: Robert Efrid, Principal Planner, and Jennifer Jesser, Senior Planner) Recommended Action: Receive the presentation. Community Development Principal Planner Robert Efrid and Senior Planner Jennifer Jesser reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Howard Krausz, representing North County Advocates, spoke about unconstrained open space performance standard reporting. Steve Linke submitted comment letters and spoke about Carlsbad Tomorrow Committee’s quality of life statements, Commission’s work plan Task A.2, and unconstrained open space performance standard. Paige DeCino recognized open space in Carlsbad and the Habitat Management Program. She reiterated the previous speakers’ comments on the Local Facilities Management Zones data presentation and commented on 40% open space requirements. The Commission asked questions and had discussion related to data and processes associated with local facilities management zone plans and maps, the ability to mitigate or transfer acreage between zones, types of qualifying open space, and difficulty of publicly providing information related to consistency determinations for open space requirements within local facilities management zone plans. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Commissioner Nowakowski asked about the beach sand dredging project in Oceanside and its seasonality impact on our area. Environmental Sustainability Director James Wood provided his understanding of the project. Chair Norall commented on the Commission’s work plan and April events for Earth Day. Director Wood provided dates of events that are posted on the city’s website. April 2, 2026 Environmental Sustainability Commission Regular Meeting Page 3 STAFF COMMENTS: Environmental Sustainability Director James Wood announced the resignation of Commissioner Woolsey and thanked him for his service. The vacancy will be posted on the city’s website with the application to apply to be on the Commission.
