Executive Summary
The Terramar Area Coastal Improvements Project was initially planned to include a roundabout
at Carlsbad Boulevard and Cannon Road, lane reductions on Cannon Road west of the railroad
tracks and a traffic signal at Cerezo Drive. Following community feedback against the
roundabout, the City Council re-evaluated the project scope and, on Oct. 28, 2025, approved a
smaller-scale project, which could include sidewalks, street resurfacing and restriping.
At that meeting, staff told the City Council they would return with conceptual designs and
public input so that the City Council could decide upon the placement of the sidewalk on
Carlsbad Boulevard.
Consistent with the City Council’s action, staff have since prepared conceptual designs with
options for sidewalks on Carlsbad Boulevard. Based on the conceptual layout, adding sidewalks
would result in a loss of up to half of the parking spaces on Carlsbad Boulevard within the
project area. Installing sidewalks on only one side of the street would preserve parking on the
other side of the street, while proceeding with no sidewalks at this time would avoid impacts
on parking.

In March and April 2026, staff gathered hundreds of comments from community members on
the placement of sidewalks and related parking impacts. Feedback was split, with just over half
of responses in an online input form saying they were opposed to new sidewalks in the area,
with parking impacts cited as a common concern.
Additional public input was received at the Traffic Safety & Mobility Commission meeting on
April 6, 2026, when staff presented options for improvements in the project area. The
commissioners recommended that the City Council:
•Proceed with resurfacing and restriping with no sidewalks on Carlsbad Boulevard
•Consider a potential secondary project for this area after the Seaside Transaction
Agreement1 with Cabrillo Power I LLC (a subsidiary of NRG Energy) and San Diego Gas &
Electric is completed
•Evaluate other parking opportunities with State Parks on the bluff area
The City Council is now being asked to decide whether to include a sidewalk on the west side of
Carlsbad Boulevard as part of the Terramar Area Coastal Improvements Project.
Explanation & Analysis
Project area
The project area covers about one
mile of Carlsbad Boulevard, the main
coastal road and scenic byway
through the city, between Tierra Del
Oro Street and Manzano Drive, and a
quarter mile of Cannon Road
between Carlsbad Boulevard and
Avenida Encinas.
The stretch of Carlsbad Boulevard
within the project area is a two-lane
road without sidewalks or designated
parking. The road presents a unique
challenge in that it is the only way to
access the coastline between Cannon
Road and Palomar Airport Road, making it heavily traveled. It is also flanked by homes on both
sides, with driveway access directly onto the roadway.
1 The Seaside Transaction Agreement is a final negotiated settlement agreement between the
city, Cabrillo Power I LLC and San Diego Gas & Electric that includes a land transfer to the city
for an area north of Cannon Road on the east side of Carlsbad Boulevard, immediately north
and east of the Terramar project area. The approval process and fulfillment of the obligations of
this agreement is expected to take about five to seven years after the effective date of the
agreement, which was April 16, 2025.

City plans
In 2015, an update of the General Plan’s Mobility Element, the element that covers
transportation, changed the designation of this roadway to a “Coastal Street,” a designation
that provides for a wider array of options for meeting traffic, safety and overall mobility needs
in the area.
The Sustainable Mobility Plan has also identified the Terramar Area Coastal Improvements
Project area as requiring enhanced pedestrian and bicycle facilities. The plan also recognized
the two project corridors of Carlsbad Boulevard and Cannon Road as “transformative corridors”
with the goal of establishing a multimodal backbone network, one designed for all modes of
travel, comprising high-quality bikeways, pedestrian facilities and transit services.
Road volume
• Carlsbad Boulevard is a major north-south coastal route through the city with an
average traffic volume of 13,000 vehicles per day.
• Cannon Road is a major east-west connector route through the central portion of the
city with an average traffic volume of 7,400 vehicles per day.
Carlsbad Boulevard ranks as the most-used corridor for bicycle travel out of all the streets in the
city. The table below provides a summary of the bicyclist and pedestrian daily volumes on
Carlsbad Boulevard and Cannon Road.

Issues project is to address
The Terramar project area has several mobility, beach access, shoreline protection and resident
quality of life issues that need to be addressed:
• Lack of sidewalks results in walkers, bicyclists, joggers, strollers and other users
competing to share the roadway shoulder or use the street
• Beachgoers often park on neighborhood streets, limiting parking for residents
The Terramar Area Coastal Improvements Project includes the following goals:
• Create a balanced road for vehicles, bicyclists and pedestrians
• Maintain traffic flow with vehicle speeds compatible with a residential neighborhood
• Improve access to the coast and create an enhanced connection between the beach and
the community

Collision data
There was a total of 40 reported collisions on Carlsbad Boulevard between Tierra Del Oro Street
and Manzano Drive over the five-year period from 2021 through 2025 according to the city
database of collisions maintained by the Police Department. Of these, 35 were injury collisions,
and none was fatal. No pedestrian‑involved collisions occurred during this period. There were
10 bicyclist‑involved collisions, including four bike‑only incidents in which no vehicles were
involved.
Timeline
Following several years of community involvement, the City Council has considered designs
intended to improve access, safety and operations for all modes of travel including vehicles,
pedestrians, bicyclists and transit riders.
Oct. 15, 2013 The City Council directed staff to pursue livable streets2 improvements on
Carlsbad Boulevard and expand the area in which improvement projects
should be initiated to include the area from the north city limit to the south
city limit.
Nov. 27, 2018 The City Council selected a preferred project alternative, which included a
roundabout at Cannon Road and a traffic signal at Cerezo Drive, and
authorized staff to move forward with the environmental review, permitting
and final engineering.
Oct. 28, 2025 The City Council revisited the project scope and approved a smaller-scale
project to include sidewalks and street resurfacing and restriping, without a
roundabout. At this meeting, staff stated that the conceptual designs would
be brought back to the City Council in the spring of 2026 for further direction
on sidewalk placement and with updated community input.
The related Carlsbad Boulevard Water and Sewer Improvements at Terramar Project, Capital
Improvement Program Project Nos. 5048 and 5503-20, was completed in March 2026. The
utilities work in that project was previously included in the original scope of work presented to
the City Council in November 2018.
Public engagement
In March and April 2026, following the change in project scope, staff gathered input to help
guide decisions about potential improvements.
Community members were invited to provide input through three channels:
•Completing an online input form
•Emailing the Transportation Department
•Attending the Traffic Safety & Mobility Commission meeting on April 6, 2026
It’s important to note that the online form was not a scientific or statistically significant survey.
It should be considered with the same weight as an email or public comment.

transit riders and people of all ages and abilities.

Nearly 350 responses were received through the online form, from Terramar residents and
people who live in other areas and visit Terramar frequently. The community input summary
and all verbatim comments received are included as Exhibit 3.
Summary of responses:
• 67% of responses indicated they live elsewhere and visit the area frequently. The
remaining 33% indicated they live and/or own property in the Terramar area.
• 52% did not support any new sidewalks.
• Of those that supported sidewalks, most indicated a preference for sidewalks on both
sides of the street or the west side only; 10% favored sidewalks on the east side only.
• This sentiment was consistent among both Terramar residents and those who live in
other areas and visit Terramar frequently.
Several common themes were noted from the community input, including:
• Pavement condition concerns
• A desire to maintain neighborhood characteristics, including vegetation
• Preference for natural pathway instead of paved sidewalk
• Parking concerns, impacts on neighborhood streets
• Lack of pedestrian demand on the east side
• Need for safety improvements for pedestrians
• Safety concerns at Cerezo Drive intersection
• Privacy concerns
• Pedestrian visibility concerns with the existing conditions
Additional information about the community engagement process and the feedback provided is
included in the community input summary, Exhibit 3.
The city shared information about the input opportunity through a variety of channels,
including:
• Terramar Association meeting (March 12, 2026)
• Postcard mailer to Terramar residents and property owners
• Information in the City Manager’s Update newsletter
• Social media posts
• Emails to people who expressed interest in the project
• Website updates
Traffic Safety & Mobility Commission recommendation
Staff presented the public feedback and possible options for the Terramar Area Coastal
Improvements Project to the Traffic Safety & Mobility Commission to get its feedback and
recommended option. Staff reminded the commission that it could provide recommendations
on any other improvements to the project area.
The commissioners recommended that the City Council:
• Proceed with resurfacing and restriping with no sidewalks on Carlsbad Boulevard
• Consider a potential secondary project for this area after the Seaside Transaction
Agreement is completed
• Evaluate other parking opportunities with State Parks on the bluff area

The staff report presented to the commission is provided as Exhibit 4 and the meeting minutes
are provided as Exhibit 5.
Fiscal Analysis
The Terramar Area Coastal Improvements Project, Capital Improvement Program Project No.
6054, has received prior appropriations of $12.1 million from traffic impact fees, General
Capital Construction funds, TransNet funds and public facilities fees.3 Approximately $2.5
million has been expended to date, leaving an unspent balance of about $9.6 million.
Sufficient funding is available for either Option 1 or Option 2. With the smaller-scale project
approved by the City Council on Oct. 28, 2025, the forecasted construction phase budget of
$7.2 million for fiscal year, or FY, 2026-27 will not be needed and can be used for other
projects. Staff also propose to return a portion of appropriated funding in FY 2026-27. The table
below provides more details.

Options
Option 1: Adopt a resolution directing the City Manager to proceed with the final design,
environmental review and permitting for the Terramar Area Coastal Improvements Project to
include road resurfacing and restriping with no sidewalks on Carlsbad Boulevard and to
consider a potential secondary project for this area after the Seaside Agreement Transaction is
completed. (Exhibit 1)
This option is estimated to cost $1.5 million and could take about two years to complete the
design, bidding and construction. Sidewalks could be reconsidered at a future date when the
Seaside Transaction Agreement is completed, the land use at the NRG site north of Cannon Park
at the intersection of Carlsbad Boulevard and Cannon Road is better defined and other parking
opportunities are identified. Road resurfacing and restriping are needed because construction
has been completed for the Carlsbad Boulevard Water and Sewer Improvements at Terramar
Project and to maintain the existing pavement infrastructure.
If this option is selected, staff would target returning to the City Council to request adoption of
plans, specifications and contract documents and award of a construction contract for only the
road resurfacing and restriping as part of the pavement management program in 2027. Staff

will also consider a secondary project in the future when other parking opportunities have been
identified as well as coordinating with State Parks on the bluff area.
Pros
• Addresses the strongest signal of support resulting from the community outreach
conducted March–April 2026
• This is the least costly option that is needed after completion of the water
and sewer improvements construction in early 2026 and to maintain the pavement.
• Excess funding could be returned to respective funding sources for use on other
projects
• Quickest to complete, minimizes immediate disruption to residents and businesses
• Maintains on-street parking on both sides of Carlsbad Boulevard
• The city could revisit the need for additional street and mobility improvements later
Cons
• Pedestrians would continue to use the roadway shoulder for walking and coastal access
since sidewalks on Carlsbad Boulevard would not be considered until a later date
Option 2: Adopt a resolution directing the City Manager to proceed with the final design,
environmental review and permitting for the Terramar Area Coastal Improvements Project to
include road resurfacing and restriping and construction of a sidewalk on the west side of
Carlsbad Boulevard (Exhibit 2).
This option would include road resurfacing and restriping and construction of a sidewalk on the
west side of Carlsbad Boulevard from Tierra Del Oro Street to Cerezo Drive.
This option is estimated to cost approximately $3 to $4 million and could take about two to
three years to complete. If this option is selected, staff would complete the final design,
environmental studies and permitting and target returning to the City Council to request
adoption of plans, specifications and contract documents and award of a construction
contract in mid-2028.
Pros
• Provides Americans with Disabilities Act-compliant pedestrian access with new
sidewalks along the west side of Carlsbad Boulevard from Tierra Del Oro Street to
Cerezo Drive
• Serves the primary pedestrian destination, South Carlsbad State Beach, by providing a
sidewalk on the ocean-facing or west side of Carlsbad Boulevard
• Preserves available parking on the east side of Carlsbad Boulevard

• Removes about 23 shoulder parking spots
• A sidewalk gap would remain on the east side of Carlsbad Boulevard

Next Steps
Staff will proceed with the selected option and work on the final design, environmental review
and permitting. Staff will return to the City Council at a future date for adoption of plans,
specifications and contract documents and award of a construction contract.

Community Input Summary
About the project
The City of Carlsbad is developing a project to address
long-standing traffic and safety concerns in the
Terramar neighborhood, along Carlsbad Boulevard
and Cannon Road. A large-scale project was previously
planned for the area, which included a roundabout at
Carlsbad Boulevard and Cannon Road, lane reductions
on Cannon Road west of the railroad tracks and a
traffic signal at Cerezo Drive.
Following community feedback regarding roundabouts, the City Council re-evaluated the
project scope and in October 2025, directed staff to explore a smaller-scale project. In March
and April 2026, the city gathered input to help guide decisions about potential improvements,
including:
•New sidewalks on Carlsbad Boulevard on one or both sides of the street
•Resurfacing and restriping Carlsbad Boulevard and Cannon Road
Parking impacts
If new sidewalks are installed, some of the parking currently available off the shoulder of
Carlsbad Boulevard would need to be removed. On the west side of the street, new parking
spots could be added near the southern end of the new sidewalk to help offset parking loss
further north. Here is how parking in the area could be impacted if sidewalks are installed:
•Westside sidewalk only: Reduced by 23 spots
•Eastside sidewalk only: Reduced by 11 spots
•Sidewalks on both sides: Reduced by 34 spots

Community members were invited to provide input through three channels:

•Emailing traffic@carlsbadca.gov
•Attending the Traffic Safety & Mobility Commission meeting on April 6, 2026
Additionally, city staff attended a Terramar Association meeting on Thursday, March 12, to
discuss options with Terramar residents and property owners, and to raise awareness of the
input opportunity.

Twelve residents provided public comments at the Carlsbad Traffic Safety & Mobility
Commission Meeting on April 6, 2026, during agenda item 3. Options for the Terramar Area
Coastal Improvements Project.
A summary of public comments received during the commission meeting is available in the
meeting minutes from the April 6, 2026. After reviewing community input, the Carlsbad Traffic
Safety & Mobility Commission recommended that the City Council:
• Proceed with resurfacing and restriping with no sidewalks on Carlsbad Boulevard
• Consider a potential secondary project for this area after the Seaside Transaction
Agreement1 with Cabrillo Power I LLC (a subsidiary of NRG Energy) and San Diego Gas &
Electric is completed
• Evaluate other parking opportunities with State Parks on the bluff area
Next steps
The City Council will consider the commission’s recommendation, along with community
feedback at an upcoming meeting in June 2026.
Following the City Council meeting, staff will develop the final engineering design and conduct
environmental review and permitting consistent with the option approved by the City Council.
Staff will then return to the City Council at a future date to award a construction contract.

TERRAMAR COAST HWY IMPROVEMENTS:
1. Constructing sidewalks and LOOSING ANY PARKING spaces is unimaginable in this public beach area, with a
public staircase located in that exact area.
2. If the City had done their homework, they’re see nobody walks on the EAST side of the hwy. The beach is on the
WEST side, and is the only side that should be considered for a sidewalk.
But we don’t need the sidewalk. We need the PARKING.
3. IF the City attempts to sidewalk the EAST side, the MITIGATION for existing, steep driveways is unfathomable.
We don’t need the bluff beautification at the expense of public access and public parking.
Consider putting the $$ into a multi- level PARKING GARAGE, as discussed for decades!
These wasteful beautification projects have unintentional consequences. Please stop. Use our tax dollars for the
benefit of Carlsbadians.

I am writing to provide public comment regarding the potential street improvements for Carlsbad
Boulevard and Cannon Road.
The current configuration does not provide adequate safety for cyclists, runners, or surfers. The existing
narrow bike lane is insufficient, and the unmaintained dirt parking areas are messy and poorly managed.
I strongly support the installation of sidewalks, specifically on at least the west side of the street. To
address parking concerns, I suggest reclaiming city easements and exploring the addition of parking on
the east side of the street to offset any loss of shoulder parking. And most importantly are Senior park as
no areas to use handicap assisted equipment wheelchairs etc. The street is not safe not feasible.

Background
A project that was previously planned for the area included a roundabout at
Carlsbad Boulevard and Cannon Road, lane reductions on Cannon Road west of
the railroad tracks and a traffic signal at Cerezo Drive. Following community
feedback regarding roundabouts, the City Council re-evaluated the project scope
in October 2025 and directed staff to explore a smaller-scale project.
If new sidewalks are installed, some of the parking currently available off the
shoulder of Carlsbad Boulevard would need to be removed. On the west side of
the street, parking spaces could be retained near the southern end of the new
sidewalk to minimize the parking loss.
This spring, the city asked the community to weigh in on potential improvements
through:
• Completing an online form
• Emailing traffic@carlsbadca.gov
• Attending the Traffic Safety & Mobility Commission meeting on April 6

Dear Mayor and City Council Members,
I strongly urge you to choose Option 2 and include construction of a sidewalk on the west sideof Carlsbad Boulevard as part of the Terramar Area Coastal Improvements Project (CIP No.
6054).
Reasons to support the sidewalk:- Public access: A continuous sidewalk between La Costa Ave and Cannon will provide safe,
reliable access to the beach and coastal trail for residents and visitors of all ages and abilities. - Pedestrian safety: Sidewalks reduce conflicts between people walking and vehicles,
lowering the risk of crashes—especially where driveways and crossings are frequent. - Equity and inclusion: Sidewalks serve people who cannot drive, including seniors, children,
people with disabilities, and low-income residents; public right-of-way improvements shouldprioritize community access over individual driveway preferences.
- Connectivity and active transportation: A sidewalk connects neighborhoods to transit stops,businesses, and the coastal trail, encouraging walking and reducing short car trips.
- Long-term value: Building the sidewalk now prevents more costly retrofits later anddemonstrates commitment to safe, walkable streets near our coast.
I recognize some nearby homeowners oppose a sidewalk in front of their properties. However,
this stretch is a public corridor used by many: the broader community’s need for safe access tothe coast should take precedence. If the Council is concerned about design impacts, please
direct staff to minimize landscaping disruptions and use context-sensitive design whilekeeping the sidewalk continuous and accessible.
Please vote to proceed with final design, environmental review, permitting, and construction
of the sidewalk (Option 2). Thank you for prioritizing safe, equitable public access to ourcoast.

Dear Mayor Blackburn, Mayor Pro Tem, and Honorable City
Council Members,
I am writing to express my support for Option 2 of Agenda
Item #14, which would authorize the construction of the
proposed sidewalk on the west side of Carlsbad Boulevard as part
of the Terramar Area Coastal Improvement Project (CIP Project
No. 6054).
I recognize that this decision involves balancing neighborhood
concerns, costs, and competing priorities. However, I believe
Option 2 best reflects Carlsbad's commitment to public safety,
accessibility, and long-term community well-being.
Pedestrians should not have to walk in the street because basic
infrastructure is missing. Sidewalks minimize conflicts between
pedestrians and vehicles and help prevent avoidable injuries.
While preserving the status quo may seem less disruptive in the
short term, the absence of sidewalks places the burden of that
choice on those who are most vulnerable. A community that
values safety and inclusion should ensure that all residents can
move through their neighborhoods without unnecessary risk.
I understand that some residents may have concerns about
parking, aesthetics, or construction impacts. Those concerns
deserve thoughtful consideration. Nevertheless, I believe that the
broader public benefits of improved pedestrian safety and
accessibility outweigh the inconveniences associated with
construction. Future generations of Carlsbad residents and visitors
will benefit from a safer and more accessible coastal
experience because of the decision made today.
For these reasons, I urge the City Council to approve Option 2 of
Agenda Item #14 and move forward with the construction of the
sidewalk.

As a senior citizen, walkability and safe sidewalks where I can enjoy our beautifulocean view is increasingly important. For myself and other seniors, safe sidewalks
are important for our mental and physical health. The continuation of a sidewalk is
also important for families and visitors - so that they are not forced to walk in the
