SUBJECT: HIST 2026-0002 – LEO CARILLO RANCH STAIR REPLACEMENT
The Director of Community Development has completed a review of your application, pursuant to Chapter
22.08 or Title 22 of the Carlsbad Municipal Code (CMC). The application is complete for processing.
After careful consideration of the request, the Director of Community Development has determined that
the scope of work is consistent with the Secretary of Interior Standards. The Secretary of the Interior’s
Standards for the Treatment of Historic Properties (36 CFR Part 68) are federal regulations developed
under the National Historic Preservation Act of 1966 to guide the preservation, rehabilitation, restoration,
and reconstruction of historic resources. Leo Carrillo Ranch is listed on the National Register of Historic
Places, serving as a valuable educational and cultural resource for the region.
According to Section 22.08.020(B) of the CMC, if the historic resource is not subject to a historical property
contract between the city and property owner(s), the City Planner shall review the application and provide
a recommendation to the Historic Preservation Commission at a public hearing to render a decision. While
Leo Carrillo Ranch is listed on the National Register of Historic Places, there currently is no historical
property contract (Mills Act).
Pursuant to this section of code, the City Planner must schedule this meeting with the Historic
Preservation Commission within 60 calendar days from the receipt of such complete application, the
Commission shall hold a public hearing to review the application and consider the City Planner's
recommendation. We are tentatively scheduling the hearing date for July 13, 2026, at 6:00 pm in the
Council Chambers.
Notice of the public hearing shall be given as provided in Section 21.54.060(B) of the CMC.
At the conclusion of the public hearing on the permit application, the Commission shall, by resolution,
issue or deny, in whole or in part, any permit application.

APPEAL NOTICE
This decision may be appealed by you or any other member of the public to the Planning Commission
within ten days of the date of this letter. Appeals must be submitted in writing to the Planning Division
at 1635 Faraday Avenue in Carlsbad, along with a payment of $952. The filing of such appeal within such
time limit shall stay the effective date of the order of the City Planner until such time as a final decision
