Project Description:
Under the authorization and direction of the City of Carlsbad Parks & Recreation Department, the CCC will provide urban forest
maintenance, fire fuel reduction, removal of trees that have been identified/marked, felling/cut down dead and dying trees after
stom1s, brush trimming and removal. Trail maintenance that may include but are not limited to, trail construction/repair, trail
erosion, installing rip rap, installing water bars, illegal trail closures, fence repair, brow ditch clearing, sediment issues on
roadways, weed abatement, supplemental planting. This work will be performed in urban forests, trails, parks and roadways.
CCC will be responsible to provide their own tools required to perf01m the work. CCC will use hand tools, power tools (IE
chipper, chainsaws, hedgers and power weed eaters) to accomplish these tasks. Both parties agree that the decision not to cut or
remove a lTee due to size, lean, or for personal safety's sake can be made by either the Sponsor or the CCC representative. It is the
intention to complete any projects in trails, parks and urban areas for public use and enjoyment. At no time will the CCC
intentionally clear cut an area. The CCC will clear the areas of debris while opening up the canopy for a defensible fire safe mban
forest. The City will call as needed and the CCC will respond to the city's request with urgency to the maintenance of the areas .
The city understands that the CCC's mission is to first train C01vsmembers, emergency response and public safety.
The CCC will make every effort to chip all cut brush on a daily basis, leaving no cut brush on the ground. If there is a malfunction
with the chipper or brush must be left on the ground, the sponsor will be notified immediately and all fmther cutting will be
suspended until direction is provided by the city.
The CCC will be provide the Centers Chipper at the cost of$200.00 per day. The City understands that this chipper may be needed
on other projects, scheduling of projects may be detem1ined by CCC chipper availability. If the CCC chipper becomes unavailable
due to unavoidable circumstances or damage, all future work may need to be postponed up to 60 days until the centers chipper
becomes available, and the CCC may need to temporaiily rent a chipper to complete chipping of already cut brush. If needed,
chipper rental will not exceed ten days during the tetm of the agreement. The cost to the sponsor wi ll not exceed $200 .00 per day
for rental. Sponsor will be notified in advance if a rental chipper is needed.
$4000.00 Operating Expenses written into agreement is for daily cost of chipper, chipper rental, if necessary and any replacement
equipment or materials to include bar and chain oil, two cycle fuel mix, replacement chain, or replacement parts for chainsaws used
on the project may be purchased and billed to the City of Carlsbad.

The CCC Representative agrees to the following:
• A Sponsor Agreement (CCC 96 or, where applicable, an Inter Agency Agreement or other Master
Agreement) is on file at Headquarters (HQ).
• If the Sponsor is a non-profit entity, a Private Prope1ty/Sponsor Authorization fonn has been submitted
to HQ.
• If the Sponsor is a for-profit entity, a Private Property/Sponsor Authorization form has been submitted
to HQ.
• The project confonns to the CCC's Injury and Illness Prevention Program (IIPP).
• The signing CCC Representative has the authority to enter into a contractual agreement of this amount
with the Sponsor.

Re:Request for Exemption to Bidding for Citywide Urban Forest Thinning and
Trail Maintenance Services with California Conservation Corps
This memo requests an exemption from the bidding process pursuant to Purchasing Code Section
3.28.110(F), which exempts services obtained through agreements with government, public, or
quasi-public agencies.
The California Conservation Corps (CCC), a State of California department within the California
Natural Resources Agency, has provided urban forest and open space maintenance for the City
of Carlsbad since July 2009.
The CCC supports public safety and ecological health by maintaining areas such as Hosp Grove,
Woodbine Banks, Batiquitos Drive and other open space parkland. Crews of up to twelve
members perform services including vegetation management, small tree removal, fire fuel
reduction and trail construction.
This ongoing partnership is both efficient and cost-effective. The CCC’s hourly labor rates are
approximately one-third lower than those of commercial tree trimming or landscape
maintenance contractors.
Each fiscal year, the CCC issues an agreement using its own template. As a state agency, it does
not utilize municipal templates. The City Attorney’s Office has approved the use of the CCC’s
standard agreement.
Approving this exemption will authorize staff to pursue City Manager approval for the FY 2026–
27 agreement, not to exceed $100,000.
