Executive Summary City Council Policy No. 90 outlines the policies for administration, requiring an Annual Report that shall be reviewed by the Housing Commission. Additionally, Carlsbad Municipal Code (CMC) Section 2.15.020 (C) requires that each board or commission provide to the City Council for its approval an annual work plan of activities to be undertaken and to provide a subsequent report of its accomplishments. Attached for the Housing Commission’s review and consideration is a report of the July 2025 – June 2026 Work Plan accomplishments and the draft FY 2026-27 Housing Commission Work Plan. Explanation & Analysis The Housing Commission serves in an advisory capacity, providing input and recommendations to the Community Development Commission, which functions as the governing body of the Carlsbad Housing Authority, as well as to the City Council on matters pertaining to affordable housing. This report presents both a summary of accomplishments under the July 2025 – June 2026 Work Plan and a proposed Work Plan for Fiscal Year 2026-27. July 2025 – June 2026 Housing Commission Work Plan Report and draft FY 2026-27 Housing Commission Work Plan In 2018, the City Council updated the Carlsbad Municipal Code to standardize policies and procedures for all boards and commissions, including the requirement to develop annual work June 11, 2026 Item #1 Page 1 of 7 plans. The Work Plan is intended to strengthen coordination between the Housing Commission and the City Council, while also ensuring that Commission activities align with Council priorities. The City Council approved the July 2025 – June 2026 Housing Commission Work Plan on July 22, 2025. Consistent with its responsibilities under the Municipal Code and the adopted Work Plan, the Housing Commission was convened eight times during the fiscal year. Progress on Work Plan activities is detailed in Exhibit 1, Attachment A. Some Work Plan items remain underway or are ongoing in nature. Staff recommend that these items be continued into the FY 2026-27 Work Plan. Conversely, tasks that were completed during the July 2025 – June 2026 period have been removed from the proposed FY 2026-27 Work Plan, included as Exhibit 1, Attachment B. Next Steps After the Housing Commission's review and acceptance, the July 2025– June 2026 Housing Commission Work Plan Report and the draft FY 2026-27 Housing Commission Work Plan will be forwarded to the City Council for their review and approval. Environmental Evaluation The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the proposed action to report on are work plans, which are an organizational or administrative government activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or CEQA Guidelines. Exhibit 1. Mission Statement The mission of the Housing Commission is to promote housing security and affordability for community members within the City of Carlsbad, including lower income families and people with special housing and supportive service needs. II. Composition The Housing Commission consists of five members who are appointed by the Mayor and confirmed by the City Council. Members shall serve four-year terms. III. Fiscal Year 2025-26 Goals & Tasks Below is the current status of the July 2025 – June 2026 Housing Commission goals and tasks: GOAL/TASK STATUS COMMENTS/STAFF RECOMMENDATION Goal 1: Support and advise the City Council regarding efforts to address affordable housing. a. As needed throughout the year, perform the functions of the Housing Commission consistent with Carlsbad Municipal Code Section 2.40.060, including responsibilities for the Carlsbad Public Housing Authority (PHA). The Housing Commission met nine (9) times from July 2025 - June 2026 to consider a range of items within the scope of their function, including review, input and recommendations on: • The Homeless Response Plan Update and Homelessness Action Plan Funding Plan • Amendments to the Housing Choice Voucher Administrative Plan and PHA Plan In addition, the Housing Commission received various informational reports and updates on housing and homelessness-related matters. The Housing Commission will continue to carry out their functions in FY 2026-2027, consistent with the Carlsbad Municipal Code. b. Review and recommend for approval to City Council the Public Housing Agency Annual Plan for year FY 2026-27. On March 12, 2026, the Housing Commission recommended approval of the PHA Annual Plan to the City Council. The City Council adopted the Annual PHA Plan on March 24, 2026. Recommend this as a recurring task for the next Work Plan. Examine housing policy questions as may be referred by the City Council and examine Housing Policy as suggested by the Housing Commission. This item was a part of the Homelessness Response Plan Update conducted Nov. 13, 2025. Recommend this as a recurring task for the next Work Plan. b. Receive an annual report on the status of affordable housing projects. The Housing Commission received a report on Affordable Housing Development Activity on Feb. 12, 2026. Recommend this as a recurring task for the next Work Plan. Recommend moving this to Goal 1. c. Receive a report on the Homelessness Action Plan and provide recommendations for prioritization of services or funding, if necessary. This item was a part of the Homelessness Response Plan Update conducted Nov. 13, 2025. Recommend this as a recurring task for the next Work Plan. d. Receive a report on efforts to reduce veteran homelessness. This item was a part of the Homelessness Response Plan Update conducted Nov. 13, 2025. This task is complete. Recommend this to be ongoing report in the Homelessness Action Plan, Goal 2.c. Goal 3: Improve understanding of housing programs, policies and laws. a. The 2025-26 Work Plan was approved by the Housing Commission June 2025. Recommend this as a recurring task for the next Work Plan. b.Report to City Council and public on annual work plan accomplishments. The 2024-25 Work Plan Annual Report and FY 2025-26 Work Plan were approved by the Housing Commission and approved by the City Council on July 22, 2025. Recommend this as a recurring task for the next Work Plan.
