Recommended Action
Receive a report from staff on 2026 Arts Education and summer programming.
Executive Summary
The Library & Cultural Arts Department presents a variety of arts education programs both in
schools and in the community. Staff will share an overview of summer programs.
Explanation & Analysis
Free arts education programs are available for school-aged children in Carlsbad, presented by
Cultural Arts educators. Explore More, designed for grades two and three, takes place inside
the Cannon Gallery each fall and spring. The California History and Art Program (CH&AP) is
offered to fourth grade students at Leo Carrillo Ranch each spring.
Spring and summer programming includes returning events such as pop-up art and dance
activations at each TGIF Concerts in the Parks, Open Studios in support of the Cannon Gallery
exhibition and Club Pelican summer camp for 7 to 11 year-olds. K-Pop Academy, a
performance-based learning experience for 10 to 14 year-olds, will debut this summer for one
week in the Schulman Auditorium. Creative Cultures Festivals continue this fall with a Hispanic
Heritage cultural festival scheduled at the Library Learning Center.
Community Engagement
Staff communicate with all schools within the City of Carlsbad’s boundaries to promote arts
education programs.
The Communications & Engagement department develops materials such as social media
postings and posters, and information is included in city e-newsletters and on the website.

Next Steps
Staff continue to plan for arts education activities year-round.
Environmental Evaluation
The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section
15060(c)(3) and 15061(b)(3), because the proposed action to report on the 2026 Arts Education
and summer programming update is an organizational or administrative government activity that
does not involve any commitment to any specific project which may result in a potentially
significant physical impact on the environment. Any subsequent action or direction stemming
from the proposed action may require preparation of an environmental document in accordance
with CEQA or CEQA Guidelines.

TESTIMONIAL
A new teacher attended the CH&AP field trip and loved it so
much, they purchased tickets to attend Fiesta at the Ranch, a
fundraising event to support the program. They also appreciated
getting to recreate the student project and loved the hand-
written thank you notes from the students.
