A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADOPTING A LIST OF PROJECTS AND AUTHORIZING THE
ALLOCATION OF ROAD MAINTENANCE AND REHABILITATION ACCOUNT
FUNDS TO THE PAVEMENT MANAGEMENT AND CONCRETE REPLACEMENT
PROGRAMS FOR FISCAL YEAR 2026-27
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5,
Statutes of 2017) was passed by the state legislature and signed into law by the Governor in April 2017
to address the significant multi-modal transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the city
residents are aware of projects proposed for funding in our community as well as those projects that
have been completed each fiscal year; and
WHEREAS, the city must adopt by resolution a list of projects proposed to receive fiscal year
funding from the Road Maintenance and Rehabilitation Account, or RMRA, created by SB 1, which must
include a description and the location of each proposed project, a proposed schedule for the project’s
completion, and the estimated useful life of the improvement; and
WHEREAS, staff estimate the city will receive $3,265,115 in RMRA funding during fiscal year (FY)
2026-27 from SB1; and
WHEREAS, a fund balance of $724,371 of unallocated funding exists, which when added with
the FY 2026-27 estimated revenue projection of $3,265,115 results in a total RMRA funding of
$3,989,486; and
WHEREAS, this will be the tenth year in which the city is receiving SB 1 funding, which will enable
the city to continue essential road maintenance and rehabilitation projects thereby increasing access
and mobility options for the travelling public; and
WHEREAS, the city has undergone a robust public process to solicit public input into the
community’s transportation priorities as part of the Capital Improvement Program, or CIP, approval
process; and
WHEREAS, the city utilizes a pavement management system to develop the SB 1 project list to
ensure that RMRA revenues are being used in a prioritized and cost-effective manner; and
WHEREAS, the funding from SB 1 will help the city maintain and rehabilitate its network of roads
and provide concrete improvements and similar projects in the future; and

WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that
the city’s streets and roads are in a good condition, and this revenue will help the city increase the
overall quality of its road system; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety will have a significant benefit to the
community.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2. That the proposed action is not a “project” as defined by California Environmental
Quality Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(4) and does
not require environmental review under CEQA Guidelines Section 15060(c)(3) as it is a
government fiscal activity and does not involve any commitment to any specific project
which may result in a potentially significant physical impact on the environment. The
projects utilizing RMRA funding may require preparation of an environmental document
in accordance with CEQA and CEQA Guidelines.
3.That the previously proposed and adopted Pavement Management Program, CIP Project
No. 6001, as further described herein, will be funded in part with FY 2026-27 RMRA
revenues. With the relisting of this project in the adopted fiscal year resolution, the city
is reaffirming to the public and the State the intent to partially fund these projects with
RMRA revenues:
a.Project Title: Pavement Resurfacing Project 2026
b.Description: resurface and rehabilitate a selection of publicly maintained streets on
an annual basis
c.Location: various residential streets throughout the city based on pavement
condition, including the following collector and arterial streets:
i.El Camino Real between Levante Street and Calle Barcelona
ii.El Camino Real between Chestnut Avenue and Tamarack Avenue
iii.Palomar Airport Road between Paseo del Norte and El Camino Real
d.Estimated Project Schedule: July 2025 – Aug. 2027

e.Estimated Useful Life: slurry seal has a useful life of approximately seven years, and
asphalt concrete overlay has a useful life of approximately 20 years
4.That the Pavement Management Program, CIP Project No. 6001, as further described
herein, will be funded in part with FY 2026-27 RMRA revenues:
a.Project Title: Pavement Resurfacing Project 2027
b.Description: resurface and rehabilitate a selection of publicly maintained streets on
an annual basis
c.Location: various residential streets throughout the city based on pavement
condition, including the following collector and arterial streets:
i.Palomar Airport Road from El Camino Real to Melrose Drive
ii.Cannon Road from El Camino Real to College Boulevard
iii.Carlsbad Blvd from northern city limits to Mountain View Drive
iv.Carlsbad Blvd from Avenida Encinas to southern city limits
v.El Camino Real from Haymar Drive to Marron Road
d.Estimated Project Schedule: June 2027 – Aug. 2028
e.Estimated Useful Life: slurry seal has a useful life of approximately seven years, and
asphalt concrete overlay has a useful life of approximately 20 years
5.That the Concrete Repair/Replacement Program, CIP Project No. 6013, as further
described herein, will be funded in part with FY 2026-27 RMRA revenues:
a.Project Title: Concrete Repair/Replacement Project 2027
b. Description: repair and replace broken and uplifted concrete in the right of way
c.Location: various residential locations throughout the city based on concrete
condition, including locations along the following collector and arterial streets:
i.Cannon Road from El Camino Real to College Boulevard
ii.Carlsbad Blvd from northern city limits to Mountain View Drive
iii.Carlsbad Blvd from Avenida Encinas to southern city limits
d.Estimated Project Schedule: June 2027 – Dec. 2027
e.Estimated Useful Life: concrete improvements typically have a useful life of
approximately 20 to 40 years

6.That funding to allocate RMRA funding in the amount of $2,997,000 to the Pavement
Management Program, CIP Project No. 6001, and $395,000 to the Concrete
Replacement Program, CIP Project No. 6013 was incorporated into the in the FY 2026-
27 CIP budget.
PASSED, APPROVED AND ADOPTED at a Joint Special Meeting of the City Council of the City of
Carlsbad, the Board of Directors of the Carlsbad Municipal Water District, the Board of Directors of the
Carlsbad Public Financing Authority, the Community Development Commission, and the City Council
as Successor Agency to the Carlsbad Redevelopment Agency held on the 16th day of June, 2026,
by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
