EI will conduct direct outreach through door-to-door business visits, phone calls, personalized emails, and presentations at community events. Our recruitment materials and outreach conversations will continue to incorporate Carlsbad-specific messaging and locally relevant elements, including connections to the City's environmental ordinances, local utility programs, and CAP milestones, ensuring that businesses understand how their participation in the Green Business Program connects directly to the City's sustainability goals and their own bottom line. Building on our longstanding participation in the Carlsbad Chamber of Commerce's monthly Green Committee meetings, annual Green Business Expo, and other Chamber networking events, EI will continue to serve as an active and visible program presence within Carlsbad's business community. Sandrine even received certificates of recognition as Committee Member of the Year from the Chamber, the California State Legislature Assembly and Senate in 2023. We will similarly maintain and deepen our established engagement with the Carlsbad Village Association, the Filipino American Chamber of Commerce of San Diego, the San Diego Regional Green Business Network, and other community organizations whose trusted relationships with local PSA26-4101ENV; Exhibit "A" (cont.) Docusign Envelope ID: 869B888A-3C87-8985-82DD-D0810B4ED47B VIRONMENTAL INNOVATIONS businesses provide access to prospects that may not otherwise be reached through traditional outreach channels. EI will leverage program referrals from certified businesses, City Council members, and City staff as one of the most effective and cost-efficient recruitment tools available. Certified Green Businesses are also required to refer at least one other business as part of the program's community engagement measure, creating an organic recruitment multiplier that grows stronger as the certified business community expands. Building on our established presence at San Diego Climate Week and other regional sustainability events, EI will continue to use these platforms to raise the profile of the Carlsbad program, connect with new business prospects, and strengthen relationships with regional stakeholders. EI has cultivated strong working relationships with key local partners over the past six years, including USGBC San Diego (now California), the Carlsbad Chamber of Commerce, Carlsbad Village Business Association, Republic Services, SDG&E, Clean Energy Alliance, Olivenhain Municipal Water District, Leucadia Wastewater District, Vallecitos Water District, Encina Wastewater Authority, and the Carlsbad Municipal Water District. These are active, working relationships, not cold contacts, and they allow EI to connect businesses with the full range of sustainability resources available to them. This is an important value proposition that distinguishes the Carlsbad program from a simple certification exercise and reinforces the City's role as a partner to its business community. EI will continue participating in and promoting CAGBN-led regional Green Business Challenges when available, building on our experience using these structured cohort campaigns to motivate businesses to complete certification within a defined timeframe. EI’s goal is to conduct outreach to at least 80 businesses annually and support 12 to 15 certifications per year, exceeding the RFP minimum of 40 businesses and 10 certifications. This goal is grounded in recent performance, where we certified 15–16 businesses against a goal of 10—surpassing it by approximately 50–60%.. Key Deliverables: ●Outreach to a minimum of 80 businesses annually ●Recruitment materials incorporating Carlsbad-specific messaging and CAP connections ●Participation in Chamber Green Committee meetings, Green Business Expo, and other partner events ●Promotion of CAGBN-led Green Business Challenges when available ●12 to 15 certifications and recertifications per year Task 4: Business Certification Assistance EI provides comprehensive, hands-on support to every enrolled business from initial enrollment through final certification. Our certification process is structured, supportive, and efficient, built PSA26-4101ENV; Exhibit "A" (cont.) Docusign Envelope ID: 869B888A-3C87-8985-82DD-D0810B4ED47B VIRONMENTAL INNOVATIONS around an eight-week framework, with a timeline of up to three months when needed, with clear milestones that keep businesses moving forward without feeling overwhelmed. Upon enrollment, EI conducts a personalized welcome call to orient the business to the process, timeline, and expectations. EI then introduces the business to GreenBizTracker, identifying the applicable sector checklist and walking through the measures the business has already completed versus those that remain. EI conducts site visits and coordinates documentation collection, including photographic evidence, utility bills, HVAC maintenance records, and other supporting materials. We provide tailored written recommendations organized by certification category (Energy, Water, Wastewater, Pollution Prevention, Transportation, and Community) with clear guidance on what documentation is required to meet each measure. Importantly, EI treats the certification process as more than a checklist exercise. Each business interaction is an opportunity to educate business owners and managers about the City's business-oriented environmental policies and programs, including SB 1383 compliance requirements, water conservation mandates, SDG&E rebate and incentive programs, and Clean Energy Alliance offerings. By weaving these connections into the certification conversation, EI positions the Green Business Program as a practical, streamlining tool that helps businesses navigate the City's sustainability landscape, not simply a standalone recognition program. EI provides ongoing technical assistance through regular virtual check-ins and phone calls, troubleshooting barriers, recommending specific products or service providers, and connecting businesses with utility rebates, CAGBN-sponsored incentives, and the City's program rebate (described further in Task 7). EI works within all relevant business sectors, including offices, retail, restaurants, service businesses, nonprofits, hotels, and City facilities. The certification process for City-owned buildings has been a particularly rewarding dimension of the Carlsbad program, delivering measurable improvements that have in some cases saved more than 50,000 gallons of water in a single building. EI looks forward to continuing and expanding that work. Upon completion, EI provides formal certification confirmation, certification materials including the program logo and certificate, and information about upcoming recognition events. Our community of businesses receives communications from EI throughout the year with opportunities that go beyond core program services, including Intuit grant opportunities, which have resulted in several Carlsbad businesses receiving awards and achieving additional energy cost savings. EI also shares promotional toolkits tied to Earth Month and America Recycles Day, and connects businesses with additional recognition opportunities including the Business Environmental Stewardship Award, Clean Energy Alliance's Green Impact Champion designation, EcoEats, and Surfrider's Ocean-Friendly Restaurants Program. As an optional program enhancement, EI will work with City staff to explore adopting the California Green Business Network's three-tier certification structure currently being implemented across CAGBN programs statewide. This framework adds an Entry Level tier for businesses that find full certification daunting at first, providing a clear pathway to bring more businesses into the program and advance their sustainability journey over time, while an Innovator tier recognizes those that demonstrate exceptional sustainability leadership in the community. Should the City wish to pursue this option, it would align the Carlsbad program with the statewide standard and lower barriers to participation for a broader range of businesses. Key Deliverables: ●Personalized welcome call and GreenBizTracker orientation for each enrolled business ●On-site assessment and tailored written recommendations for each business ●Ongoing technical assistance through virtual check-ins and phone support ●Formal certification confirmation and certification materials upon completion ●Year-round communications connecting businesses with relevant resources and recognition opportunities ●Certification of a minimum of 10 businesses per year across all eligible sectors PSA26-4101ENV; Exhibit "A" (cont.) Docusign Envelope ID: 869B888A-3C87-8985-82DD-D0810B4ED47B VIRONMENTAL INNOVATIONS Task 5: Presentations and Program Promotion EI is available to present on the Carlsbad Green Business Program at Chamber meetings, stakeholder events, City Council meetings, or other forums as requested by City staff. EI regularly presents to the Chamber Green Committee and the Carlsbad Village Association, and serves as active supporter of the Chamber's annual Green Expo. EI organized its first Lunch and Learn in early 2026 in partnership with the Chamber, which resulted in several new program enrollments, and plans to organize at least one per year going forward, if the city agrees. EI will continue coordinating with the City's Life in Action team on social media content, press releases, and newsletters that raise the profile of the program and recognize certified businesses publicly. Target marketing around Earth Day, America Recycles Day or Small Business Saturday can prove efficient. Beyond digital and event-based promotion, EI will work to increase the visibility of Green Business certification directly at the point of business. Leveraging materials developed by CAGBN and other EI-led programs, supplemented by the program's materials budget, EI will provide certified businesses with consumer-facing materials such as window clings, table tents, and postcards that identify them as a Carlsbad Certified Green Business. These materials serve a dual purpose: they give customers a visible signal of a business's commitment to sustainability, and they generate awareness of the program among the broader public, driving interest from other businesses and consumers alike. Key Deliverables: ●Presentations at Chamber meetings, City Council, stakeholder events, panels and other forums as requested ●Annual Lunch and Learn event in partnership with the Chamber ●Coordination with the City's Life in Action team on social media content and newsletters ●Supporting the Chamber's annual Green Business Expo ●Consumer-facing certification visibility materials for certified businesses including window clings, table tents, and postcards Task 6: Recognition Events Recognition events are one of the most powerful elements of the Carlsbad program. They provide businesses with meaningful public acknowledgment of their achievements, create PSA26-4101ENV; Exhibit "A" (cont.) Docusign Envelope ID: 869B888A-3C87-8985-82DD-D0810B4ED47B VIRONMENTAL INNOVATIONS community visibility for the program, motivate other businesses to enroll, and strengthen the relationship between the City and its business community. EI will continue planning and managing the annual City Council proclamation recognition, typically held in or around April during Earth Month, at which City Council members formally recognize newly certified Green Businesses. EI coordinates all logistics including scheduling with City staff, preparing business descriptions and reporting for the proclamation, and facilitating the recognition on the evening of the Council meeting, generally resulting in a group photo opportunity with Council members and the recognized businesses. EI will continue organizing the annual Green Business Recognition Mixer, traditionally hosted at a certified Green Business venue, a space often generously sponsored by the business, and when possible catered by certified Green Business food providers. This event brings together newly certified and previously certified businesses, City Council members, City staff, and program partners for an afternoon or evening of community celebration and business networking. EI manages all event logistics including venue coordination, event flow and scheduling, invitations, catering, décor, run-of-show, and day-of facilitation. In both 2025 and 2026, EI successfully secured event sponsors, demonstrating strong Green Business community relationships and leveraging additional resources to maximize the existing budget. For example, at the upcoming May 4 event, Clean Energy Alliance will serve as the sole sponsor, covering catering from Green Business French Door Cafe, beverages, and chocolate gift boxes for each recognized business, all hosted at newly certified Aptera Motors’ headquarters. EI aims to make every recognition event a genuine community moment that generates social media content, earns potential press coverage, and gives businesses a tangible reason to be proud of their certification. Key Deliverables: ●Annual City Council proclamation ceremony recognizing newly certified Green Businesses ●Annual Green Business Recognition Mixer with venue coordination, catering, and day-of facilitation ●Post-event social media content , photo sharing press outreach ●Event sponsor coordination where applicable PSA26-4101ENV; Exhibit "A" (cont.) Docusign Envelope ID: 869B888A-3C87-8985-82DD-D0810B4ED47B VIRONMENTAL INNOVATIONS Task 7: Rebate Administration EI will continue administering the City's $250 business rebate program, available to a maximum of 12 businesses per year on a first-come, first-served basis. EI manages the full rebate process including promoting the rebate to enrolled businesses, verifying eligibility, reviewing receipts, processing reimbursements, tracking expenditures, and providing documentation for City reimbursement. EI has developed efficient internal processes for rebate administration and has managed rebate programs of varying scale for multiple municipal clients, including CAGBN's statewide rebate program. Our fiscal team ensures accurate and timely tracking and reporting. As an optional program enhancement, EI has successfully administered advanced rebate programs (“prebates”) on behalf of several municipal clients, pre-purchasing items or services directly for businesses that need upfront financial support to complete a certification measure rather than waiting for post-certification reimbursement. This approach has proven effective for small and under-resourced businesses that might otherwise stall in the process. Should the City wish to explore this option, EI is well positioned to design and administer it with minimal additional burden. Key Deliverables: ●Promotion of the rebate program to all enrolled businesses ●Processing of up to 15 rebates per year at $250 per business ●Rebate tracking documentation and receipts provided to the City for reimbursement Task 8: Reporting EI will provide an annual program report covering all program activities, certifications, environmental outcomes, financial expenditures, and progress toward goals. This report will be delivered in a format suitable for presentation to the City Council and for inclusion in the City's annual Climate Action Plan progress report if needed. EI will provide ongoing real-time access to program data through GreenBizTracker, ensuring that City staff always have up-to-date information on the business pipeline and program performance. EI will work with City staff to identify stretch goals and opportunities to grow the program in subsequent years, including expanding outreach to additional business communities, certifying more City-owned facilities, and engaging new sectors. Key Deliverables: ●Annual program report covering certifications, environmental outcomes, outreach activity, and financial expenditures ●Real-time GreenBizTracker access for City staff throughout the year ●Environmental metrics report suitable for inclusion in the City's CAP progress report PSA26-4101ENV; Exhibit "A" (cont.) As the incumbent program administrator, EI requires no transition period, no ramp-up time, and no onboarding. Our GreenBizTracker setup, program materials, partner relationships, active business pipeline, and City staff relationships are all in place and operational on day one of the new contract term. The following schedule reflects EI's proposed annual program timeline aligned with the City's fiscal year beginning July 1. Specific dates will be confirmed with City staff at the start of each contract year. Business outreach, recruitment, technical assistance, partner engagement, and social media promotion are ongoing activities throughout the full contract year and are not limited to the phases noted in the schedule table below. The City of Carlsbad is and will remain a primary focus for the Southern California regional team. Saburi Sai and Eduardo Villegas Perez work mostly full time on projects in the San Diego area and have staff availability to work on this contract as part of their workload. EI does not anticipate any staffing constraints or workload conflicts that would affect our ability to deliver the Carlsbad program at full capacity for the duration of the new contract term. Should any staffing changes arise, EI's deep bench of trained Green Business professionals ensures seamless continuity without disruption to the City or its businesses. 4.Cost Estimate Item Description Hourly Rate Est Hours Total Section 1: Personnel Costs Program Manager / Senior Sustainability Consultant Program management, City coordination, partner engagement, reporting $125 184 $23,000 Sustainability Consultant (x2) Business outreach, certification assistance, events, marketing $110 222 $24,420 Marketing Consultant Marketing strategy, social media, promotional materials $110 30 $3,800 Administrative / Program Support Invoicing, tracking, rebate administration $110 20 $2,200 Subtotal — Personnel Costs 456 $53,420 Section 2: Non-Personnel Costs Business Rebates Up to 15 businesses x $250 each — — $3,750 Program Expenses Event costs, materials, printing, mileage, and travel — — $2,830 Subtotal — Non-Personnel Costs — $6,580 Total — Year 1 456 $60,000 Annual Rate Adjustment: All hourly rates and program expenses are subject to an annual Cost of Living Adjustment (COLA) based on the CPI-U index, estimated at 5% per year.
