Fill out a "Speaker Card". 2. Submit to the City Clerk or Assistant City Clerk 3. Speakers will be provided a maximum of 3 minutes which may be shortened at the discretion of the Mayor, depending on the number of people wishing to speak. 4. Group Time: Group speakers will speak first. Groups of 6 or more speakers may appoint one person to speak on their behalf. All members of the group must be present and fill out a speaker card. Only one member will receive a speaker number and will be given 10 minutes to speak. 5. When submitting a Speaker Card the speaker will receive a card with a number, this indicates the order in which the speakers will approach the podium. Please line up on the right side of the room by number when Mayor gives the direction to do so. OTHER INFORMATION: • Citizens may have an item listed on a future agenda by submitting a letter to the City Manager. Unless the Mayor, with the consent of the Council, otherwise directs, such presentations shall be limited to ten (10) minutes. > Persons with a disability may request an agenda packet in appropriate alternative formats as required by the Americans with Disabilities Act of 1990 by contacting the City Manager's office at (760) 434-2821 (voice), 711 (free relay service for TTY users), 760-720-9461 (fax) or manager@carlsbadca.gov by noon on the Monday preceding the meeting. Video clips cannot be accommodated. > MEETING DECORUM: Carlsbad Municipal Code sections 1.20.320 and 1.20.330 require members of the public to observe order and decorum at this meeting and to conduct themselves in a courteous manner. California Penal Code section 403 makes it a misdemeanor for any person to willfully disturb or break up any assembly or meeting with lawful authority. AB #22,221 — Approval of Resolution No. 2016-035, ratifying the advertisement for bids for Dove Library roof repair; and, accepting bids and awarding the contract to Commercial Waterproofing Systems, Inc. dba ERC Roofing and Waterproofing, in the amount of $326,600 for the Dove Library roof repair, Project No. 4030. ACTION: Approved 5/0. 2. AB #22,222 — Approval of Resolution Nos. 2016-036 and 2016-037, appointing two members to the Arts Commission. AB #22,213 — Adopt Ordinance No. CS-291, amending Carlsbad Municipal Code Chapter 5.60 Short-Term Vacation Rentals, Section 5.60.030, to allow short-term vacation rentals in the La Costa Resort and Spa Master Plan Area, to include the Balboa and Cortez Buildings located at 2003 and 2005 Costa Del Mar Road. City Manager's Recommendation: Adopt Ordinance No. CS-291. ACTION: Approved 3/2 (Wood, Blackburn — No). PUBLIC COMMENT: In conformance with the Brown Act, no Council action can occur on items presented during Public Comment. CS-292 and CS-293, approving Zone Change 14- 02 and Specific Plan Amendment SP 207(k); and adopt Resolution Nos. 2016-021 and 2016- 022, certifying the Environmental Impact Report EIR 15-02, adopting the Candidate Findings of Fact and a Mitigation Monitoring and Reporting Program and approving a General Plan Amendment, Local Coastal Program Amendment, Tentative Tract Map, Planned Development Permit, Site Development Plan, Conditional Use Permit, Coastal Development Permit, and Hillside Development Permit as recommended for approval by the Planning Commission.
