A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE TRAFFIC CALMING PLAN FOR
IMPLEMENTATION ON UNICORNIO STREET
WHEREAS, the City Council of the City of Carlsbad, California has determined it is desirable and
in the public interest to implement the traffic calming plan for Unicornio Street as part of the Capital
Improvement Program Project No. 6070; and
WHEREAS, on May 8, 2001, the City Council adopted Resolution No. 2001-139, approving the
Carlsbad Residential Traffic Management Program, to provide the policies and guidelines for traffic
management on residential public streets; and
WHEREAS, on May 24, 2011, the City Council adopted Resolution No. 2011-115, amending the
Carlsbad Residential Traffic Management Program; and
WHEREAS, on April 14, 2026, the City Council adopted Resolution No. 2026-077, adopting the
City of Carlsbad Traffic Management Program 2026 update; and
WHEREAS, traffic calming consideration on Unicornio Street followed the process as outlined in
the 2011 version of the traffic management program because the Phase 2 process was initiated for
Unicornio Street prior to the adoption of the 2026 update of the program; and
WHEREAS, the 2011 Carlsbad Residential Traffic Management Program requires the City Council
to hold a “duly noticed public meeting . . . to receive recommendations of the Traffic Safety Commission
for Phase II implementation”; and
WHEREAS, the Traffic Safety Commission was renamed as the Traffic & Mobility Commission in
2019 and subsequently renamed as the Traffic Safety & Mobility Commission in 2023; and
WHEREAS, the public input process and mail survey conducted for the Unicornio Street satisfied
the requirements of the 2011 Carlsbad Residential Traffic Management Program; and
WHEREAS, on Oct. 6, 2025, the Traffic Safety & Mobility Commission supported the proposed
traffic calming plan on Unicornio Street; and
WHEREAS, the estimated construction cost of the project is under the threshold for the minor
public works contract process; and
WHEREAS, staff will solicit bids from contractors for construction of the project; and
WHEREAS, Carlsbad Municipal Code Section 3.28.040 authorizes the City Manager to award
construction contracts less than the amount of $220,000 to the selected contractor; and

WHEREAS, there are sufficient funds available in the Capital Improvement Program Project No.
6070, Traffic Improvement Program, to complete the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1.That the above recitations are true and correct.
2.That the proposed action to approve the traffic calming plan for implementation on
Unicornio Street is categorically exempted from environmental review under California Environmental
Quality Act, or CEQA, Guidelines Section 15301 because it involves the maintenance, repair or minor
alternation of existing facilities with negligible or no expansion of the existing or former use. No
exceptions to the categorical exemption as set forth in CEQA Guidelines Section 15300.2 or Carlsbad
Municipal Code Section 19.04.070(C) apply.
3. That the traffic calming plan for implementation on Unicornio Street is approved.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 23rd day of June, 2026, by the following vote, to wit:
