This report was prepared by Gallegos and Associates to comply with City of Carlsbad
Guidelines and the State of California Environmental Quality Act (CEQA). The purpose of
this study was to provide a literature review, a review of historic maps and a field survey of
a 0.4 acre project area located on the north side of the intersection of Adams Street and
Highland Drive just north of Agua Hedionda Lagoon.
Site CA-SDI-13701 (W-130) was previously recorded on the north side of Agua Hedionda
Lagoon and includeed the current project area. A survey of the parcel using transects of 10
m between surveyors identified several small fragments of Chione sp. shell, several flakes
(metavolcanic, porphyritic volcanic and qurutz), 1 mano fragment, 1 split cobble core and
(metavolcanic) fire-affected rock. Many of the artifacts and fire-affected rock appeared to
have been bulldozed toward the edge of the slope in an effort to level the parcel. Due to the
sparse nature of surface artifacts; the amount of disturbap.ce; and the absence of a
subsurface cultural deposit, as shown in the roadcut, the portion of SDI-13701 within the
Moffatt parcel is identified as not important under CEQA and City of Carlsbad Guidelines.
Impacts and mitigation of impacts need not be addressed for sites or portions of sites
identified as not important. It should be noted that the portion of SDI-13701 outside the
Moffatt parcel may need testing, should development be proposed.

SECTION 1
INTRODUCTION
1.1 PROJECT DES.CRIPTION
A cultural resource literature review, record search, and field survey was conducted for a
O.4-acre study area on the north shore of Agua Hedionda Lagoon (Figures 1-1 and 1-2).
The study waS conducted in compliance with the methods set forth· in the City of Carlsbad
Cultural Resource Guidelines and the State of California Environmental Quality Act
(CEQA~. The purpose of this study was to identify the presence/absence of cultural
resources within the study area and to provide a determination of site importance under
State and local guidelines.
The subject parcel is located within the unsectioned grant lands east of Section 7, Township
12S, Range 4W within the City of Carlsbad. The project area is located on the northwest
side of the intersection of Highland Drive and Adams Street, 1.0 km (0.6 miles) southeast
of the intersection of Tamarack and Interstate 5, and comprises a portion of the north shore
of Agua Hedionda Lagoon (Figure 1-2).
1.2 ENVIRONMENTAL SETTING
The coastal geology of the San Luis Rey quadrangle is dominated by a series of relatively
deep, uplifted and eroded Eocene and early Pleistocene sediments now located along the
sea front. Uplifting and subsequent Holocene beach erosion have produced coastal
sandstone cliffs capped by cobble lenses formed within ancient river systems that once
traversed the pediment slopes of the more inland peninsular range.
This relatively uniform pattern of shoreline geology is punctuated by riverine channels that
intersect the shoreline as lagoons. The project area is located on the northern margin of
Agua Hedionda Lagoon, a major estuary along the Southern California coast. During the
late Pleistocene and early Holocene, rising sea level created lagoons from the mouths of
major river systems. With the stabilization of sea level, coastal lagoons gradually filled
with waterborne silts and began to loose their estuarine qualities. Eventually the lagoons
stabilized in a pattern of protial closure during portions of the year as sand and cobble bars
formed across their outlets to the Pacific Ocean. The subsequent lack of tidal flushing

changed the salinity levels and directly affected the type of molluscan, as well as other plant
and animal species present within the lagoon. This change also affected the subsistence
economy of prehistoric populations that relied on these resources.
The setting has been modified by sediment accumulation and disturbance due to the
addition of private residences and roads, but the physiographic setting remains relatively
unchanged from prehistoric times. The project area comprises a portion of a southwardly
descending ridge. The majority of native vegetation was probably once coastal chaparral
and sage, although yearly discing to prevent the growth of grasses has removed most
native species, except the large laurel sumac. Introduced ice plant now surrounds the
parceL Sediments consist primarily of sand with limited loam. Elevation within the parcel
ranges ft;om 100 feet near Highland Drive at the south portion of the property to 125 feet at
the north end of the project area.
1.3 PREHISTORIC CULTURAL SETTING
The body of CUlTent archaeological research in San Diego County recognizes the existence
of at least two major periods of occupation (Early and Late). The Early Period is also
refened to as the Archaic Peliod and includes San Dieguito, La Jolla and Pauma
Complexes. The San Dieguito Complex is cited as the first sedentary culture of San Diego
County, radiocarbon dated as early as 9,000 years ago. The San Dieguito Complex is
poorly defined, and the inten'elationship between inland, desert, and coastal assemblages
from this period is still a matter of controversy (Gallegos 1987). The initial occupation
(San Dieguito Complex) is believed to represent a group of people who entered San Diego
County from the desert bringing with them cultural traits similar to those found in the Great
Basin, Mojave, and Colorado deselts. These people had a generalized economy in which
small bands hunted, fished, milled seeds, and collected and processed plants and shellfish.
The La Jolla and Pauma Complexes may represent seasonal or geographic variations of the
somewhat older and more generalized San Dieguito Complex.
Early Period (9,000 to 1,300 years ago) archaeological sites are generally representative of
economic stability and slow cultural change and include coastal shell habitation sites,
quarries and inland hunting and milling campsites.

During the Late Period (1,300 years ago to historic contact) the culture pattern is
continuous with present day Native Americans of San Diego County. Evidence of these
highly -refined socio-economic patterns can be observed in the numerous
Kumeyaay/Dieguefio and Luisefio habitation sites scattered over the landscape of San Diego
County. Artifacts and cultural patterns reflecting this Late Period pattern include small
projectile points, pottery, obsidian from Obsidian Butte, and interment by cremation.
Although differences (including linguistic differences) exist between Luisefio and
Kumeyaay Native Americans, the long interaction between these groups, as well as
resources sought and processed, appears to have resulted in similar economic activities.
For the archaeologist, separation of Late Period sites by Native American culture group is a
difficult, if not impossible task.
The project aTea falls within the region identified as Luisefio (Kroeber 1925). Late Period
prehistoric use of local river drainages and lagoon margins is known to have been intensive
and includes a number of villages, temporary campsites and special activity sites. Many
small, Late Period shell processing sites were used during this time and are associated with
larger village sites as satellite camps and processing stations.
1.4 RECORD SEARCH AND LITERATURE REVIEW RESULTS
Over 23 archaeological sites have been recorded within the past 20 years along the margin
of Agua Hedionda Lagoon. Most of these sites were recorded prior to development of this
region.
A review of site location information provided by the South Coastal Information Center,
San Diego State University and the San Diego Museum of Man identified twelve sites
within one mile of the project area and one site, CA-SDI-13701 (W-130), within the project
area. These sites are primarily shell midden sites dating from 8000 years ago to historic
contact.
CA-SDI-13701 was previously recorded by Malcolm Rogers as a SD-II (with a trace of
Lit. II) habitation site containing shell, charcoal, manos and metates located within
approximately 15 acres. The site exists from the shore of Aqua Hedionda lagoon, up the
ridge and north past Adams Street and up Highland Drive. W-130, as marked on the San

Luis Rey 7.5' USGS (USGS 1968), was originally repolted to contain a subsurface depth
of 12 to 26 inches and an unusual number of Lit. II hearths (Rogers n.d.).
Site CA-SDI-10965 (SDM-W-131) is located west of the project area adjacent to the east
side of the Santa Fe Railroad holding. Survey, test, and data recovery programs were
conducted on this site by Canico et al. (1984), and Gallegos and Carrico (1984). The data
recovery program identified a major Early Period habitation site focused on the exploitation
of lagoon resources. Subsequent development destroyed approximately 70 percent of this
site.
A second site, CA-SDI-10478 (SDM-W-3666), is located northwest·of the project area on
a high bluff. This site was recorded and tested in 1986 (Pigniolo and Gallegos 1986;
Gallegos 1986). Subsurface testing produced 2 hammerstones, 4 cores, 13 flakes, 14
fragments of angular waste flakes, 17.6 g of bone, and 2,930.1 g of shell. Radiocarbon
dating of shell produced a date of 5520 ± 100 years before present. Site CA-SDI-10478
was disturbed by a house, underground lines and landscaping.
Another site, CA-SDI-13089, was recorded approximately 0.4 km (0.25 miles) west of the
present project area. This small, light density, shell midden was 30-40 em deep and
contained Chione sp., Ostrea sp., Argopecten sp., Tagelus sp., and a single chiton plate.
Chione sp. shell produced a radiocarbon date of 1130 ± 70 years B.P. and the site was
considered not important under State and local guidelines (Suudwick and Gallegos 1993).
A recent survey and test for the Hubbs-Sea World Research Institute evaluated site CA
SDI-13076, a small temporary camp situated on the north shore near the mouth of Agua
Hedionda Lagoon (Eighmey et al. 1993). Fieldwork produced 1 core, 1 Tizon Brown
Ware potsherd, 24 fragments of debitage, 1.7 g of bone and 249 g of marine shell. A
sample of shell from CA-SDI-13076 was radiocarbon dated to 1180 ± 70 years ago.
A review of early maps (USGS 1872, 1898, 1911a, 1911b, 1947) identified no early
structures within the project area. The first su·uctures, within 0.8 km (0.5 miles) of the
project area, do not appear until the 1947 edition of the Oceanside 15' USGS map (USGS
1947), which shows the expanding community of Carlsbad.

SECTION 2
METHODS, RESULTS AND RECOMMENDATIONS
2.1 METHODS
A field survey of the 0.4 acre project area north of Highland Drive and Adams Street
located 1.0 krn (0.6 miles) southeast of the intersection of Tamarack and 1-5 in the City of
Carlsbad was conducted on March 11, 1994. Dennis Gallegos and Ivan Strudwick
conducted the field survey. The entire project area was surveyed using transects no wider
than ten meters.
2.2 RESULTS
The project area is a vacant lot, bordered on the north, west and south by an intermittent
growth of ice plant. Non-native grass, iceplant, and several large sumacs are present
within the project area. The entire parcel slopes to the south and is extremely steep at the
south side, near Adams Street. Sediments within the parcel consist primarily of sand
becoming more of a sandy loam where the presence of dense vegetation adds humus and
darker organic matelial. Ground visibility was excellent, in excess of70%.
A portion of prehistoric shell midden site CA-SDI-13701 (W-130) was identified within the
project area (Figure 2-1). A State of California Site Record Form for site SDI-13701 has
been submitted to the South Coastal Information Center at San Diego State University; and,
a State of California Site Update form has been submitted to the San Diego of Man. Parcel
size is less than 40 by 40 m and several small fragments of Chione sp. marine shell were
observed over the entire parcel. In addition, 1 mano fragment (sandstone), 1 split cobble
core (metavolcanic) and 4 flakes (porphyritic volcanic, metavolcanic and quartz), and
several fragments of fire-affected rock were observed in the southeast corner of the parcel,
on and near the steep slope north of Adams Street. Disturbance to the parcel exists in the
form of scattered fragments of concrete and mortar, as well as a graded-out area near the
center of the parcel. Due to the presence of artifacts on the slope above Adams Street in
conjunction with the bulldozer activity, it appears as though sediments on the parcel have
been bulldozed southward, toward the slope, in order to level the parcel.
The road cut above Adams Street was carefully checked in a number of places and no
indication of an intact deposit were observed. In addition, rodent burrows and spoils were

checked for artifacts and/or shell, however, these were also negative. A cursory survey of
the south side of Adams Street (outside the project area) indicated shell and occasional lithic
debris increased toward the west.
2.3 SUMMARY AND RECOMMENDATIONS
The survey of the Moffatt parcel identified a highly disturbed portion of previously
recorded site CA-SDI-13701 (W-130). Due to the sparse nature of surface artifacts; the
amount of disturbance present; and the absence of a subsurface cultural deposit as shown in
the road cut, the portion of SDI-13701 within the Moffatt parcel is identified as not
important, under CEQA and City of Carlsbad Guidelines. No work is recommended for the
portion of site SDI-13701 within the project area. The remaining portion of SDI-13701,
outside the Moffatt parcel, will need testing to determine importance under CEQA. Sites
identified as not important need not be addressed as to impacts or mitigation of impacts.

12. Features: A relatively undisturbed portion of the midden with complete shells, darkened
sediments and FAR indicating a potential living area was observed in a level portion of the west
side of the site just south of Adams Street. This potential living area is located in a level spot
just east of the top of the ridge at the west side of the site, south of Adams Street.
13. Artifacts: The site itself was originally identified as containing an average amount of
groundstone. South of Adams Street several cores, 3 manos. 100+ flakes and hundreds of FAR
were identified near the ridge at the west side of the site. Several flakes (metavolcanic.
porphyritic volcanic and quartz), 1 mano fragment and 1 split cobble core (metavolcanic) were
observed on a Q.4 acre survey area just north of the intersection of Adams St and Highland Dr.

This report was prepared by Gallegos and Associates to comply with City of Carlsbad . .
Guidelines and the State of California Environmental Quality Act (CEQA). The purpose of
this study was to provide a literature review, a review of ~storic maps and a field survey of
a 0.4 acre project area located on the north side of the intersection of Adams Street and
Highland Drive just north of Agua Hedionda Lagoon.
Site W-pO was previously recorded on the north side of Agua Hedionda Lagoon and
included the CUlTent proj'ect area. A survey of the parcel using tl"ansects of 10 m between
surveyors identified several small fragments of Chione sp. shell, several flakes
(metavolcanic, porphyritic volcanic and quartz), 1 mana fragment, 1 split cobble core and
(metavolcanic) fire-affected rock. Many of the artifacts and fire-affected rock appeared to
have been bulldozed toward the edge of the slope in an effort to level the parcel. Due to the
sparse nature of surface artifacts; the amount of disturbance; and the absence of a
subsurface cultural deposit, as shown in the roadcut, the portion of W -130 within the
Moffatt parcel is identified as not important under CEQA and City of Carlsbad Guidelines.
Impacts and mitigation of impacts need not be addressed for sites or portions of sites
identified as not important. It should be noted that the portion of W -130 outside the
Moffatt parcel may need testing~ should development be proposed.

SECTION 1
INTRODUCTION
1.1 PROJECT DESCRIPTION
•
A cultural resource literature review, record search, and field survey was conducted for a
OA-acre study area on the north shore of Agua Hedionda Lagoon (Figures 1-1 and 1-2).
The study was conducted in compliance with the methods set forth in the City of Carlsbad
Cultural Resource Guidelines and the State of California, Environmental Quality Act
(CEQA). The purpose of this study was to identify the presence/absence of cultural
resources within the study area and to provide a determination of site importance under
State and local guidelines .
The subject parcel is located within the unsectioned grant lands east of Section 7, Township
12S, Range 4W within the City of Carlsbad. The project are~ is located on the northwest
side of the intersection of Highland Drive and Adams Street, 1.0 km (0.6 miles) southeast
of the intersection of Tamarack and In~erstate 5, and comprises a portion of the nOlth shore
of Agua Hedionda Lagoon (Figure 1-2).
1.2 ENVIRONMENTAL SETTING
The coastal geology of the San Luis Rey quadrangle is dominated by a series of relatively
deep, uplifted and eroded Eocene .and early Pleistocene sediments now located along the
sea front. Uplifting and subsequent Holocene beach erosion have produced coastal
sandstone cliffs capped by cobble lenses formed within ancient river systems that once
traversed the pediment slopes of the more inland peninsular range.
This relatively uniform pattern of shoreline geology is punctuated by riverine channels that
intersect the shoreline as lagoons. The project area is located on the northern margin of
Agua Hedionda Lagoon, a major estuary along the Southern California coast. During the
late Pleistocene and early Holocene, rising sea level created lagoons from the mouths of
major river systems. With the stabilization of sea level, coastal lagoons gradually filled
with waterborne silts and began to loose their estuarine qualities. Eventually the lagoons
stabilized in a pattern of pruiial closure dUling portions of the year as sand and cobble bars
formed across their outlets to the Pacific Ocean. The subsequent lack of tidal flushing

changed the 'salinity levels and directly affected the type of molluscan, as well as other plant
and animal species present within the lagoon. This changy also affected the subsistence
economy of prehistoric populations that relied on these resources.
The setting has been modified by sediment accumulation and disturbance due to the
addition' of private residences and roads, but the physiographic setting remains relatively
unchanged from prehistoric times. The project area comprises a portion of a southwardly
descending ridge. The majority .of native vegetation was probably once coastal chaparral
and sage, although yearly discing to prevent the growth' of grasses has removed most
native species, except the large laurel sumac. Introduced ice plant noW surrounds the
parcel. Sediments consist primarily of sand with limited loam. Elevation within the parcel
ranges from 100 feet near Highland Drive at the south portion of the property to 125 feet at
the north end of the project area.
1.3 PREHISTORIC CULTURAL SETTING
The body of current archaeological research in San Diego County recognizes the existence
of at least two major periods of occupation (Early and Late). The Early Period is also
referred to as the Archaic Period and includes San Dieguito, La Jolla and Pauma
Complexes. The San Dieguito Complex is cited as the first sedentary culture of San Diego
County, radiocarbon dated as early as 9,000 years ago. The San Dieguito Complex is
poorly defined, and the interrelationship between inland, desert, and coastal assemblages
from this period is still a matter of controversy (Gallegos 1987). The initial occupation
(San bieguito Complex) is believed to represent a group of people who entered San Diego
County from the desert blinging with them cultural traits similar to those found in the Great
Basin, Mojave, and Colorado deserts. These people had a generalized economy in which
small bands hunted, fished, milled seeds, and collected and processed plants and shellfish.
The La Jolla and Pauma Complexes may represent seasonal or geographic variations of the
somewhat older and more generalized San Dieguito Complex.
Early Period (9,000 to 1,300 years ago) archaeological sites are generally representative of
e,conomic stability and slow cultural chang~ and include coastal shell habitation sites,
quarries and inland hunting and milling campsites,

During the Late Period (1,300 years ago to historic contact) the culture pattern is
continuous with present day Native Americans of San Diego County. Evidence Of these
highly refined socio-economic patterns can be observed in the numerous
Kumeyaay/Dieguefio and Luisefio habitation sites scattered over the landscape of San Diego
County. Artifacts and cultural patterns reflecting this Late Period pattern include small
projectile points.., pottery, obsidian from Obsidian Butte, and interment by cremation.
Although differences (including linguistic differences) exist between Luisefio and
Kumeyaay Native Americans, the long interaction between these groups, as well as
resources sought and processed, appears to have resulted in similar economic activities.
For the archaeologist, separation of Late Period sites by Native American culture group is a
difficult, if not impossible task.
The project area falls within the region identified as Luisefio (Kroeber 1925). Late Period
prehistoric use of local river drainages and lagoon margins is known to have been intensive
and includes a number of villages, temporary campsites and special activity sites. Many
small, Late Period shell processing sites were used during this time and are associated with
larger village sites as satellite camps and processing stations: '
1.4 RECORD SEARCH AND LITERATURE REVIEW RESULTS
Over 23 archaeological sites have been recorded within the past 20 year~ along the margin
of Agua Hedionda Lagoon. Most of these sites, were recorded prior to development of this
region.
A review of site location information provided by the South Coastal Information Center,
San Diego State University and the San Diego Museum of Man identified twelve sites
within one mile of the project area and one site (IN-130) within the project area. These sites
are primarily shell midden sites dating from 8000 years ago to historic contact
W-130 was previously recorded by Malcolm Rogers as a SD-II (with a trace of Lit II)
habitation site containing shell, charcoal, manos and metates located within approximately
15 acres. The site exists from the shore of Aqua Hedionda lagoon, up the ridge and north
past Adams Street and up Highland Drive. W-130, as marked on the San Luis Rey 7.5'
USGS (USGS 1968), was originally reported t6 contain a subsmface depth of 12 to 26
inches and an unusual number of Lit. II hearths (Rogers n.d.).

Site CA.:.SDI-10965 (SDM-W-131) is located west of the project area adjacent to the east
side of the Santa Fe Railroad holding. Survey, test, and data recovery programs were
c.onducted on this site by Carrico et al. (1984), and Gallegos and Carrico (1984). The data
recovery program identified a major Early Period habitation site focused on the exploitation
of lagoon resources. Subsequent development destroyed approximately ·70 percent of this
site.
A second site, CA-SDI-I0478 (SDM-W-3666), is located nOl1hwest of the project area on
a high bluff. This site was recorded and tested in 1986 (Pigniolo and Gallegos 1986;
Gallegos 1986). Subsurface testing produced 2 hammerstones, 4 cores, 13 flakes, 14
fragments of angular waste flakes, 17.6 g of bone, and 2,930.1 g of shell. Radiocarbon
dating of shell produced a date of 5520 ± 100 years before present. Site CA-SDI-10478
was disturbed by a house, underground lines and landscaping.
Another site, CA-SDI-13089, was recorded approximately 0.4 kIn (0.25 miles) west of the
present project area. This small, light density, shell midden was 30-40 cm deep and
contained Chione sp., Ostrea sp., Argopecten sp., Tagelus sp., and a single chiton plate.
Chione sp. shell· produced a radiocarbon date of 1130 ± 70 years B.P. and the site was
conside~ed not important under State and local guidelines (Strudwick and Gallegos 1993).
A recent survey and test for the Hubbs-Sea World Research Institute evaluated site CA
SDI-13076, a small temporary camp situated on the north shore near the mouth of Agua
Hedionda Lagoon (Eighmey et al. 1993). Fieldwork produced 1 core, 1 Tizon Brown
Ware potsherd, 24 fragments of debitage, L 7 g of bone and 249 g of marine shell. A
sample of shell from CA-SDI-13076 was radiocarbon dated to 1180 ± 70 years ago.
A review of early maps (USGS 1872, 1898, 1911a, 1911b, 1947) identified no early
structures within the project area. The first structures, within 0.8 km (0.5 miles) of the
project area, do not appear until the 1947 edition of the Oceanside 15' USGS map (USGS
1947), which sho.ws the expanding community of Carlsbad.

SECTION 2
METHODS, RESULTS AND RECOMMENDATIONS
2.1 METHODS
A field survey of the 0.4 acre project area north of Highland Drive and Adams Street
located 1.0 km (0.6 miles) southeast of the intersection of Tamarack and 1-5 in the City of
Carlsbad was conducted on March 11, 1994. Dennis Gallegos and Ivan Strudwick
conducted the field survey. The entire project area was surveyed using transects no wider
than ten meters.
'2.2 RESULTS
The project area is a vacant lot, bordered on the north, west and south by an intermittent
growth of ice plant. Non-native grass, iceplant, and several large 'sumacs are present
within the project area. The entire parcel slopes to the south and is extremely steep at the
south side, near Adams Street. Sediments within the parcel consist primarily of sand
becoming more of a sandy loam' where the presence of dense vegetation adds humus and
darker organic material. Ground visibility was excellent, in excess of 70%.
A portion of prehistoric shell midden site W -130 was identified within the project area
(Figure 2-1). A State of California Site Record Form for site W -130 has been submitted to
the South Coastal Information Center at San Diego State University; and, a State of
California Site Update form has been submitted to the San Diego of Man. Parcel size is
less than 40 by 40 m and several small fragments of Chione sp. marine shell were observed
over the entire parcel. In addition, 1 mano fragment (sandstone), 1 split cobble core
(metavolcanic) and 4 flakes (porphyritic volcanic, metavolcanic and quartz), and several
fragments of fire-affected rock were observed in the southeast corner of the parcel, on and .
near the steep slope north of Adams Street. Disturbance to the parcel exists in the form of
scattered fragments of concrete and mortar, as well as a graded-out area near the center of
the parcel. Due to the presence of artifacts on the slope above Adams Street in conjunction
with the bulldozer activity, it appears as though sediments on the parcel have been
bulldozed southward, toward the slope, in order to level the parceL
The road cut above Adams Street was carefully checked in a number of places and no
indication of an intact deposit were observed. In addition, rodent bUlTows and spoils were

checked for artifacts and/or shell, however, these were also negative. A cursory survey of
the south side of Adams Street (outside the project area) indicated shell and occasional lithic
debris increased toward the west.
2.3 SUMMARY AND RECOMMENDATIONS
The survey of the Moffatt pareel identified a highly disturbed portion of previously
recorded site W-130. Due to the sparse nature of surface artifacts; the amount of
disturbance present; and the absence of a subsurface cultural deposit as shown in the road
cut, the portion of W-130 'within the Moffatt parcel is identified as not important under
CEQA and City of Carlsbad Guidelines. No work is recommended for the portion of site
W-130 within the project area. The remaining portion of W-130, outside the Moffatt
parcel, will need testing to determine importance under CEQA. Sites identified as not
important need not be addressed as to impacts or mitigation of impacts.
