CALL TO ORDER: 3:00 p.m.
ROLL CALL: Fishman, Freedland, Rangus, Dillon, Schouwe
PLEDGE OF ALLEGIANCE: Commissioner Freedland led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Feb. 26, 2026
Motion by Commissioner Rangus, second by Vice Chair Dillon, to approve the Minutes as
presented. Motion carried, 4/0/1 (Fishman - Abstained)
PRESENTATIONS: None.
PUBLIC COMMENT: Barbara Segal offered feedback on the Senior Center meal program. She
suggested adding fruit options and mentioned that some meals include too much starch and
not enough fresh green vegetables. She also suggested offering cookies as a dessert from time
to time.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. STATUS REPORT ON THE PARKS & RECREATION DEPARTMENT MASTER PLAN - STRATEGIC
ACTION PLAN SUPPORT REFERENCES TO 2026 SENIOR COMMISSION WORK PLAN: Receive
the first biannual report on the Parks & Recreation Department Master Plan Strategic
Action Plan support references to the 2026 Senior Commission Work Plan. (Staff contact:
Eric Biggin, Parks & Recreation Department)
Recommended Action: Receive the report.

Mr. Biggin presented a PowerPoint presentation (on file in the Office of the City Clerk)
providing the biannual update on the 2026 Senior Commission Work Plan. The presentation
outlined four key categories: parks; maintenance and operations; programs, events, and
facilities; and funding and marketing. It also detailed specific goals and objectives aimed at
fostering an inclusive, accessible, and supportive community environment.
2. DEPARTMENT REPORT ON SENIOR ACTIVITIES AND PROGRAMS:
Receive a report on recently completed and upcoming Adults 50+ activities, donations, and
grants, as well as other topics of interest. (Staff Contact: Eric Biggin, Parks & Recreation
Department)
Recommendation: Receive the report.
Recreation Area Manager, Eric Biggin and Recreation Supervisor, Andi Koller presented a
PowerPoint presentation (on file in the Office of the City Clerk) on senior programs, activities,
donations, special revenue fund, and statistical reports.
The Commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Rangus introduced a motion to place the parks tour item on the Commission’s
June regular meeting agenda in order to discuss potential tour options. Second by Commissioner
Freedland – 5/0. Commissioner Rangus announced Hot Rods and Cool Treats Event on May 9,
2026, at Pine Avenue Community Park, 11:00 a.m. – 2:00 p.m.
Commissioner Fishman thanked the Commission for welcoming him and stated that he was
looking forward to contributing.
ANNOUNCEMENTS: None.
STAFF COMMENTS:
Recreation Services Manager Ashlee Williams welcomed Commissioner Fishman. Ms. Williams
reiterated the Hot Rods and Cool Treats Event on May 9, 2026, at Pine Avenue Community Park,
11:00 a.m. – 2:00 p.m., and mentioned the Fiesta at Rancho, a fundraising event for the California
History and Art Program, also on May 9, 2026, at Leo Carillo Ranch Historic Park. She thanked
those Commissioners who attended the department’s volunteer appreciation event. She
announced that the Boards and Commissions dinner will take place later this year, and is typically
held in October.
