Background The State Street Parking Lot EV Charging Stations Project (Project) will install six new EV charging stations serving 10 parking stalls that will be available for public use in the city-owned parking lot located at 3021 State Street in the Village. One existing EV charging station that serves two parking stalls is currently available in the parking lot. A total of 12 parking stalls will be available for public use, at the user's cost for the electricity, upon Project completion. On March 14, 2023, the City Council adopted Resolution No. 2023-075, authorizing execution of an application and agreement with San Diego Gas & Electric (SDGE) to install and maintain the new EV charging infrastructure. On July 23, 2024, the City Council adopted Resolution Nos. 2024-181 and 2024-182, authorizing executing a grant of easement to SDGE and purchase of the EV chargers from Westside Solutions, Inc., respectively. On October 29, 2024, the City Council authorized the City Manager, or designee, to accept a grant of $350,000 from the California Energy Commission for the Project and authorized an appropriation of funds from the Public Facilities Fees Fund to the Project budget. On January 13, 2026, staff published a Request for Bids for construction of the Project. The engineer's estimate for construction was $193,000. On February 3, 2026, the City Council authorized an appropriation of additional funding for the Project in an amount not to exceed $147,000. On March 10, 2026, the city received five bids. Staff subsequently reviewed the bids to determine the lowest responsible and responsive bidder. On May 1, 2026, the City Manager awarded a contract to lnCharge Energy, Inc. {lnCharge) for construction of the Project in an amount not to exceed $145,245. The work must be coordinated with SDGE, and upon completion of the work by lnCharge, SDGE will perform the final elements of the Project before energizing the six new EV charging stations. Next Steps lnCharge anticipates its portion of the Project will be completed in September 2026. Staff will work with SDGE to immediately perform its final scope. Upon completion of the SDGE work, staff will commission the EV charging stations and make them available for public use, which is expected to be in fall 2026.
