This memorandum provides information regarding a Same Day Solutions Fair, formerly known
as the Mobile Homeless Court and Resource Fair, to be held in Carlsbad on July 24, 2026,
from 9 a.m. to 1 p.m. The event will be hosted by the County of San Diego and the
District Attorney's Office in a portion of the parking lot at the City of Carlsbad Library Learning
Center, located at 3368 Eureka Place.
Background
The County of San Diego and District Attorney's Office contacted city staff about using a city
location to host a half-day Same Day Solutions Fair in Carlsbad. These fairs are held throughout
San Diego County on a rotating basis and are designed to increase access to Homeless Court
and related supportive services for people experiencing homelessness.
In the traditional courthouse setting, Homeless Court provides an avenue for alternative
disposition and potential dismissal of lower-level criminal offenses for people experiencing
homelessness. Through the Same Day Solutions Fair model, eligible participants can access
Homeless Court and supportive services in a more accessible, community-based setting.
People experiencing homelessness who want to participate in Homeless Court must sign up
through a local social service agency or contact the District Attorney's Office directly.
Participants then work with a Defense Attorney and engage in approved program activities,
such as life-skills classes, chemical dependency or AA/NA meetings, computer and literacy
classes, employment training or job search activities, medical care, mental health care and/or
counseling.
Successful participation in these activities can result in credit for time served, dismissal of
criminal charges, and/or the reduction or elimination of court-ordered fines and fees. These
alternative dispositions replace traditional court sentences such as fines, public work service
and custody. The alternative sentencing structure is not coercive or punitive in nature. Rather,

it is designed to address underlying factors contributing to a person's homelessness and
recognize the person's efforts to make changes that improve their stability and well-being.
Discussion
The Same Day Solutions Fair will be organized and hosted by the County of San Diego and the
District Attorney's Office. The County of San Diego previously held mobile Homeless Court
events in Carlsbad in July 2024 and June 2022. Both events went well, with no reported issues.
The City of Carlsbad has agreed to provide space for the event and will have staff on site, with
law enforcement in the area as appropriate. The city's role is to support coordination and
provide a suitable location, while the County of San Diego and District Attorney's Office will be
responsible for organizing and hosting the event.
The following legal and support services are expected to be available:
• Homeless Court Program, including one or more Deputy District Attorneys, Deputy
Public Defenders, the City Prosecutor, and an on-call judge via remote connection
• DMV services
• Child support services
• Benefit programs, including healthcare, disability, food assistance and related resources
• Detox and substance abuse treatment resources
• Library High School Diploma and Career Certificate Programs
Next Steps
The Same Day Solutions Fair will be held on July 24, 2026, from 9 a.m. to 1 p.m. in a portion of
the parking lot at the Library Learning Center, located at 3368 Eureka Place. Staff from the
City Attorney's Office, Police Department, Housing & Homeless Services Department, and
Library & Cultural Arts Department will participate in planning and on-site coordination to help
support a successful event.
