CALL TO ORDER: 4:01 p.m.
ROLL CALL: Coelho, Penseyres, Newlands, Kohl, Schuck.
Absent: Proulx, Nicholes.
INVOCATION: None.
PLEDGE OF ALLEGIANCE: Chair Coelho led the Pledge of Allegiance.
Commissioner Nicholes joined the meeting at 4:02 p.m.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on May 4, 2026.
Motion by Commissioner Schuck, seconded by Commissioner Kohl, to approve the minutes of
the Regular Meeting held on May 4, 2026, as stated. Motion carried, 5/0/1/1 (Newlands -
Abstain; Proulx -Absent).
PRESENTATIONS: None.
PUBLIC COMMENTS: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. FISCAL YEAR 2026-27 -TRAFFIC SAFETY & MOBILITY COMMISSION WORK PLAN: Provide staff
input on the fiscal year, or FY, 2026-27 Traffic Safety & Mobility Commission Work Plan for
future submittal to the City Council. (Staff contact: John Kim, Public Works Department)
Recommended Action: Provide input.
City Traffic Engineer John Kim reviewed a PowerPoint presentation (on file in the Office
of the City Clerk).
The Commission received the presentation.
Commissioner Schuck commented in support of increased interaction between the
Commission and the City Council.
In response to Chair Coelho's comment regarding adding topics related to parking to the
work plan, City Traffic Engineer Kim explained that staff already regularly bring parking

related items to the Commission prior to the City Council and the work plan is broad
enough to cover topics that would fall under the purview of the Commission.
Motion by Commissioner Kohl, seconded by Commissioner Newlands, to appoint
Commissioner Schuck to represent at the City Council meeting. Motion carried, 5/0/1/1
(Schuck -Abstain; Proulx -Absent).
Motion by Chair Coelho, seconded by Commissioner Schuck, to appoint Commissioner
Kohl to be the backup representative at the City Council meeting. Motion carries, 5/0/1/1
(Kohl -Abstain; Proulx-Absent).
2. COLLEGE BOULEVARD AND BOBCAT BOULEVARD MULTI-USE PATH AND ALGA ROAD
SIDEWALK, CAPITAL IMPROVEMENT PROGRAM PROJECT NO. 6002: Receive a presentation
and provide input on the preliminary design of the College Boulevard and Bobcat Boulevard
Multi-Use Path and Alga Road Sidewalk project. (Staff Contact: Nick Gorman, Public Works
Department)
Recommended Action: Receive the presentation and provide input.
Senior Engineer Miriam Jim reviewed a PowerPoint presentation (on file in the Office of
the City Clerk).
The Commission received the presentation.
Christina McGoldrick spoke in support of the College Boulevard and Bobcat Boulevard
Multi-Use Path and Alga Road Sidewalk project. She posed questions regarding right of
way assignments at Inlet Drive, Plains Way, and Rich Field Drive, installation of separate
pedestrian and bicycle crossing signals, No Right Turn on Red restrictions during
pedestrian crossing intervals, STOP signs at the entrance of Rich Field Drive, and the
measures considered to ensure safe transitions for bicyclists.
In response to Commissioner Schuck's inquiry regarding the transitions of the bike path
at intersections, Senior Engineer Jim responded that the project is still in preliminary
design and the consultant will conduct a traffic analysis for the multi-use path at the
intersections.
In response to Commissioner Nicholes' inquiry regarding accessing the school at Cannon
Road and College Boulevard, Senior Engineer Jim explained that there are multiple
intersections along College Boulevard between Carlsbad Village Drive and Bobcat
Boulevard that students can use to access the multi-use path.
Commissioner Nicholes commented that projections would be helpful to determine
effectiveness of the improvements.

In response to Commissioner Kohl's comment regarding the need for a multi-use path in
addition to the bike lane, Senior Engineer Jim explained that providing both options would
accommodate different levels of bicyclists and that the multi-use path is designed to
alleviate conflict for students accessing the school, especially those less comfortable with
traveling alongside vehicles.
Vice-Chair Penseyres spoke about establishing right-of-way at each of the intersections
that cross the multi-use path.
Vice-Chair Penseyres expressed concern with bicyclists speeding on the downhill portion
of the multi-use path and recommended a posted speed limit.
Vice-Chair Penseyres recommended relocating the vehicle travel lanes on eastbound
Bobcat Boulevard against the curb and moving the bike lanes to the left of the vehicle
travel lanes since all bicycles must turn left to reach the bicycle parking areas.
3. ALL-WAY STOP CONTROL AT THE INTERSECTIONS OF ALICANTE ROAD AND GALENA AVENUE,
CALLE HIDALGO AND CAMINO DE AMIGOS, AND PASEO CERRO AND PASEO DESCANSO:
Support staff's recommendation to install all-way stop control at the intersections of Alicante
Road and Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo
Descanso. (Staff Contact: Miriam Jim and Lindy Pham, Public Works Department)
Recommended Action: Support staff's recommendation

Todd Schonenberg spoke in support of installing all-way stop control at the intersection of
Paseo Cerro and Paseo Descanso. He recommended installation of a speed limit sign on
Paseo Descanso.
John Post spoke in support of installing all-way stop control at the intersection of Alicante
Road and Galena Avenue.
Brenda Post spoke in support of installing a/I-way stop control at the intersection of
Alicante Road and Galena Avenue. She posed questions regarding consideration of a
roundabout and speed bumps along Alicante Road.
Commissioner Kohl spoke in support of installing all-way stop control at the intersection
of Alicante Road and Galena Avenue.
In response to Commissioner Kohl's concern regarding traffic overflow if an all-way stop
control was installed at the intersection of Calle Hidalgo and Camino De Amigos, Associate

Engineer Pham explained that there is currently a nearly 300-foot-long dedicated right
turn lane on Melrose Drive and staff do not expect traffic to overflow based on observed
volume.
In response to Commissioner Kohl's recommendation to install only one STOP sign on
Paseo Cerro, Senior Engineer Jim explained that the all-way stop control is recommended
to assign right of way and reduce driver confusion.
In response to Vice-Chair Penseyres' inquiry regarding the intersections we selected,
Associate Engineer Pham explained that staff analyze the intersections based on resident
concerns received. City Traffic Engineer John Kim further explained that a single resident
concern sent to staff is sufficient to initiate analysis of an intersection.
Chair Coelho spoke in support of installing all-way stop control at the intersections of
Paseo Cerro and Paseo Descanso and Calle Hidalgo and Camino De Amigos.
In response to Chair Coelho's concern regarding speeding on Alicante Road, Senior
Engineer Jim responded that staff could consider installing additional signage to warn
drivers of the stop ahead.
Minute motion by Vice-Chair Penseyres to separate each intersection for consideration
and vote. Motion failed due to lack of a second.
Motion by Commissioner Kohl, seconded by Commissioner Schuck, to support staff's
recommendation to install all-way stop control at the intersections of Alicante Road and
Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo
Descanso. Motion carried, 5/0/1/1 (Penseyres -Abstain; Proulx -Absent).
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Schuck requested staff consider looking into additional parking opportunities
along westbound Grande Avenue between Jefferson Street and Madison Street.
In response to Commissioner Nicholes' inquiry regarding traffic signal timing, City Traffic Engineer
John Kim responded that a presentation on the topic would be brought to the Commission soon.
In response to Commission Schuck's request, Transportation Director/City Engineer Tom Frank
further added the project for additional parking opportunities on Grand Avenue are moving
forward to final design.
In response to Commissioner Kohl's inquiry regarding the different speed limits along Melrose
Drive between Rancho Santa Fe Road and Palomar Airport Road, City Traffic Engineer Kim
explained that staff could look into it but had not received any requests for analysis.
Transportation Director/City Engineer Frank added that staff would coordinate with the Police
Department.

In response to Vice-Chair Penseyres' inquiry regarding any updates to the resident request on
Simsbury Court, Deputy City Manager, Public Works Paz Gomez confirmed that she had visited
the location, but no analysis has been performed. She confirmed that staff would provide an
update.
In response to Vice-Chair Penseyres' request for analysis of the intersections along Chinquapin
Avenue, Transportation Director/City Engineer Frank confirmed staff would look into it.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Commission have been invited to, and may
participate in. No announcements were made.
