Executive Summary
In 2018, the City Council asked staff to present updates twice a year on coordinated policies,
programs and projects that improve different ways people move around the city, whether by
walking, biking, rolling, taking transit or driving. This report provides an update on the progress
of these efforts over the last six months, Jan. 1, 2026, through June 30, 2026, and goals for the
next six months.
Staff have advanced several high-priority initiatives and projects to improve mobility conditions
focusing on safety, cost-effectiveness and improving parking availability. Staff are making
progress on approximately 60 projects in the five-year Capital Improvement Program, or CIP,
that are in various stages of completion from early feasibility studies and planning to finishing
up construction.
Explanation & Analysis
The Transportation Department manages the city’s roadways and drainage systems that keep
streets, bike lanes and sidewalks usable in all weather, including rainstorms. The city’s Capital
Improvement Program includes over 100 street and drainage projects, ranging from
coordinating traffic signal timing and slowing down traffic in neighborhoods to redesigning
streets to meet modern standards outlined in the Mobility Element in the city’s General Plan,
the section focused on transportation.
The following is an update on initiatives that address mobility, how people travel within the
city, and how the city manages its roadways and drainage assets.

Past six months (January to June 2026):
•Addressed an emergency repair on El Camino Real and Carlsbad Village Drive
•Addressed an emergency repair on the storm drain west of Carlsbad Boulevard and
north of Solamar Drive
•Completed construction of the El Camino Real Widening from Sunny Creek Road to
Jackspar Drive
•Presented the city’s Traffic Management Program for City Council adoption, formerly
named the Carlsbad Residential Traffic Management Program, which was initially
adopted in 2001 and updated in 2011
•Completed the traffic calming effort process for Celinda Drive
•Began the traffic calming effort for Anillo Way, La Gran Via and Madrilena Way
•Prepared and submitted several annual reports to various transportation agencies
including the San Diego Association of Governments, or SANDAG, California
Department of Transportation, or Caltrans, and California Transportation Commission
to secure funding for transportation projects
•Continued to update GIS asset inventory data associated with transportation,
drainage, facilities, and parks and recreation assets
•Completed annual monitoring and surveying for 13 Carlsbad employers that are
required to comply with the city’s Transportation Demand Management ordinance,
which is intended to reduce the number of single-occupant vehicle trips by businesses
in Carlsbad
•Received City Council approval of the Fiscal Year 2026-27 Traffic Safety and Mobility
Commission Work Plan
•Advanced the Drainage Master Plan Update and presented to the Planning
Commission
•Continued to provide drainage engineering and flood control support to the Land
Development Engineering Division in the Community Development Department and
•Continue required reporting to secure transportation project funding from a variety of
transportation agencies including SANDAG, Caltrans, California Transportation
Commission and federal agencies
•Continue to provide updates to the city’s GIS inventory data associated with
transportation, drainage, facilities, and parks and recreation assets
•Reach out to Carlsbad area school districts to identify additional schools for FY 2026-27

•Finalize the annual Growth Management Plan Circulation Section Report
•Begin updates to the city’s Transportation Impact Analysis Guidelines

Consistent with the City Council’s Strategic Plan, the city’s CIP includes a more focused list of
high-priority transportation and drainage projects. The following table highlights the progress
of CIP projects that focus on improving the safety and convenience of all road users. Additional
project information is included in the Transportation Department CIP Project Status Update as
of June 30, 2026, provided in Exhibit 1.

The city optimizes maintenance efforts on its transportation and drainage assets to preserve

This item is a presentation on the work related to management of the city’s transportation and
drainage assets, and it has no fiscal impact.
Next Steps
The next semiannual transportation report will be presented in January 2027.
Environmental Evaluation
The proposed action is not a “project” as defined by the California Environmental Quality Act,
or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require
environment review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the
proposed action to receive the Transportation Semiannual Report is an organizational or
administrative government activity that does not involve any commitment to any specific
project which may result in a potentially significant physical impact on the environment. Any
subsequent action or direction stemming from the proposed action may require preparation of
an environmental document in accordance with CEQA or the CEQA Guidelines.

The Transportation Department implements improvement projects and critical major
maintenance for roadway and drainage infrastructure as part of the City of Carlsbad’s Capital
Improvement Program (CIP). This update highlights the status of several high priority and
critical need transportation and drainage projects.

This ongoing annual program is designed to extend
the service life of city streets and maintain a
smooth and safe driving surface for vehicles. The
city utilizes a pavement management database to
determine pavement management needs for the
purpose of establishing which streets are to be
slurry sealed, overlaid or reconstructed. On a
periodic basis, the conditions of the roads are field
surveyed, and the pavement management
database is updated to reflect current conditions.
Each year, specific pavement management projects
are defined, funding is programmed and a CIP
pavement project is budgeted.

This project has two phases as part of the Village
and Barrio Master Plan which recommends
pedestrian scale lighting. Phase 1 is complete, and

Barrio Parking Improvements, 6119
This project was approved by the City Council on
Dec. 9, 2025, to implement new parking
opportunities in the Barrio neighborhood. The first
project is the final design of perpendicular parking
spaces on Chestnut Avenue east of Madison Street.
A study is also being finalized to evaluate parking
opportunities on Palm Avenue, Pine Avenue and
Madison Street, with results to be provided to the
City Council in summer 2026.

Barrio Traffic Calming, 4015
This project includes traffic calming improvements
such as additional stop signs, a raised crosswalk,
high-visibility crosswalks at selected locations and a

in this project.

This program implements improvements based on
an evaluation process to determine whether a
roadway is eligible for traffic calming measures.
The 2026 program update was adopted by the City
Council at its April 14, 2026, meeting and is
renamed the Traffic Management Program.
Celinda Drive: Staff completed Phase II for Celinda
Drive with a neighborhood meeting conducted on
Nov. 12, 2025, to present a traffic calming concept
plan and to receive feedback from the community.
Results from a mail survey to gauge community
support for the proposed traffic calming plan for
Celinda Drive did not meet the required threshold
to proceed. This proposed project is not moving
forward.
Anillo Way, La Gran Via and Madrilena Way: A
neighborhood meeting was conducted on June 3,
2026, to present a traffic calming concept plan and
to receive feedback from the community.

2027 Surface Drainage Improvements Project

This project includes improvements to surface
drainage conditions on several streets within the
northwest quadrant area of the city, including
installation of concrete curbs, gutters, swales and
gravel to reduce erosion and improve drainage.

Agua Hedionda Creek Vegetation Maintenance
Project, 6629
Project includes vegetation clearing and removal
within the section of the Agua Hedionda Creek
confined by the bridges of El Camino Real and
Cannon Road. This maintenance improves flood
capacity of the stream, thereby improving flood
protection. The permitting agency confirmed in
fiscal year 2020-21 that the creek can be cleared
multiple times per year. Channel maintenance was
performed in October 2025 and January/February
2026.

This project includes long-term channel
maintenance of Buena Vista Creek between the
bridges of South Vista Way and Haymar Drive with
continued collaboration with the City of Oceanside
for portions of channel within its jurisdiction. The
CIP includes coordinating with jurisdictional
agencies to determine the scope, environmental
permitting and habitat mitigation requirements for
long-term channel maintenance of the earthen
section.
Maintenance of the concrete portion of the channel
will be funded by the maintenance and operations
budget.

Drainage Master Plan Project BCB – Magnolia
Avenue Drainage Improvements Project, Citywide
Drainage Improvement Program, 6608
Phase I was completed in mid-2022 on Magnolia
Avenue which installed a 30-inch diameter storm
drain pipeline on Magnolia Avenue from Brady
Circle to Monroe Street. Split into two separate
construction phases during the summer months
due to the proximity of nearby schools, Phase II will
provide a storm drain lateral on Valley Street,
planned for summer 2027.

This project includes drainage improvements and
slope stabilization to a city-owned earthen drainage
channel on the east side of El Camino Real from
Chestnut Avenue to Tamarack Avenue. The
objective of the project is to restore the channel by
stabilizing slopes to mitigate against erosion during
storm events and help reduce sediment transport
to the Agua Hedionda Lagoon.
