Recommended Action
Support staff’s recommendation to implement the Maverick Way and Camino De Los Coches
Traffic Signal Modification, Capital Improvement Program, or CIP, Project No. 6332.
Background
In response to a request from La Costa Canyon High School, left-turn control at the traffic signal
on Camino De Los Coches at Maverick Way and the Stagecoach Park entrance was changed
from permissive to protected operation in 2016.
Explanation & Analysis
When the intersection was modified from permissive to protected left-turn operation, the
existing mast arm lengths prevented the left-turn signal heads from being positioned directly
over the left-turn lanes. This project will replace the signal poles and mast arms on the Camino
De Los Coches approaches, allowing the left-turn signal heads to be properly aligned with their
respective left-turn lanes.
This project will also reconstruct the curb ramps at all four corners of the intersection to bring
them into compliance with the Americans with Disabilities Act, or ADA. Because the curb ramps
will be reconstructed, the project also provides an opportunity to improve the alignment of the
left-turn signal heads with the left-turn lanes.
In addition to the signal pole and mast arm replacements and the curb ramp improvements, the
project includes the following traffic signal upgrades:
•Traffic signal cabinet replacement
•Vehicle detection system replacement
•Battery backup system replacement
•Accessible pedestrian signal (audible)
•Yellow retroreflective signal head backplates

•Emergency vehicle preemption detection system with confirmation light
Next Steps
Following the Traffic Safety & Mobility Commission’s review, staff will finalize the plans,
specifications and estimates with the goal of advertising the project for bids in summer/fall
2026. Following completion of the bidding process, staff will return to the City Council with a
recommendation to award a construction contract to the lowest responsive and responsible
bidder.
