Recommended Action
Support staff’s recommendation to implement the Traffic Signal Cabinet Upgrades, Capital
Improvement Program, or CIP, Project No. 6637.
Background
Traffic signal cabinets, located along city roadways, house and protect the equipment used to
operate traffic signals. This project will make improvements at several locations to enhance the
safety, reliability and maintainability of the traffic signal system.
Explanation & Analysis
This project includes the following improvements:
El Camino Real and Dove Lane
The existing traffic signal cabinet was constructed on a tall foundation, likely due to the
adjacent embankment slope and site access constraints. The elevated foundation makes it
difficult for technicians to safely perform maintenance on the upper cabinet components and
top shelf. It also increases the difficulty of lifting and replacing heavy equipment.
A low retaining wall will be constructed to allow the upgraded traffic signal cabinet to be
installed closer to grade. In addition, the battery backup system will be upgraded, and an
accessible pedestrian system will be installed.
Carlsbad Village Drive and Concord Street
The existing signal cabinet is a small, older style model with no battery backup capabilities. The
signal cabinet will be upgraded, a new battery backup system will be installed and an accessible
pedestrian system will also be installed.
El Camino Real and Hosp Lane
The existing electrical service pedestal can make it difficult for pedestrians to access the
pedestrian push buttons on the northwest corner of the intersection. The initial project

description included relocating the service pedestal. However, during preliminary design, it was
determined that relocating the pedestal would be more complex and costly than anticipated
because it would require demolition and reconstruction of the curb return and adjacent
sidewalk.
Instead, a new pedestrian pole will be installed on the northwest corner of the intersection to
relocate the pedestrian pushbuttons to a more accessible location. In addition, a new accessible
pedestrian system will be installed.
Next Steps
Following the Traffic Safety & Mobility Commission’s review, staff will finalize the plans,
specifications and estimates with the goal of advertising the project for bids in summer/fall
2026. Following completion of the bidding process, staff will return to the City Council, if
required based on the project cost, with a recommendation to award a construction contract to
the lowest responsive and responsible bidder.
