Executive Summary In 2023, residents expressed concerns about unlawful and unwanted behavior, including loud music and other noise, littering, reckless driving, underage drinking, and drug use, along the 7200 block of Babilonia Street and requested the city to prohibit overnight parking along the west side of this part of Babilonia Street. On June 3, 2024, the Traffic Safety & Mobility Commission voted to support restricting overnight parking on this segment of Babilonia Street. On July 23, 2024, the City Council adopted an ordinance amending Title 10, Chapter 10.40 of the Carlsbad Municipal Code to restrict overnight parking between the hours of 11 p.m. and 5 a.m. along the west and east curb lines of Babilonia Street, from the south property line of 7151 Babilonia Street to the north property line of 7233 Babilonia Street. Since the overnight parking restriction on Babilonia Street was in place in August 2024, residents continued to report and express concerns about unlawful behavior on this block of Babilonia Street within and outside of the parking restriction hours on Babilonia Street. A petition signed by 29 residents on Babilonia Street and in the nearby area requesting to replace the existing overnight parking restriction signs with “no parking any time” signs on Babilonia Street was received by the city in April 2026. Despite current overnight parking restrictions, the Police Department continues to receive a high volume of calls for service in the 7100 and 7200 blocks of Babilonia Street regarding illegal parking, noise complaints, suspicious activity and street racing. Implementing permanent TRAFFIC SAFETY & MOBILITY COMMISSION July 6, 2026 Item #5 Page 1 of 24 parking restrictions in this area is expected to significantly alleviate this heavy demand for law enforcement resources. Explanation & Analysis The 7200 block of Babilonia Street has an unobstructed view over an open lot looking southwest onto the Batiquitos Lagoon and the ocean. Residents of the 7200 block of Babilonia Street, north and west of El Fuerte Street, see Exhibit 1, have expressed concerns about the unlawful and unwanted behaviors, including vehicle racing, littering, loud music, and drug use, that continue to occur at night and during the daytime. These behaviors have disturbed the peace for these residents. A petition signed by 29 residents in the area requesting to replace the existing overnight parking restriction signs with “no parking any time” signs on Babilonia Street was submitted to the city’s Traffic and Mobility Division, see Exhibit 2. Since the overnight parking restrictions took effect on Babilonia Street in August 2024, the Police Department has registered 176 calls for service in the area. In response, the department implemented extra patrols and deployed a visible monitoring camera to deter illegal activities. Establishing permanent parking restrictions such as red curbs and updated signage on both sides of Babilonia Street could further deter unlawful behavior while allowing department resources to be redeployed to other higher-priority areas. Community Outreach Staff have notified residents who would be affected by the proposed parking restriction on Babilonia Street. Correspondence received is provided in Exhibit 3. •Doorhangers to residents in the area •Email to residents in the area Options Staff recommends the commission considers the following options in response to the residents concerns and petition received about restricting parking on Babilonia Street: Option 1 Amend the Carlsbad Municipal Code to establish no parking any time zone on both sides of Babilonia Street, with red curbs and updated signage, from the south property line of 7151 Babilonia Street to approximately 450 feet west of El Fuerte Street. Pros: •Would further deter unlawful behavior on this stretch of Babilonia Street •Allow Police Department resources to be redeployed to other higher-priority areas •Address concerns raised by the residents Cons: •Parking will not be available for residents and guests on this stretch of Babilonia Street •May increase parking violations on Babilonia Street Option 2 Make no amendments or changes to the existing overnight parking restriction on Babilonia Street. I am the son of Fred Starr Sr. and Indra Starr where we reside at 7204 Babilonia st. I was the first class to attend La Costa Elementary and I graduated from Carlsbad High School so it’s safe to say I am a proud local. I moved back into my families property late in 2025 where I noticed many younger individuals (high school and college age) playing loud music, racing cars and revving vehicle exhausts mainly throughout the night on a daily basis. Our residence sits in the middle of Babilonia St. where we are Isolated from the other house’s that are located further down the street going East or West. The first month moving in I personally witnessed narcotic exchanges during day and night and unlawful criminal behavior by a certain group towards me! I have called Carlsbad Police Department so many times they know me by voice and name over the phone which frankly is sad. Carlsbad Police officers and dispatchers have done a good job overall trying to reduce the vehicle racing, hanging out after 11pm and trying to catch or ID suspects who have threaten to “Kill me and my family!” I have had 7 serious incidents where I have called CPD immediately to come out and address suspects criminal behavior and tone towards me. I have retained a Attorney and filed a Restraining Order against the main suspect as I write this letter to your department. When I was younger I lived at this property for 9 years in the 2000’s and I don’t recall calling CPD one time. I will not tolerate criminal behavior or actions July 6, 2026 Item #5 Page 14 of 24 here to use and sell drugs and threaten myself or my family. I have asked CPD for a narcotics unit or maybe undercover units if possible. I received no response from the police department concerning that. I believe the serious threats that have been made to myself mainly are driven by Narcotics. Possible gang activity by way of narcotics (cocaine or controlled substances not just marijuana). I have Incident numbers since being threatened since 1/09/2026, harassed, stalking, and now death threats which is all Criminal. In fact, 2/1/2026, main suspect brought a friend or associate to fight me physically when I was exiting my gate. I have done everything in my power to be Civil and try to make the right decision. My parents are retired and while I live with them I do my best to ensure our safety. I am respectfully asking the City to replace the current Parking Time Restrictions To “No Parking at all” and Paint the Street Curbs Red where the Signs are. For the few properties that have the signs in front of them, they can be issued parking permits to legally park. I am confident that this Enforcement from the City will Deter and Ultimately eliminate The unwanted criminal behavior and groups that has been existing here for some time. We have lived here for the past 20 years. We have noticed the degradation of, and the illegal activity happening around the empty lot on Babilonia St. over the past 6-8 years. It used to be a spot that people parked to watch the sunset and enjoy the views. But the last 6-8 years it had become more of a teenage hang out to party and drink. The past 5 years it seems as if the "visitors" have gotten older and more drug related happenings. It's awkward to walk my dog along that stretch of the street at cert police camera/trailer was parked there a few years ago, that helped keep the traffic down. I'm not sure what the best solution is, as I don't believe people will adhere to the red curbs or no parking signs. Maybe permit only parking signs will help, but not sure they will care or adhere to those, as nothing will probably happen to them while they are parked there. I support the need to replace current parking signs with "no parking at any time" signs in addition to painting the curb red. The list below identifies the reasons I support this. On-going illegal and unwanted behavior on Babilonia Street that poses risks to residents and civil visitors which includes drug-dealing, high speed and reckless driving, littering, threatening, etc. • I personally have witnessed the same offenders on Babilonia Street on a regular basis. • I personally witnessed a couple walking their dog nearly killed by a high- was on the other side and quickly moved my dogs to a lawn. The offender was driving a burgundy Hummer, and the incident was reported. Later the plates were identified and noted as having fake license plates on the back of the car with evidence. It's my understanding that the Carlsbad Police Department did not follow up. • I personally witnessed vandalized property at 7203 Babilonia and regularly witness the trespassing of the private property. • There is on-going littering of the street most notably at the 7203 property. The owner of the property provided trash and recycling bins but many still litter. The owner now hires people to clean up all the litter on the private property which includes broken bottles. In addition, I've seen numerous residents with trash bags and wearing gloves cleaning up the street from all the litter/trash and items that pose a safety concern. trash away was physically threatened. • I witnessed a repeat offender scaring a child on a bicycle. • I've been told by a resident who lives directly across from 7203 that he and his family have been physically threatened numerous times and issues there occur frequently and regularly. I live on Babilonia Street and because of my close proximity to the area with the most significant issues, I constantly walk my dogs by this area who are now frightened due to the erratic behavior of the offenders on the street. In order for me to avoid the area, I would have to walk El Fuerte instead which is a steep hill and doesn't have sidewalks. I won't walk the street when the sun has set due to fear of my own personal safety and that of my dogs. There are offenders driving at very accelerated speeds regularly and constant unpredictable behavior of those on the street. The Carlsbad Police Department has been notified countless times of problems on this street. I hope the Commission understands that the safety of residents and civil visitors is at constant risk. Restricting parking at all hours goes far beyond what is reasonable. Our home regularly has caregivers, cleaners, contractors, and other service providers who need a place to park. We also have family, friends, and our children’s friends visiting throughout the week. We enjoy hosting gatherings that often include young chil parking is essential to making our home accessible to them. We also own a trailer that cannot fit at the top of our driveway. At times, we need to park it on the street temporarily while preparing and packing for trips. A complete parking ban would make that impossible. I also understand that the individual leading this petition does not live on Babilonia Street but on Obelisco Circle. While I respect everyone’s right to voice concerns, I believe decisions that fundamentally affect the daily lives of Babilonia Street residents should give significant weight to the perspectives of those of us who actually live on this street and rely on its parking every day. We signed the petition to paint the curbs red. We strongly support painting the curbs red to signify NO PARKING at any time of that portion of Babilonia St. that already has NO PARKING from 11 p.m. to 5 a.m. signs posted. These newer signs have not deterred the use of Babilonia St. for individuals to sell drugs and break the law or the kids to continue to party late into the night, speed and create havoc on our streets. Recently the problems have escalated with observations of drug trafficking, harassment and stalking by the individuals who are visiting this area. Our concerns involve drug trafficking as observed by cameras and neighbors' drive-by observations seeing one or two cars repeatedly parked there and other cars driving up, getting out, meeting briefly with the other and then departing. The problems of this portion of our street are well documented with hundreds of calls over the years from neighbors reporting trespassing, loud music, underage alcohol use, leftover trash, condoms, underwear, etc. Now it is time to take the right action to send a message to those breaking the law and restore safety and peace to our residential neighborhood. We would like to vote yes on there being no parking allowed on Babylonia. Regularly we hear people on that street making a lot of noise and o en when I’m walking my dog in the morning I see the Ferris of the evening before including fast food, wrappers, soda, cans, beer, cans used condoms it’s really not a nice thing to walk and see in such a nice neighborhood. It’s a shame that the people use the street cannot respect the street but it seems that they can’t therefore I don’t think they should be allowed to park on the street. People stop along Babilonia Street to enjoy the view, but those who are causing disturbances are generally not parking their vehicles and leaving them there. They’re loitering. A no parking sign won’t deter them. Eliminating parking for residents and their guests will not address the underlying issue. A “No Parking Any Time” restriction would primarily inconvenience the people who live on this street while doing little to deter the behavior that prompted these concerns. I understand why the city is looking at this issue. Babilonia Street has beautiful views, and there are occasions when people, including young people, park and congregate there late at night. However, in my experience, disruptive behavior is rare and typically occurs at night when it does occur. A blanket “no parking any time” restriction would be a significant overreach in response to a problem that appears to be limited and primarily nighttime-related. For residents, all-hours parking restrictions would create a serious hindrance to normal daily living. Residents rely on street parking for guests, landscapers, housekeepers, contractors, caregivers, deliveries, and other ordinary needs. Eliminating parking entirely would make these routine activities much more difficult, and in some cases practically impossible, for the people who live on the street. I respectfully ask the Commission to consider alternatives that address late-night concerns without imposing an all-day restriction on residents and their guests. For example, the city could consider targeted enforcement of existing overnight restrictions, limited late-night parking/stopping restrictions, resident/guest permit options, or red curbs only in specific areas where there is a demonstrated safety concern. I appreciate the city’s attention to resident concerns, but I do not believe an all-hours parking ban is the right solution. Please consider a more targeted approach that balances neighborhood quality of life with the practical needs of Babilonia Street residents.
