Fiscal Analysis This action has no fiscal impact. Environmental Evaluation The proposed action is not a “project” as defined by California Environmental Quality Act, or CEQA, Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the proposed action to receive an update from the Police Chief regarding the Community-Oriented Policing and Problem-Solving Team is an organizational or administrative government activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or CEQA Guidelines. Exhibits None. Community-Police Engagement Commission July 14, 2026 Item #2 Page 1 of 1 Community-Oriented Policing and Problem-Solving Team Update Christie Calderwood, Chief of Police July 14, 2026 2 COMMUNITY ENGAGEMENT DIVISION I T E M 2 : C O P P S T E A M U P D AT E •City Council approved the addition of 6 Police Officers on 3/24/26 to implement a Community Engagement Division with a COPPS Team •Recruitment began immediately with the team staffed and on 7/1/26 3 DEDICATED OFFICERS •1 Lieutenant overseeing Community Engagement Division: COPPS Team, HOT Team, and Rangers •1 Sergeant and 4 Officers on COPPS Team •1 Officer assigned to each Council District I T E M 2 : C O P P S T E A M U P D AT E 4 I T E M 2 : C O P P S T E A M U P D AT E Mission of the COPPS Team: •Enhance public safety and improve quality of life in Carlsbad •Revitalize Neighborhood Watch Programs to assist in crime prevention •Build relationships with community stakeholders to include local businesses, Carlsbad Village Association and the Chamber of Commerce to deter crime •Enhance public trust through a collaborative approach of handling issues •Tackle crime trends with long-term solutions, rather than a short-term fix •Train in and use “Crime Prevention Through Environmental Design” to address issues when possible 5 INITIAL ACCOMPLISHMENTS I T E M 2 : C O P P S T E A M U P D AT E Vandalism arrest at Crossings Golf Course Targeted Enforcement at La Costa Town Square Strategic Partnerships at Agua Hedionda Lagoon/Trestles 6 COMMUNICATION •COPPS Team has a designated email address to submit information and inquiries: PoliceCOPPS@carlsbadca.gov I T E M 2 : C O P P S T E A M U P D AT E 7 I T E M 2 : C O P P S T E A M U P D AT E QUESTIONS?
