COMMUNITY-POLICE ENGAGEMENT COMMISSION
Special Meeting
CALL TO ORDER: 5 p.m.
ROLL CALL: Connolly, Gish, Novak, Frazee, Zepeda Jr.
PLEDGE OF ALLEGIANCE: Commissioner Novak led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held Oct. 27, 2025
Motion by Commissioner Connolly, seconded by Commissioner Frazee, to approve the minutes
as presented. Motion carried unanimously, 5/0.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. CHAIR AND VICE CHAIR SELECTION: Accept nominations from the floor and adopt resolutions
selecting a Chair and Vice Chair for the Community-Police Engagement Commission for terms
ending December 2026. (Staff contact: Faviola Medina, City Manager)
Recommended Action: Accept nominations and adopt the resolutions.
Motion by Commissioner Frazee, seconded by Commissioner Novak, to adopt Resolution No.
2026-001 naming Commissioner Zepeda, Jr. as Chair. Motion carried unanimously, 5/0.
Motion by Commissioner Zepeda, Jr., seconded by Commissioner Novak, to adopt Resolution
No. 2026-002 naming Commissioner Frazee as Vice Chair. Motion carried unanimously, 5/0.
2. 2026 COMMUNITY-POLICE ENGAGEMENT COMMISSION REGULAR MEETING CALENDAR:
Adopt a resolution approving the 2026 Community-Police Engagement Commission Regular
Meeting Calendar. (Staff contact: Faviola Medina, City Manager)
Recommended Action: Adopt the resolution.

Director of Constituent and Clerk Services Faviola Medina provided an overview of the item.
Community-Police Engagement Commission adopted Resolution No. 2026-003. Motion
carried unanimously, 5/0.
3.CERT TRAINING PROGRAM PRESENTATION: Receive a presentation from the Assistant
Director of Emergency Services on the City of Carlsbad’s CERT Training Program. (Staff
contact: Kim Young, Fire)
Recommended Action: Receive the presentation.
Assistant Director of Emergency Services Kim Young presented the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk).
The Commission received the presentation.
4.UPDATE ON FEDERAL ACTIVITIES IN THE CITY OF CARLSBAD: Receive a presentation from the
Chief of Police regarding the update provided to the City Council at the Feb. 3, 2026, City
Council Meeting on what the Carlsbad Police Department has observed in terms of federal
activities within the City of Carlsbad. (Staff contact: Christie Calderwood, Police)
Recommended Action: Receive the presentation.
Chief of Police Christie Calderwood presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The Commission received the presentation.
5.POLICE CHIEF’S REPORT ON RECENT COMMUNITY EVENTS: Receive a report from the Chief
of Police regarding recent events in the City of Carlsbad. (Staff contact: Christie Calderwood,
Police)
Recommended Action: Receive the report.
Chief of Police Christie Calderwood presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The Commission received the report.
COMMISSION MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
This portion of the agenda is for the Commission to make brief announcements, brief reports of
their activities and requests for future agenda items.

STAFF COMMENTS:
At the previous request of the commission, Director of Constituent and Clerk Services Faviola
Medina provided report out of outstanding items to be considered at a future commission
meeting.
ADJOURNMENT: Commissioner Zepeda adjourned the duly noticed meeting at 6:09 p.m.
