PURCHASE OF EXCESS WORKERS’ COMPENSATION INSURANCE FOR POLICY YEAR 2026-2027 – Adopt a resolution authorizing the purchase of excess workers’ compensation insurance through Safety National Casualty Corporation for policy year 2026-27 for $356,851. DESIGNATION OF VOTING DELEGATES AND ALTERNATES FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE – Adoption of a resolution designating City Council Member Teresa Acosta as the voting delegate and City Manager Geoff Patnoe as the alternate voting delegate for the League of California Cities Annual Conference and Expo to be held in Anaheim on Sept. 23-25, 2026. CONTINUING THE DECLARATION OF A LOCAL EMERGENCY CONDITION IN THE NORTH AGUA HEDIONDA INTERCEPTOR SEWER IN THE HEDIONDA POINT NEIGHBORHOOD AND AUTHORIZING THE CITY MANAGER TO DIRECT THE CONTINUATION OF THE REPAIR WORK USING EMERGENCY CONSTRUCTION PROCUREMENT PROCEDURES, CIP PROJECT NOS. 5503 AND 5503-28 – Adoption of a resolution continuing the declaration of a local emergency condition resulting from a partial pipe collapse in the North Agua Hedionda Interceptor Sewer in the Hedionda Point Neighborhood and authorizing the City Manager to direct the continuation of the repair work using emergency construction procurement procedures. MAYORAL APPOINTMENT OF ONE MEMBER TO THE ARTS COMMISSION – Adoption of a resolution appointing one member to the Arts Commission. (Staff contact: Liana Somepalli, City Clerk) City Manager’s Recommendation: Adopt the resolution. ACTION: Adopted Resolution No. 2026-154 appointing Lori Robbins to the Arts Commission – 5/0. ORDINANCES FOR INTRODUCTION: 5. ORDINANCE TO ESTABLISH ALL-WAY STOP CONTROL AT THE INTERSECTIONS OF ALICANTE ROAD AND GALENA AVENUE, CALLE HIDALGO AND CAMINO DE AMIGOS, AND PASEO CERRO AND PASEO DESCANSO – Introduction of an ordinance amending Section 10.28.360 and adding Sections 10.28.361, 10.28.362, 10.28.363, 10.28.364 and 10.28.365 of the Carlsbad Municipal Code to establish all-way stop control at the intersections of Alicante Road and Galena Avenue, Calle Hidalgo and Camino De Amigos, and Paseo Cerro and Paseo Descanso. PUBLIC HEARINGS: 6. 2026 HAZARD REDUCTION COST REPORT – 1) Hold a public hearing; and 2) Adoption of a resolution approving the 2026 Hazard Reduction Cost Report and directing the City Clerk to file a certified copy of the resolution and report with the San Diego County Auditor before Aug. 10, 2026. FISCAL YEAR 2026-27 FINAL ENGINEER'S REPORT FOR THE ANNUAL LEVY OF ASSESSMENTS WITHIN STREET LIGHTING AND LANDSCAPING DISTRICT NO. 1 – 1) Hold a public hearing; and 2) Adopt a resolution confirming the diagram and assessment amounts for Street Lighting and Landscaping District No. 1 and authorizing the levy of the district’s annual assessment for fiscal year 2026-27. CITY MANAGER COMMENTS: CITY ATTORNEY COMMENTS: CITY CLERK COMMENTS: ADJOURNMENT: 5:43 p.m. City Council Meeting Procedures (continued from page 1) The City Council also sits as the Carlsbad Municipal Water District Board, Public Financing Authority Board, Community Development Commission and Successor Agency to the Redevelopment Agency. When considering items presented to the Carlsbad Municipal Water District Board, each member receives an additional $100 per meeting (max $300/month). When considering items presented to the Community Development Commission each member receives an additional $75 per meeting (max $150/month). Written Materials Written materials related to the agenda that are submitted to the City Council after the agenda packet has been published will be available for review prior to the meeting during normal business hours at the City Clerk’s office, 1200 Carlsbad Village Drive and on the city website. To review these materials during the meeting, please see the City Clerk. Visual Materials Visual materials, such as pictures, charts, maps or slides, are allowed for comments on agenda items, not general public comment. Please contact the City Manager’s Office at 442-339-2820 or manager@carlsbadca.gov to make arrangements in advance. All materials must be received by the City Manager’s Office no later than noon the day before the meeting. The time spent presenting visual materials is included in the maximum time limit provided to speakers. All speakers with presentations must advance their own slides with the presentation clicker provided. All materials exhibited to the City Council during the meeting are part of the public record. Please note that video presentations are not allowed. July 21, 2026 Page 6 Decorum All participants are expected to conduct themselves with mutual respect. Loud, boisterous and unruly behavior can interfere with the ability of the City Council to conduct the people’s business. That’s why it is illegal to disrupt a City Council meeting. Following a warning from the presiding officer, those engaging in disruptive behavior are subject to law enforcement action. More information about City Council meeting procedures can be found in the Carlsbad Municipal Code chapter 1.20.
