We understand the study area, the City's reporting needs, and what it takes to deliver a consistent, accurate annual parking study during peak summer conditions. The following work plan details our technical approach, specific tasks, and associated deliverables for the 2026 study. Task 1. Prepare Annual Village, Barrio, and Beach Area Parking Study DIXON's data collection approach integrates mobile LPR and drone-based aerial imagery to deliver a comprehensive picture of parking supply, occupancy, and turnover across the study area. The following tasks detail our approach to inventory confirmation, field data collection, analysis, and reporting. Task 1.1 Confirm Study Area and Parking Inventory We will confirm the study area with City staff prior to data collection to account for any changes since the 2025 study. We will leverage the detailed GIS-based inventory developed and refined over the previous two studies as the starting point, making targeted updates where field conditions or City input indicate changes have occurred. Given the continuity of our work on this project, we anticipate the inventory to be largely consistent with the 2025 final dataset, with only minor updates required. Task 1.2 Parking Survey Building on our established configuration of the study area within the DIXON Data Suite®, DIXON will conduct a parking utilization survey on one (1) weekday (Thursday) and one (1) weekend day (Saturday) in August 2026, capturing peak summer conditions consistent with prior years. Data will be collected at 6:00 AM, 10:00 AM, and 6:00 PM on each survey day, maintaining the time intervals used in the 2024 and 2025 studies to ensure directly comparable results. Field data collection will combine mobile license plate recognition (LPR) and drone- based aerial imagery at all three collection intervals. Our FAA-certified drone pilot will conduct flights concurrent with each LPR pass, capturing high-resolution aerial imagery that is processed into georeferenced orthomosaic basemaps of the study area. These orthomosaics support data processing and QA/QC, provide direct visual documentation to substantiate data findings should results be questioned, and give the City a high-quality basemap layer for use in the final report or internal review. Task 1. Deliverables •Confirm Study Area •Parking inventory updates •Parking survey (1 weekday, 1 weekend day) •Data analysis via DIXON Data Suite® •Parking Study Report EXHIBIT A SCOPE OF SERVICES AND FEE SCHEDULE Page 9 Docusign Envelope ID: E064E1DE-AC69-88C8-8202-2396F62F26F4 The mobile LPR system will automatically scan license plates throughout the study area, with backend processing in the DIXON Data Suite® delivering accurate occupancy and turnover analysis. All license plate data is anonymized through secure data hashing to ensure privacy compliance. Task 1.3 Parking Data Analysis All LPR and drone data will be securely uploaded to the DIXON Data Suite®, where results are integrated and validated against the orthomosaic basemaps to confirm accuracy and completeness. City staff will retain access to the DIXON Data Suite® dashboard for the duration of the project, enabling interactive review of occupancy and turnover results through charts, tables, and heat maps. Because DIXON is applying the same methodology used in the 2024 and 2025 studies, 2026 results will be directly comparable to the established baseline — supporting year- Figure 3. Task 1.4 Draft Village, Barrio, and Beach Area Parking Study Report DIXON will prepare the 2026 Village, Barrio, and Beach Area Parking Study Report using the 2025 study as a template, as specified in the RFP. The report will document parking supply, occupancy, and turnover by neighborhood (Village, Barrio, and Beach Area) for both the Thursday and Saturday survey days across all time intervals. We will prepare the administrative draft as a Word document for City review. Following receipt of comments, DIXON will incorporate feedback and prepare a screen check draft for a second round of review. After incorporating a second round of comments, we will prepare a draft final report for a third and final round of City review. Figure 6. Carlsbad 2025 Parking Study Data Report Task 1.5 Final Village, Barrio, and Beach Area Parking Study Report Upon City approval of the draft final report, DIXON will deliver the final report as an accessible PDF along with an editable Word document. All raw data files, including GIS shapefiles, geodatabases, orthomosaic imagery, and other applicable mapping data, will be provided to the City at the conclusion of the study in an agreed-upon format. Task 2. Meetings/Meeting Minutes Project management is embedded in every phase of our work. DIXON will maintain clear communication, consistent progress tracking, and transparent documentation for the duration of our engagement. Task 2. Deliverables •Project kick-off meeting •Targeted virtual meetings •Document sharing and coordination Page 11 -···--··-·· ..... 1......--..,... ... -----........... _ ... ____ .. __ Docusign Envelope ID: E064E1DE-AC69-88C8-8202-2396F62F26F4 Task 2.1 Kick-off Meeting DIXON's project manager, Chisa Nagai, will be the primary point of contact for this engagement. We will begin with a virtual kick-off meeting to confirm the scope of work, finalize key milestones, and align on schedule and deliverable expectations. Task 2.2 Project Coordination and Meetings Throughout the project, DIXON will hold targeted virtual meetings with the City as needed to track progress and keep all parties aligned. Meetings may include a check- in prior to data collection to confirm survey logistics and a follow-up meeting after collection and analysis to review results. Meeting minutes will be documented and shared following each call as needed, with all project communications and documentation centralized in Asana for easy reference and transparency. Task 2.3 Document Sharing and Coordination At project initiation, DIXON will collect and review relevant project documents and establish a shared project folder to ensure organized and accessible document sharing throughout the engagement. To support transparent coordination, DIXON will use Asana, an online project management platform, to track milestones, tasks, and responsibilities. Figure 7.
