SUBJECT: PRE 2026-0049 (DEV2026-0048) - PRELIMINARY HOUSING DEVELOPMENT (SB-330)
PRE-APPLICATION – 160 & 172 SEQUOIA AVENUE

Dear Mr. Frankel,
The Planning Division is in receipt of the Senate Bill 330 (SB-330) preliminary housing development pre-
application for the 160 & 172 SEQUOIA AVENUE project, application no. PRE 2026-0049, submitted on
July 2, 2026. The 160 & 172 SEQUOIA AVENUE project, consisting of the demolition of two (2) detached
single-family residences, minor site grading, and construction of five (5) residential units total (a mix of
attached and detached) consisting of four 3-story units and a one 1-story unit each with a two-car garage,
served by a shared common driveway that also includes three (3) community guest spaces, qualifies as a
housing development project pursuant to paragraph (2) of subdivision (h) of Section 65589.5 of the
Government Code.
City staff has determined the items submitted with the subject SB-330 preliminary housing development
pre-application satisfy the requirements pursuant to Government Code Section 65941.1. The preliminary
application is therefore “deemed submitted” as of July 2, 2026.As such, pursuant to Government Code
Section 65589.5, the 160 & 172 SEQUOIA AVENUE project shall be subject only to the ordinances,
policies, and standards adopted and in effect as of July 2, 2026.
Pursuant to Government Code Section 65941.1, the city looks forward to the submittal of the
development application consistent with Sections 65940, 65941, and 65941.5 within 180 calendar days
from the “deemed submitted” preliminary application date of July 2, 2026, or no later than December 29,
2026.
