I I I I I I I I I I I I I I I I I I I 4940285-01 1.0 INTRODUCTION 1.1 Pmpose and Scope In accordance with your request and authorization, Leighton and Associates (Leighton) has completed this Phase I Environmental Site ~ment of the parcel of land bounded by Christiansen Street to the northwest, Carlsbad Boulevard to the northeast, Grand Avenue to the southeast and Ocean Street to the southwest, in Carlsbad, California (APN No 203-231-01 ). The location of this property is shown on Figure 1. The purpose of this study was to assess the site for the potential presence of hazardous materials/waste contamination from past or present use. Our scope of work included the following: • A review of the site's geologic and hydrologic setting. • A reconnaissance of the site to visually assess for potential locations of surface contamination. • A review of historical aerial photographs to assess the site for general historical uses and areas of potential contamination. • A res~arch of governmental documents and interviews with government agencies concerning available pertinent environmental information for the site. • Report preparation including findings, conclusions, and recommendations. This assessment did not include soil and ground water sampling or analysis, any geotechnical evaluation, or investigation for radon gas or asbestos at the site. Our findings and professional opinions are based on the information made available to Leighton (in most cases from public record) and could change if additional information becomes available. Leighton makes no other warranties, either express or implied, concerning the completeness of the data made available for use in this study. We expressly withhold any certification of any type concerning the absence of contamination at the subject site. A list of references used for this study is presented in Appendix A 1.2 Site Description The subject property is approximately rectangular in shape and encompasses approximately 2.3 acres. The site is currently occupied by structures associated with the Carlsbad by-the-Sea retirement center. The western portion of the parcel contains 6 separate structures or bungalows, containing a total of 20 residential housing units. The eastern portion of the parcel contains the main building for the development This structure is U-shaped and contains a reception area, dining and kitchen facilities, residential rooms, a chapel, recreational and housekeeping areas. I I I I I I I I I I I I I I I I I I I 4940285-01 • northwest -Christiansen Way, backed by churches, open fields and residential housing; • northeast -Carlsbad Boulevard, backed by commercial developments; • southeast -Grand Avenue, backed by residential housing and the Carlsbad by-the Sea Nursing Care Facility (Parcel No. 3); • southwest -Ocean Street, backed by residential/hotel rentals and a vacant lot (Parcel No.2). Figure 2 illustrates the types of properties in the vicinity of the site. -2 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 2.0 SITE RECONNAISSANCE 2.1 Onsite Reconnaissance On June 22, 1994, an environmental scientist from our firm visited the site. The purpose of our visit was to perform a site reconnaissance of the subject property and the immediately adjacent areas for visual evidence of potentially hazardous materials/contaminants. No samples were collected for determination of potentially hazardous materials/contaminants. Features observed during the site reconnaissance are illustrated on Figure 2. A summary of this survey follows. The site is occupied by facilities of the Carlsbad by-the Sea retirement facility. These facilities include: • 6 bungalows containing 20 residential units. These bungalows occupy the majority of the southwestern portion of the parcel. A central courtyard area separates the bungalows. The courtyard area is landscaped with a wide variety of vegetation and contains a circular fountain. • The main building of the facility. This structure is U-shaped, contains 3 floors plus a basement and occupies the majority of the northeastern half of the parcel. The interior of the building contains residential rooms, recreation areas, laundry facilities, a kitchen, 3 dining rooms, a chapel, a reception area, a beauty shop, an admissions office, a wood shop/paint storage area, and a basement boiler room and maintenance shop. The soil exposed at the surface appears to predominantly consist of orange-brown sand typical of the area. The parcel was noted as gently sloping to the west. A series of concrete walkways connect the bungalow area to the main building. There are no existing excavations on the site. Indications of ground water production wells, cisterns, onsite sewage disposal systems ( e.g., leach lines or septic tanks), were not observed. A discussion of areas of possible environmental concern noted during the site reconnaissance follows. Near the southwestern comer of the main building on the lower floor was a wood shop/paint supply area (Figure 2, Item 1 ). This room measured approximately 12 by 20 feet and contained more than 100 cans, bottles and buckets of paints, cleaners, chlorinizing agents, herbicides, pesticides, thinners and solvents. A doorway in this room led to a crawl-space beneath the main building. The crawl space contained furniture, linens, bedding and other assorted household items .. A basement workshop and boiler room were noted beneath the kitchen in the main building (Figure 2, Item 2). This room measured approximately 20 by 30 feet and contained the following items: • A 500 gallon ( approximately) hot water storage tank wrapped with what appeared to be asbestos containing insulation. • -3 -LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 • Extensive piping/tubing for natural gas and hot water, some of which appeared to be wrapped with asbestos containing materials. • Three hot water boilers. Two of the boilers were reported by Mr. Rick Uhl as used for room heating, while the third was used for domestic hot water use. All were reported to be natural gas operated. • A collector sump in the floor beneath the hot water heater which appeared to be plumbed to each of the three boilers, a sink and the hot water tank. The sump had an automatic pump installed designed to operate if the water level in the sump reached high levels. The pump reportedly pumped the water up to the main sewer for discharge. • An inlet pipe for a natural gas pipeline. • Numerous (at least 3) pipes in the concrete floor which appeared to be cut at ground level. The pipes led to unknown destinations. • Two, 1-gallon plastic containers of Chem-Aqua 555 Boiler Treatment. • One, 5-gallon container of "Hit Man" insecticide. • A workshop area which included shelved storage for electrical, plumbing and mechanical supplies. Also noted in this area were approximately 30 containers up to 1-gallon in size which contained drain cleaner spray insecticides, motor oil, wallpaper remover and other household chemicals. • The main electrical switching/circuit breaker panel According to Mr. Uhl, garages were once located in the vicinity of one or more of the bungalows. Upon review of the Site Plan prepared by Riener C. Nielsen & Gene E. Moffatt AI.A, dated January 22, 1958, these garages were determined to be near the southwest ends of the two wings of the main building (Figure 2, Item 3). A capped metal pipe with the letter "D" was noted in the sidewalk adjacent to the northwest side of the main building (Figure 2, Item 4). According to Mr. Uhl, this is a diesel tank of unknown quantity, which was once used to fuel the boilers mentioned above. The boilers were switched over to natural gas at an unknown time. Three areas of cleaning supply storage were noted during the site reconnaissance (Figure 2, Item Sa through Sc). These areas were on the first floor (Sa), the second floor (Sb) and in the main kitchen (Sc). It was observed that industrial cleaners and disinfectants manufactured by Ecolab were stored at each location. Upon review of the Site Plan mentioned above, it was noted that underground utilities may be present in the vicinity of the central courtyard and fountain (Figure 2, Item 6). These utilities include, but are not limited to 4-inch sewer lines associated with each bungalow, 1.25 and 2-inch natural gas lines, water and electrical lines. Mr. Uhl also indicated that an -4 -LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 underground spring water holding tank might be located somewhere at the site, though the exact location is unknown. Although not directly on the parcel, it should be noted that conversations with Mr. Uhl and review of historical aerial photographs indicates that a gasoline service station may once have been located in the area of the parking lot for the Lutheran Nursing Center, located southeast of Grand Avenue, adjacent to the site (Figure 2, Item 7). Overhead power lines were observed transecting the central portion of the site from northwest to southeast. Subsurface utilities noted during the investigation included SDG &E service boxes for electricity and natural gas, manholes, sewer and water mains. -5 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 3.0 SUMMARY OF IDSTORICAL REVIEW 3.1 Historical Review The historical review included: • Review of literature concerning the local soils, geology, and hydrologic conditions. • Review of Sanborn Fire Insurance Maps. • Discussions with local and state governmental agencies concerning records for the site. • Review of aerial photographs from 1928, 1953, 1975, and 1983. • Review of government documents concerning local hazardous waste sites. 3.1.1 Geolo~ and Hydrolo~ The subject property is situated within the coastal plain of the Peninsular Range Province physiographic province of California. The coastal plain is underlain by Cretaceous-, Eocene-, and Quaternary-aged marine and non-marine sedimentary strata which unconformably overlie crystalline basement rock of Cretaceous and Jurassic age. The topography at the edge of the batholith changes from the rugged landforms developed on the batholith to the more subdued landforms which typify the softer sedimentary formations of the coastal plain. Based upon our site reconnaissance and review of pertinent in-house and available geotechnical literature, the subject site is underlain by Quaternary-aged Terrace Deposits consisting of orange-brown, medium dense silty sand. The western portion of the parcel contains recent beach sand deposits with abundant cobbles. These terrace deposits are typical for the coastal region of northern San Diego County. According to the published geologic map of the area published by the California Division of Mines and Geology (Weber, 1963), active faults are not currently known to cross the subject property. According to the "Comprehe-nsive Water Quality Control Plan for the San Diego Basin," prepared by the Regional Water Quality Control Board, San Diego Region (RWQCB, 1975) the subject property is located within the Carlsbad Hydrographic Unit (near the boundary of the Vista and Agua Hedionda Subunits), a triangular shaped area of approximately 210 square miles. The Carlsbad Hydrographic Unit contains 4 major coastal lagoons, Agua Hedionda, Batiquitos, Buena Vista and San Elijo, each with associated stream systems. Ground water within the Carlsbad Hydrographic Unit is designated as having beneficial municipal, agricultural and industrial, uses (R WQCB, 1975). -6 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 Surface water was not observed on the site during our site reconnaissance. From a regional standpoint, ground water levels within the area of the subject site are anticipated to dip gently and uniformly toward the coast following the surface topography. The depth to ground water in the vicinity of the site is anticipated to be 30 to 40 feet below grade. 3.1.2 Results of Aerial Photoi{aph Review Seven black-and-white and color, stereopair, vertical-view aerial photographs were reviewed as part of our Phase I Environmental Site .Assessment for the subject property. These photographs represent photo flights conducted in 1928, 1953, 1975 and 1983. A list of the aerial photographs reviewed is included in Appendix A The following are our observations made during our review: • • • • 1928 Photoi{aphs: The property and all immediately adjacent areas appear undeveloped. Carlsbad Boulevard appears to have been paved, while Grand Avenue, Christiansen Way and Ocean Street all appear to be earthen trails. The site is covered by what appears to be native vegetation. An earthen trail transects the property from northwest to southeast. The majority of the perimeter of the parcel is tree-lined. The majority of the surrounding area appears undeveloped. Across Carlsbad Boulevard to the northeast is what appears to be a residential structure and rowed vegetation. 1953 Photoi{aphs: The southwest portion of the site remains primarily covered with native vegetation. A circular structure is observed centrally in the western portion of the site, which is transected from southeast to northwest and from southwest to northeast by trails or walkways. All streets in the vicinity appear to be paved. AU-shaped structure covers the majority of the northeastern portion of the parcel. A T-shaped structure surrounded by autos is observed on the northern comer of the intersection of Carlsbad Boulevard and Grand Avenue. A rectangular structure is observed at the southwest terminus of Grand Avenue. The majority of the surrounding area appears covered by commercial and/or residential development. 1975 Photoi{aphs: The northeast portion of the parcel remains as noted in the 1953 photographs. The southwest portion of the parcel contains 6 structures that were not observed in the 1953 photographs. A paved lot with 7 autos is observed at the southern comer of the intersection of Christiansen Way and Ocean Street. Another paved lot with parked autos is observed at the northern comer of the intersection of Grand Avenue and Carlsbad Boulevard. This comer contained a T-shaped structure when viewed in the 1953 photographs. The surrounding area appears dedicated to commercial and/or residential development. 1983 Photoi{aphs: The subject property and vicinity appear similar to the conditions described in the 1973 photographs. The rectangular structure at the western terminus of Grand Avenue was no longer observed. -7 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 3.1.3 Review of Geotechnical and Environmental Reports Mr. Rick Uhl, the Director of Environmental Services for Carlsbad by-the-Sea, indicated that he was unaware of any geotechnical or environmental reports pertaining to the subject site. Leighton and Aswciates is presently performing a Preliminary Geotechnical Investigation of the subject site. The results of this investigation will be forwarded to California Lutheran Homes upon completion. 3.1.4 Document Search 3.1.4.1 Sanborn Map Review The Sanborn Company performed a search of their archives and provided fire insurance maps of the buildings and sites within the vicinity of the subject property for the year of 1929. A copy of this map is attached with this report (Figure 4). A summary of our review of this map indicates that the northeastern portion of the parcel was undeveloped in June of 1929. Coverage was not provided for the southwestern portion of the parcel. 3.1.4.2 Government ,Aiency Listin"8 Governmental agency listings of reported hazardous waste spills, underground tank releases, and federal/state expenditures on hazardous waste sites were obtained and reviewed. The results of our review are as follows: A review of the RWQCB Well Investigation Program (California, 1991), indicates that there are no public wells that contain volatile organic chemicals within a 1-mile radius of the subject site. The County of San Diego's 1993 environmental assessment listing San Diego, County of, 1993) was reviewed for open and closed sites in the vicinity of the property. The results of this review was incorporated in the summary of Vista Environmental Information, Inc. (Vista) database listings presented below. -8- LEIGHTON AND ASSOCIATES, INC. Figure 3 presents the pertinent locations and sites discussed in Appendix C that are within a one-mile radius of the site. The same site can be listed on more than one publication, and one map identification number in the Vista report can represent more than one site. Five sites were identified within 0.25 miles of the subject property. Status: EPA registered generator of hazardous materials. • Army and Navy Academy (Vista Map No. 17) Address: 2605 Carlsbad Boulevard Location: Approximately 1/4 mile north of the site. Status: Case Closed: The Regional Board and Local Agency are in concurrence that no further work is necessary at the site. The two County sites located within 0.25 miles of the site are all listed as generators of hazardous materials and are summarized below: • Allied Moving and Storage (Vista Map No. 12) Address: 2742 State Street Location Approximately 1/4 mile northeast of the site. Description: Dissolved substance in non-beneficial use ground water Status: Case Closed 3.1.5 Governmental Aiency Search of Records Leighton representatives contacted several governmental agencies regarding site conditions and historical data. The following information was requested during the governmental agency search: • General land use • Hazardous materials spill or releases • Hazardous materials storage and usage permits • Hazardous materials/waste cleanup 1. Re~onal Water Quality Control Board (RWOCB) The Regional Water Quality Control Board's policy is not to respond to requested information regarding hydrology, water quality, depth to ground water, and the status of contaminated sites listed in governmental publications. A publication (California, 1988) was provided by the RWQCB for our in-house review. We have reviewed this publication and included pertinent hydrogeologic information in Section 3.1.1, Geology and Hydrology. -11 - LEIGHTON AND ASSOCIATES, INC. City of Carlsbad Fire Department The City of Carlsbad Fire Department was contacted to obtain information regarding permits for fuel storage tanks and hazardous materials emergency responses at the subject site. The Department did not respond to the Leighton inquiry regarding any information in their files regarding the property. 3. Carlsbad Municipal Water District Ms. Terese Quintanar of the Carlsbad Municipal Water District was contacted on June 28, 1994 regarding site water usage. Ms. Quintanar indicated that 70 to 80 percent of the water supplying the Carlsbad area is imported from the Colorado River and Bay Delta in northern California. The majority of this water comes from Skinner Plant No. 1 and Skinner Plant No. 2, both located near the Riverside County line. The Carlsbad Municipal Water District does not maintain information regarding well water or ground water. 4. San Die&:o Gas and Electric (SDG&E) Mr. John Dawsey of SDG&E was previously contacted regarding the possibility of PCB's in transformers. Ms. Dawsey stated that all of the field equipment (i.e., transformers, switch boxes) was of a mineral oil type which does not fall within the guidelines and regulations as specified by the Federal EPA for PCB contaminated equipment. In addition, Mr. Dawsey stated that SDG&E carries all responsibility for the transformers and their content. 3.1.6 Review of Preliminary Title Report Leighton received the Preliminary Title Report prepared by Chicago Title Company on June 29, 1994. Review of this document indicated that there was no mentioned information regarding the past use or storage of hazardous materials/waste on the parcel. There was a statement however regarding Parcel No. 3 (Lutheran Nursing Facility), that mentioned Standard Oil Company's right "from time to time to drill and maintain wells or other works into or through said parcel below a depth of 500 feet and to produce, inject, store and remove from and through such wells, or works, oil, gas, water and other substances of whatever nature ... ". 3.1.7 Discussions with Persons Familiar with the Site The following information was attained by Leighton through conversations with Mr. Rick Uhl, the Director of Environmental Services for Carlsbad by-the-Sea. The parcel of land has been owned by Carlsbad by-the-Sea since the 1920s. As far as Mr. Uhl knew, the northeastern portion of the parcel (the U-shaped building) was built in the late 1920's, while the bungalows were built in the 1950's. The following items were addressed by Mr Uhl: -12 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 • Some herbicides and pesticides were used during maintenance upkP,ep and landscaping. These materials (exact riames unknown) were stored in the gardener's shed. • A diesel tank of unknown quantity was located beneath the sidewalk along the northwest side of the main building. This diesel tank reportedly was the former fuel source for the boilers in the basement boiler room. At an unknown time, the boilers were switched over to natural gas. The diesel tank remains in place. The contents of the tank are unknown. • There may once have been garages where the easternmost bungalows are now located. • There may be an underground spring water holding tank somewhere on the parcel (location unknown). • Some of the insulation for the extensive piping in the main building (including the basement boiler room) may contain asbestos. • A gasoline service station may once have been operating at the northern comer of the intersection of Carlsbad Boulevard and Grand Avenue (the current location of the Lutheran Nursing Facility). I I I I I I I I I I I I I I I I I I I 4940285-01 4.0 SUMMARY OF FINDINGS AND CONCLUSIONS Based on the information gathered to date during this historical review and site reconnaissance, Leighton presents the following summary of findings and conclusions. • Current and historical uses of the property were identified which may generate unauthorized or unpermitted releases of hazardous materials, wastes and/or contaminants. • An underground diesel tank of unknown quantity is located beneath the sidewalk along the northwestern side of the main building. The contents of the tank is unknown. This tank reportedly was the former fuel source for the boilers. As such, underground piping may lead from the tank to the basement boiler area. Subsurface soil and/or ground water may have been impacted by petroleum hydrocarbons in the vicinity of this tank. • The insulation for the hot water/steam piping in the main building and the basement hot water holding tank may contain asbestos. • Underground tanks may be located beneath the parking lot for the Lutheran Nursing Center, located at the northern comer of the intersection of Carlsbad Boulevard and Grand Avenue. Soil and/or ground water may have been impacted by petroleum hydrocarbons in this area. • A collection sump is located beneath the concrete floor of the basement boiler room. Although this sump appears to be used for overflow of the boilers and/or hot water tank, as a low point it may have accumulated contaminants. • Normal maintenance and landscaping of the facility has required the use of industrial cleaners, paints, thinners, solvents, pesticides and herbicides for many years. These substances were observed stored in several areas on the site. • No surficial soil staining was observed during the site reconnaissance. • According to the RWQCB, ground water in the area of the site is designated as having beneficial municipal, industrial, and agricultural uses. • A review of governmental databases and information presented in the Vista report indicated that the reported sites within 1/4 mile of the subject parcel have been. closed or require no further action., • The depth to ground water at the subject site is estimated to be on the order of 30 to 40 feet below the ground surface. • It our opinion that the potential for onsite soil and/or ground water contamination is high, and adjacent parcels may have been impacted by hazardous materials/waste/contaminants. -14 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 5.0 RECOMMENDATIONS dl--l P~-~ 4940285-01 1) The subject parcel is anticipated to have been impacted by hazardous materials/waste and/or contaminants. Therefore, we recommend a Phase II Environmental Site Assessment (ESA) be performed to assess any areas of subsurface soil and/or ground water contamination which may exist. This Phase II may incorporate the following tasks: • Review the underground utility network in the vicinity of the parcel for potential paths of contaminant migration. • Locate and remove the underground storage tank and associated piping near the northwest side of the main building in accordance with San Diego Department of Health Services and the City of Carlsbad Fire Department guidelines. During tank removal collect and analyze soil and/or ground water samples to document the presence or absence of petroleum hydrocarbon contamination. • Conduct a subsurface soil investigation in the area of the parking lot on the northern comer of the intersection of Carlsbad Boulevard and Grand Avenue. This investigation should include a limited magnetometer survey to locate metallic tanks which may exist, and the drilling of several soil borings to approximately 20 feet below grade. Soil samples should be collected at approximate 5 foot intervals from each boring for laboratory analyses. • Prior to demolition of on site structures, contract a licensed asbestos survey company to conduct a thorough asbestos survey on all structures within parcel boundaries, including materials in the basement boiler room. • Leighton is of the understanding that the main building and the bungalows are scheduled to be demolished in the near future to accommodate expansion of the facility. During demolition and grading, it is possible that hazardous materials/waste may be encountered. Due to the age and history of the facility and the possible presence of asbestos, underground fuel and water storage tanks, extreme caution should be used during demolition and grading. 2) In the event that conditions encountered on adjacent parcels as a result of further investigations or development suggest the presence of hazardous materials/waste, additional investigations may be warranted for the subject parcel. 3) We recommend that observations be made during any future site development for areas of possible contamination such as, but not limited to, the presence of underground facilities, buried debris, stained soils> waste drums, tanks, or odorous soils. The pipes led to unknown destinations. • Two, 1-gallon plastic containers of Chem-Aqua 555 Boiler Treatment. • One, 5-gallon container of "Hit Man" insecticide. • A workshop area including an area were approximately 30 containers up to 1-gallon in size which contained drain cleaner spray insecticides, motor oil, wallpaper remover and other household chemicals. • The main electrical switching/circuit breaker panel Possible locations of former garages. A capped metal pipe with the letter "D", marking the possible location of an underground storage tank. Three areas of cleaning supply storage. Area of extensive underground utilities, including 4-inch sewer lines, 1.25 and 2-inch natural gas lines, water and electrical lines. In accordance with Assembly Bill 816, and the Hazardous Waste Property/Border Zone Property Law (Health & Safety Code 25220), the CAL-EPA, Toxic Substances Control Program (TSCP) enters into voluntary deed restriction agreements with owners of property who propose building residences, schools, hopitals or day care centers on property that is "on or within 2,000 feet of a significant disposal of hazardous waste". Restrictions may include "activities on, over, or under the land, including, but not limited to, a prohibition against building, filling, grading, excavating, or mining" without the written permission of the TSCP. This bill requires the TSCP to "notify the planning and building department of each city, county, or regional council of governments when a land use restriction has been recorded, and would require the planning and building department to enforce the restriction," although the TSCP has compiled a list of properties subject to environmental deed restrictions which is used to notify various building and planning departments in local jurisdictions. I I I I I I I I I I I I I I I I I I I 4940285-01 1.0 IN1RODUCTION 1.1 Pur,pose and Scope 1.2 In accordance with your request and authorization, Leighton and Associates (Leighton) has completed this Phase I Environmental Site Assessment of the vacant parcel located west of Ocean Street between Grand Avenue and Christiansen Way (APN No. 203-235-05) in Carlsbad, California. The location of this property is shown on Figure 1. The purpose of this study was to assess the site for the potential presence of hazardous materials/waste contamination from past or present use. Our scope of work included the following: • A review of the site's geologic and hydrologic setting. • A reconnaissance of the site to visually assess for potential locations of surface contamination. • A review of historical aerial photographs to assess the site for general historical uses and areas of potential contamination. • A research of governmental documents and interviews with government agencies concerning available pertinent environmental information for the site. • Report preparation including findings, conclusions, and recommendations. This assessment did not include soil and ground water sampling or analysis, any geotechnical evaluation, or investigation for radon gas or asbestos at the site. Our findings and professional opinions are based on the information made available to Leighton (in most cases from public record) and could change if additional information becomes available. Leighton makes no other warranties, either express or implied, concerning the completeness of the data made available for use in this study. We expressly withhold any certification of any type concerning the absence of contamination at the subject site. A list of references used for this study is presented in Appendix A Site Description The subject property approximately rectangular in shape and is located on a coastal bluff in Carlsbad, California. More specifically, the site is located west of Ocean Street, between Grand Avenue and Christiansen Way (Figure 1). The site slopes gently to steeply to the west, is covered in most areas by iceplant and encompasses approximately 1.3 acres. The subject property is located in a area which is primarily comprised of multi-story hotels, and residential homes fronting the beach. I I I I I I I I I I I I I I I I I I I 4940285-01 2.0 SITE RECONNAISSANCE 2.1 Onsite Reconnaissance On June 22, 1994, an environmental scientist from our firm visited the site. The purpose of our visit was to perform a site reconnaissance of the subject property and the immediately adjacent areas for visual evidence of potentially hazardous materials/contaminants. No samples were collected for determination of potentially hazardous materials/contaminants. Features observed during the site reconnaissance are illustrated on Figure 2. A summary of this survey follows. The site is mostly vacant and covered primarily by soil and/or iceplant. The soil exposed at the surface appears to predominantly consist of orange-brown sand typical of the area. The property was noted as gently sloping to steeply the west. A concrete walkway leads from Ocean Street to approximately half-way down the slope of the site, to the west. A chain link fence transects the site from north to south, separating the steeper western portion of the parcel from the more gently sloping eastern portion. Two wooden benches were observed on the parcel. Numerous cracks were observed in the concrete walkway. No other structures or improvements were noted during our reconnaissance. There are no existing excavations on the site. Indications of ground water production wells, cisterns, _onsite sewage disposal systems ( e.g., leach lines or septic tanks), or sumps were not observed. -3 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 3.0 SUMMARY OF HISTORICAL REVIEW 3.1 Historical Review The historical review included: • Review of literature concerning the local soils, geology, and hydrologic conditions. • Review of Sanborn Fire Insurance Maps. • Discussions with local and state governmental agencies concerning records for the site. • Review of aerial photographs from 1928, 1953, 1975, and 1983. • Review of government documents concerning local hazardous waste sites. 3.1.1 Geolo~ and Hydrolo~ The subject property is situated within the coastal plain of the Peninsular Range Province physiographic province of California. The coastal plain is underlain by Cretaceous-, Eocene-, and Quaternary-aged marine and non-marine sedimentary strata which unconformably overlie crystalline basement rock of Cretaceous and Jurassic age. The topography at the edge of the batholith changes from the rugged landforms developed on the batholith to the more subdued landforms which typify the softer sedimentary formations of the coastal plain. Based upon our site reconnaissance and review of pertinent in-house and available geotechnical literature, the subject site is underlain by Quaternary-aged Terrace Deposits consisting of orange-brown, medium dense silty sand. The western portion of the parcel contains recent beach sand deposits with abundant cobbles. These terrace deposits are typical for the coastal region of northern San Diego County. According to the published geologic map of the area published by the California Division of Mines and Geology (Weber, 1963), active faults are not currently known to cross the subject property. According to the "Comprehensive Water Quality Control Plan for the San Diego Basin," prepared by the Regional Water Quality Control Board, San Diego Region (RWQCB, 1975) the subject property is located within the Carlsbad Hydrographic Unit (near the boundary of the Vista and Agua Hedionda Subunits), a triangular shaped area of approximately 210 square miles. The Carlsbad Hydrographic Unit contains 4 major coastal lagoons, Agua Hedionda, Batiquitos, Buena Vista and San Elijo, each with associated stream systems. Ground water within the Carlsbad Hydrographic Unit is designated as having beneficial municipal, agricultural and industrial, uses (RWQCB, 1975). -4 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 Surface water was not observed on the site during our site reconnaissance. From a regional standpoint, ground water levels within the area of the subject site. are anticipated to dip gently and uniformly toward the coast following the surface topography. The depth to ground water in the vicinity of the site is anticipated to be 30 to 40 feet below grade. 3.1.2 Results of Aerial Photo~aph Review Seven black-and-white and color, stereopair, vertical-view aerial photographs were reviewed as part of our Phase I Environmental Site Assessment for the subject property. These photographs represent photo flights conducted in 1928, 1953, 1975 and 1983. A list of the aerial photographs reviewed is included in Appendix A The following are our observations made during our review: • 1928 Photo~aphs: The property and all immediately adjacent areas appear undeveloped. Carlsbad Boulevard appears to have been paved, while Grand Avenue, Christiansen Way and Ocean Street all appear to be earthen trails. The site is a coastal bluff covered with what appears to be native vegetation. • 1953 Photo~aphs: The site remains primarily undeveloped and covered with native vegetation. What appears to be a walkway leads from Ocean Street westward to a point partially down the west facing slope. Properties to the immediate north and south remain undeveloped. A small rectangular structure is located at the western terminus of Grand Avenue. • 1973 Photo~aphs: The parcel remains undeveloped with the path leading from Ocean Street to the west. Rectangular structures are observed in the lots immediately adjacent to the north and south sides of the subject property. Six rectangular structures were observed east of Ocean Street, which were not present in the 1953 photographs. The majority of the surrounding area is observed to be dedicated to commercial and/or residential development. • 1983 Photo~aphs: The subject property and vicinity appear similar to the conditions described in the 1973 photographs. The rectangular structure at the western terminus of Grand Avenue was no longer observed. -5 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 3.1.3 Review of Geotechnical and Environmental Reports Mr. Rick Uhl, the Director of Environmental Services for Carlsbad by-the-Sea, indicated that he was unaware of any geotechnical or environmental reports pertaining to the subject site. Leighton and Associates is presently performing a Preliminary Geotechnical Investigation of the subject site. The results of this investigation will be forwarded to California Lutheran Homes upon completion. 3.1.4 Document Search 3.1.4.1 Sanborn Map Review The Sanborn Company performed a search of their archives and provided fire insurance maps of the buildings and sites within the vicinity of the subject property for the year of 1929. A summary of our review of this map indicates that coverage was not provided for the subject site on the map. 3.1.4.2 Government Aiency Listini§ Governmental agency listings of reported hazardous waste spills, underground tank releases, and federal/state expenditures on hazardous waste sites were obtained and reviewed. The results of our review are as follows: A review of the RWQCB Well Investigation Program (California, 1991), indicates that there are no public wells that contain volatile organic chemicals within a 1-mile radius of the subject site. The County of San Diego's 1993 environmental assessment listing San Diego, County of, 1993) was reviewed for open and closed sites in the vicinity of the property. Description: Dissolved substance in non-beneficial use ground water Status: Case Closed 3.1.5 Governmental Aiency Search of Records Leighton representatives contacted several governmental agencies regarding site conditions and historical data. The following information was requested during the governmental agency search: • General land use • Hazardous materials spill or releases • Hazardous materials storage and usage permits • Hazardous materials/waste cleanup 1. Reldonal Water Quality Control Board (RWQCB) The Regional Water Quality Control Board's policy is not to respond to requested information regarding hydrology, water quality, depth to ground water, and the status of contaminated sites listed in governmental publications. A publication (California, 1988) was provided by the RWQCB for our in-house review. We have reviewed this publication and included pertinent hydrogeologic information in Section 3.1.1, Geology and Hydrology. -9 - LEIGHTON AND ASSOCIATES, INC. Carlsbad Municipal Water District Ms. Terese Quintanar of the Carlsbad Municipal Water District--was contacted on June 28, 1994 regarding site water usage. Ms. Quintanar indicated that 70 to 80 percent of the water supplying the Carlsbad area is imported from the Colorado River and Bay Delta in northern California. The majority of this water comes from Skinner Plant No. 1 and Skinner Plant No. 2, both located near the Riverside County line. The Carlsbad Municipal Water District does not maintain information regarding well water or ground water. 2. City of Carlsbad Fire Department The City of Carlsbad Fire Department was contacted to obtain information regarding permits for fuel storage tanks and hazardous materials emergency responses at the subject site. The Department informed Leighton that they did not have any information in their files regarding the property. 4. San Die20 Gas and Electric (SDG&E) Mr. John Dawsey of SDG&E was previously contacted regarding the possibility of PCB's in transformers. Ms. Dawsey stated that all of the field equipment (i.e., transformers, switch boxes) was of a mineral oil type which does not fall within the guidelines and regulations as specified by the Federal EPA for PCB contaminated equipment. In addition, Mr. Dawsey stated that SDG&E carries all responsibility for the transformers and their content. 3.1.6 Review of Preliminary Title Report Leighton received the Preliminary Title Report prepared by Chicago Title Company on June 29, 1994. Review of this document indicated that there was no mentioned information regarding the past use or storage of hazardous materials/waste on the parcel There was a statement however regarding Parcel No. 3 (Lutheran Nursing Facility), that mentioned Standard Oil Company's right "from time to time to drill and maintain wells or other works into or through said parcel below a depth of 500 feet and to produce, inject, store and remove from and through such wells, or works, oil, gas, water and other substances of whatever nature ... n. 3.1. 7 Discussions with Persons Familiar with the Site The following information was attained by Leighton through conversations with Mr. Rick Uhl, the Director of Environmental Services for Carlsbad by-the-Sea. The parcel of land has been owned by Carlsbad by-the -Sea since the 1950s. As far as Mr. Uhl knows, the parcel had never been developed and he knew of no · hazardous materials within parcel boundaries. Mr Uhl did inform Leighton however that an underground diesel tank of unknown quantity was located -10 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4940285-01 4.0 SUMMARY OF FINDINGS AND CONCLUSIONS Based on the information gathered to date during this historical review and site reconnaissance, Leighton presents the following summary of findings and conclusions. • Current or historical uses of the property or buildings on the property were not identified which generate unauthorized or unpermitted hazardous wastes. • According to the RWQCB, ground water in the area of the site is designated as having beneficial municipal, industrial, and agricultural uses. • No surficial soil staining was observed during the site reconnaissance. • A review of governmental data bases indicates that the reported sites within 1/4 mile of the subject parcel have been closed or require no further action • The depth to ground water at the subject site is estimated to be on the order of 30 to 40 feet bgs. • It our opinion that the potential for onsite soil and/or ground water contamination is low, however adjacent parcels may have been impacted by hazardous materials/waste. -12 - LEIGHTON AND ASSOCIATES, INC. In accordance with Assembly Bill 816, and the Hazardous Waste Property/Border Zone Property Law (Health & Safety Code 25220), the CAL-BP A, Toxic Substances Control Program (TSCP) enters into voluntary deed restriction agreements with owners of property who propose building residences, schools, hopitals or day care centers on property that is "on or within 2,000 feet of a significant disposal of hazardous waste". Restrictions may include "activities on, over, or under the land, including, but not limited to, a prohibition against building, filling, grading, excavating, or mining" without the written pennission of the TSCP. The California Department of Health Services, Toxic Substances Control Division, has developed and maintained lists of hazardous waste generators and hazardous waste treatment storage and disposal facilities in the State of California, pursuant to the Hazardous Waste Control Law (Health and Safety Code Section 25100 et seq.), and the Hazardous Waste Management Act of 1976 (Health and Safety Code Section 25179.1 et seq). In addition, this _law requires all counties to prepare and submit hazardous waste management plans. To assist the counties,the Toxic Substances Control Division maintains lists containing generation and disposal data within each county. This information has been assembled by the Toxic Substances Control Division from manifest reports required from hazardous waste generators. The nine regional boards maintain information on all reported leak cases within their jurisdiction, both for those where the regional board and where other local agencies take the lead in overseeing investigations and remedial actions. The California Environmental Protection Agency's Department of Hazardous Materials Data Management collects the nine regional lists and publishes them as one database named LUSTIS. Status codes for some regions are not available directly from the nine boards. For those regions VISTA supplements the region's status codes with state LUSTIS status codes. Prior to 1974, a Standard Oil gas station occupied the north east portion of the parcel. I I I I I I I I I I I I I I I I I I I 4930285-01 1.0 INTRODUCTION 1.1 Pmpose and Scope In accordance with your request and authorization, Leighton and Associates (Leighton) has completed this Phase I Environmental Site Assessment of the parcel of land bounded by Grand Avenue to the northwest, Carlsbad Boulevard to the northeast, commercial development to the southeast and Garfield Street to the southwest in Carlsbad, California (APN No 203-232-15). The location of this property is shown on Figure 1. The purpose of this study was to assess the site for the potential presence of hazardous materials/waste contamination from past or present use. Our scope of work included the following: • A review of the site's geologic and hydrologic setting. • A reconnaissance of the site to visually assess for potential locations of surface contamination. • A review of historical aerial photographs to assess the site for general historical uses and areas of potential contamination. • A research of governmental documents and interviews with government agencies concerning available pertinent environmental information for the site. • Report preparation including findings, conclusions, and recommendations. This assessment did not include soil and ground water sampling or analysis, any geotechnical evaluation, or investigation for radon gas or asbestos at the site. Our findings and professional opinions are based on the information made available to Leighton (in most cases from public record) and could change if additional information becomes available. Leighton makes no other warranties, either express or implied, concerning the completeness of the data made available for use in this study. We expressly withhold any certification of any type concerning the absence of contamination at the subject site. A list of references used for this study is presented in Appendix A 1.2 Site Description The subject property is sub-rectangular in shape and encompasses approximately 1.3 acres. The site is currently occupied by structures associated with the Lutheran Nursing Center convalescent hospital. A parking lot is located at the northern comer of the intersection of Carlsbad Boulevard and Grand Avenue. The site is bordered as follows: • northwest -Grand Avenue, backed by the Carlsbad by-the-Sea residential !etirement facility (Parcel No. 1 ); _ • northeast -Carlsbad Boulevard, backed by commercial developments; -1 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4930285-01 2.0 SITE RECONNAISSANCE 2.1 Onsite Reconnaissance On June 22, 1994, an environmental scientist from our firm visited the site. The purpose of our visit was to perform a site reconnaissance of the subject property and the immediately adjacent areas for visual evidence of potentially hazardous materials/contaminants. No samples were collected for determination of potentially hazardous materials/contaminants. Features observed during the site reconnaissance are illustrated on Figure 2. A summary of this survey follows. The site is occupied by facilities of the Lutheran Nursing Center, a convalescent hospital for retired persons. These facilities include: • A parking lot at the northern comer of the intersection of Carlsbad Boulevard and Grand Avenue. • A Conference Center adjacent to the southeast side of the parking lot. • The main building of the convalescent hospital. This structure is single story, sub-L shaped and contains a basement beneath the southwestern wing. Inside the building are semi private and 3-bed hospital rooms, a kitchen, dining room, therapy and examination rooms, a beauty shop, a reception area, office space, a nursing station/records center and storage areas for linens, cleaning supplies and medical waste. Beneath the southwestern wing of the main building is a basement containing the laundry facilities, storage for maintenance, linen and cleaning supplies, and a workshop area. • At the rear of the facility is an auto parking lot and 6 single car enclosed garages. The entire southeastern side of the parcel is bounded by a masonry wall measuring between 8 and approximately 20 feet in height. The soil exposed at the surface appears to predominantly consist of orange-brown sand typical of the area. The parcel was noted as gently sloping to the west. There are no existing excavations on the site. Indications of ground water production wells, cisterns, onsite sewage disposal systems ( e.g., leach lines or septic tanks), were not observed. A discussion of areas of possible environmental concern noted during the site reconnaissance follows. • According to Mr. Rick Uhl, Director of Environmental Services for Carlsbad by-the-Sea, the area of the parking lot at the northern comer of the parcel may have contained a gasoline service station (Figure 2, Item 1 ). Review of the 1953 aerial photographs for the parcel (see Section 3.1.2) revealed the presence of a T-shaped structure surrounded by autos. • Three locations within the building ere noted as being storage areas for industrial cleaning supplies (by Ecolab), laundry detergent and bleaches (Figure 2, Item 2a, 2b, 2c ). These locations included a storage closet near the kitchen (2a), a utility storage cl~t adjacent to the nurses station (2b) and a storage room in the basement below the southwest wing (2c). -3 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4930285-01 • In the utility storage closet adjacent to the nurses station was the temporary infectious waste container for the hospital (Figure 2, Item 3). According to hospital records and Mr. Thomas Gallagher, the ·waste is picked up twice· a month by BFI Medical Waste Disposal of San Diego, California. • An emergency generator was observed adjacent to the ladder well at the rear of the facility (Figure 3, Item 4). According to Mr. Uhl, the generator is powered by natural gas, with a backup tank of gasoline within the generator itself. No other storage tanks are used for the generator. • In addition to storage for industrial cleaners, the basement of the southwest wing was observed to contain the laundry facilities for the hospital and a workshop/maintenance area (Figure 2, Item 5). Several containers of laundry soap and chlorinated destainer were observed in the laundry room. The workshop area contained a workbench, power and hand tools, roofing materials, spray paint, interior/exterior paint, sheetrock, and assorted hardware. • Two Bio-Hazard containers (approximately 55 gallons each) were observed in the easternmost of the six enclosed garages at the rear of the facility (Figure 2, Item 6). At the time of the site reconnaissance, this particular garage was locked. Access was not granted to the remaining 5 garages, however Mr. Uhl indicated that the garages were used for parking autos. In addition to the above observations, the Material Safety Data Sheets (MSDS) for the hospital were observed. These sheets indicated that the following substances were stored on the premises: Approximately 30 household items, 10 laundry items, 30 food service items, 20 maintenance items and one nursery item. -4 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4930285-01 3.0 SUMMARY OF IDSTORICAL REVIEW 3.1 Historical Review The historical review included: • Review of literature concerning the local soils, geology, and hydrologic conditions. • Review of Sanborn Fire Insurance Maps. • Discussions with local and state governmental agencies concerning records for the site. • Review of aerial photographs from 1928, 1953, 1975, and 1983. • Review of government documents concerning local hazardous waste sites. 3.1.1 Geolo~ and Hydrolo~ The subject property is situated within the coastal plain of the Peninsular Range Province physiographic province of California. The coastal plain is underlain by Cretaceous-, Eocene-, and Quaternary-aged marine and non-marine sedimentary strata which unconformably overlie crystalline basement rock of Cretaceous and Jurassic age. The topography at the edge of the batholith changes from the rugged landforms developed on the batholith to the more subdued landforms which typify the softer sedimentary formations of the coastal plain. Based upon our site reconnaissance and review of pertinent in-house and available geotechnical literature, the subject site is underlain by Quaternary-aged Terrace Deposits consisting of orange-brown, medium dense silty sand. The western portion of the parcel contains recent beach sand deposits with abundant cobbles. These terrace deposits are typical for the coastal region of northern San Diego County. According to the published geologic map of the area published by the California Division of Mines and Geology (Weber, 1963), active faults are not currently known to cross the subject property. According to the "Comprehensive Water Quality Control Plan for the San Diego Basin," prepared by the Regional Water Quality Control Board, San Diego Region (RWQC_B, 1975) the subject property is located within the Carlsbad Hydrographic Unit (near the boundary of the Vista and Agua Hedionda Subunits), a triangular shaped area of approximately 210 square miles. The Carlsbad Hydrographic Unit contains 4 major coastal lagoons, Agua Hedionda, Batiquitos, Buena Vista and San Elijo, each with associated stream systems. Ground water within the Carlsbad Hydrographic Unit is designated as having beneficial municipal, agricultural and industrial, uses (RWQCB, 1975). -5 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 3.1.2 3.1.3 4930285-01 Surface water was not observed on the site during our site reconnaissance. From a regional standpoint, ground water levels within the area of the subject site are anticipated to dip gently and uniformly ·toward the coast following the surface topography. The depth to ground water in the vicinity of the site is anticipated to be 30 to 40 feet below grade. Results of Aerial Photoiuaph Review Seven black-and-white and color, stereopair, vertical-view aerial photographs were reviewed as part of our Phase I Environmental Site Assessment for the subject property. These photographs represent photo flights conducted in 1928, 1953, 1975 and 1983. A list of the aerial photographs reviewed is included in Appendix A The following are our observations made during our review: • 1928 Photoiuaphs: The property and all immediately adjacent areas appear undeveloped. Carlsbad Boulevard appears to have been paved, while Grand Avenue, Christiansen Way and Ocean Street all appear to be earthen trails. The site is covered by what appears to be native vegetation. What appears to be a minor amount of commercial/residential development is observed adjacent to the southeast portion of the parcel. The majority of the surrounding area appears undeveloped. Across Carlsbad Boulevard to the north is what appears to be a residential structure and rowed vegetation. • 1953 Photoiuaphs: The western portion of the site remains undeveloped and appears to be tree-lined on the north and west sides. AT-shaped structure surrounded by what appear to be autos is observed near the northern comer of the parcel. The majority of the surrounding area appears to de dedicated to commercial/residential development. • 1975 Photoiuaphs: The T-shaped structured mentioned in the discussion for the 1953 photographs is no longer observed. The same area is now observed to be what appears to be an auto parking lot. The majority of the parcel is covered by a single structure. A smaller parking lot and an adjacent rectangular structure is observed in the western portion of the parcel. Rectangular structures with associated parking lots are observed across Carlsbad Boulevard to the northeast, • 1983 Photoiuaphs: The subject property and vicinity appear similar to the conditions described in the 1975 photographs. Review of Geotechnical and Environmental Reports Mr. Rick Uhl, the Director of Environmental Services for Carlsbad by-the-Sea, indicated that he was unaware of any geotechnical or environmental reports pertaining to the subject site. The results of this investigation will be forwarded to California Lutheran Homes upon completion. 3.1.4 Document Search 3.1.4.1 Sanborn Map Review 3.1.4.2 The Sanborn Company performed a search of their archives and provided frre insurance maps of the buildings and sites within the vicinity of the subject property for the year of 1929. A copy of this map is attached with this report (Figure 3 ). A summary of our review of this map indicates that the was undeveloped in June of 1929. Several small unidentified structures were located adjacent to the southeast side of the parcel. In addition, it should be noted that auto repair facilities were located approximately 200 feet southeast of the parcel. Government A&ency ListinK§ Governmental agency listings of reported hazardous waste spills, underground tank releases, and federaVstate expenditures on hazardous waste sites were obtained and reviewed. The results of our review are as follows: ,A review of the RWQCB Well Investigation Program (California, 1991), indicates that there are no public wells that contain volatile organic chemicals within a 1-mile radius of the subject site. The County of San Diego's 1993 environmental assessment listing San Diego, County of, 1993) was reviewed for open and closed sites in the vicinity of the property. The results of this review was incorporated in the summary of Vista Environmental Information, Inc. (Vista) database listings presented below. -7 - LEIGHTON AND ASSOCIATES, INC. ReKional Water Quali1~ Control Board (RWQCB) The Regional Water Quality Control Board's policy is not to respond to requested information regarding hydrology, water quality, depth to ground water, and the status of contaminated sites listed in governmental publications. A publication (California, 1988) was provided by the RWQCB for our in-house review. City of Carlsbad Fire Department The City of Carlsbad Fire Department was contacted to obtain information regarding permits for fuel storage tanks and hazardous materials emergency responses at the subject site. The Department did not respond to the Leighton inquiry regarding any information in their files regarding the property. 3. Carlsbad Municipal Water District Ms. Terese Quintanar of the Carlsbad Municipal Water District was contacted on June 28, 1994 regarding site water usage. Ms. Quintanar indicated that 70 to 80 percent of the water supplying the Carlsbad area is imported from the Colorado River and Bay Delta in northern California. The majority of this water comes from Skinner Plant No. 1 and Skinner Plant No. 2, both located near the Riverside County line. The Carlsbad Municipal Water District does not maintain information regarding well water or ground water. 4. San Dieio Gas and Electric (SDG&E) Mr. John Dawsey of SDG&E was previously contacted regarding the possibility of PCB's in transformers. Ms. Dawsey stated that all of the field equipment (i.e., transformers, switch boxes) was of a mineral oil type which does not fall within the guidelines and regulations as specified by the Federal EPA for PCB contaminated equipment. In addition, Mr. Dawsey stated that SDG&E carries all responsibility for the transformers and their content 3.1.6 Review of Preliminazy Title Report Leighton received the Preliminary Title Report prepared by Chicago Title Company on June 29, 1994. Review of this document indicated that there was no mentioned information regarding the past use or storage of hazardous materials/waste on the parcel. There was a statement however that mentioned Standard Oil Company's right "from time to time to drill and maintain wells or other works into or through said parcel below a depth of 500 feet and to produce, inject, store and remove from and through such wells, or works, oil, gas, water and other substances of whatever nature ... ". 3.1.7 Discussions with Persons Familiar with the Site The following information was attained by Leighton through conversations with Mr. Rick Uhl, the Director of Environmental Services for Carlsbad by-the-Sea. The parcel of land has been utilired as a nursing facility/hospital since the 1950's. Aside from the industrial cleaning supplies, medical waste and maintenance/laundry supplies, Mr. Uhl knew of no other potentially hazardous materials/waste on the parcel. Soil and/or ground water may have been impacted by petroleum hydrocarbons in this area. • Industrial cleaning supplies were noted stored in a storage room adjacent to the kitchen, a storage room adjacent to the nurses station and in the basement near the laundry facilities. • A workbench/maintenance area was observed in the southwestern end of the basement. This area contained various paints, cleaners, adhesives and industrial supplies. • An emergency generator was observed adjacent to the ladder well at the rear of the facility. According to Mr. Uhl, the generator is powered by natural gas, with a backup tank of gasoline within the generator itself. No other storage tanks are used for the generator. • In addition to storage for industrial cleaners, the basement of the southwest wing was observed to contain the laundry facilities for the hospital and a workshop/maintenance area. Several containers of laundry soap and chlorinated destainer were observed in the laundry room. The workshop area contained a workbench, power and hand tools, roofing materials, spray paint, interior/exterior paint, sheetrock, and assorted hardware. • Two Bio-Hazard containers (approximately 55 gallons each) were observed in the easternmost of the six enclosed garages at the rear of the facility. At the time of the site reconnaissance, this particular garage was locked. Access was not granted to the remaining 5 garages, however Mr. Uhl indicated that the garages were used for parking autos. In addition to the above observations, the Material Safety Data Sheets (MSDS) for the hospital were observed. These sheets indicated that the following substances were stored on the premises: Approximately 30 household items, 10 laundry items, 30 food service items, 20 maintenance items and one nursery item. • No surfi.cial soil staining was observed during the site reconnaissance. • According to the R WQCB, ground water in the area of the site is designated as having beneficial municipal, industrial, and agricultural uses. • The depth to ground water at the subject site is estimated to be on the order of 30 to 40 feet below the ground surface. • It our opinion that there is potential for onsite soil and/or ground water contamination, and adjacent parcels may have been impacted by hazardous materials/waste. • -12 - LEIGHTON AND ASSOCIATES, INC. I I I I I I I I I I I I I I I I I I I 4930285-01 5.0 RECOMMENDATIONS 1) The subject parcel is anticipated to have been impacted by hazardous materials/waste. Therefore, we recommend a Phase II Environmental Site ~ment (ESA) be performed to assess any areas of subsurface soil and/or ground water contamination which may exist. This Phase II may incorporate the following tasks: • Review the underground utility network in the vicinity of the parcel for potential paths of contaminant migration. • Conduct a soil gas survey in the area of the parking lot in the northern portion of the parcel. This survey will aid in locating possible areas impacted by volatile organic compounds (VOCs) and/or petroleum hydrocarbons. In addition, this survey will assist in locating possible soil boring. • Base upon the results of the soil gas survey, conduct a subsurface soil investigation in the area of the parking lot in the northern portion of the parcel. This investigation should include a magnetometer survey to locate metallic tanks which may exist, and the drilling of several soil borings. Soil samples should be collected at approximate 5 foot intervals from each boring for chemical analyses. • Contract a licensed asbestos survey company to conduct a thorough asbestos survey on all structures within parcel boundaries. • Dispose of all bio-hazardous waste in an appropriate manner prior to commencement of grading. • Leighton is of the understanding that the structures on the parcel are scheduled to be demolished in the near future to accommodate expansion of the facility. During demolition and grading, it is possible that hazardous materials/waste may be encountered. Due to the possible presence of underground fuel storage tanks, extreme caution should be used during demolition and grading. 2) In the event that conditions encountered on adjacent parcels during further investigations or development suggest the presence of hazardous materials/waste, additional investigations may be warranted for the subject parcel. 3) We recommend that observations be made during any future site development for areas of possible contamination such as, but not limited to, the presence of underground facilities, buried debris, stained soils, waste drums, tanks, or odorous soils. In accordance with Assembly Bill 816, and the Hazardous Waste Property/Border Zone Property Law (Health & Safety Code 25220), the CAL-EPA, Toxic Substances Control Program (TSCP) enters into voluntary deed restriction agreements with owners of property who propose building residences, schools, hopitals or day care centers on property that is "on or within 2,000 feet of a significant disposal of hazardous waste". Restrictions may include "activities on, over, or under the land, including, but not limited to, a prohibition against building, filling, grading, excavating, or mining" without the written permission of the TSCP. The hotel was purchased in 1954 and converted to a retirement community. No information is available as to use of the parcel prior to 1929. Parcel 2 *203-235-05) This parcel was part of the hotel property and has never been developed. Prior to the early 1980' s, there were stairs down to the beach. There are steps to two ( 2) different levels with benches on each level. Parcel 3 (203-232-15) This parcel contains the Carlsbad Lutheran Health Facility which was built in 1974. Prior to 1974, a Standard Oil gas station occupied the north east portion of the parcel. The photocopy of a photograph, dating back to 1967, shows the gas station that was demolished in the early 1970's. We have no other knowledge of the•use of this parcel prior to 1954. Lloyd L.
