Executive Summary/Explanation & Analysis The City Council authorized on March 10, 2026, the formation of the Ad-Hoc City Council Veterans Memorial Park Veterans Recognition Subcommittee and appointed City Council Members Burkholder and Shin to serve on the subcommittee. The intent of the subcommittee is to solicit input from veterans, nonprofit veteran organizations and community members on concepts to honor and recognize veterans at the future Veterans Memorial Park. An initial meeting of the subcommittee was held on June 30, 2026. One additional meeting of the subcommittee is scheduled to be held on Sept. 30, 2026. After the conclusion of the meetings, the subcommittee will report back to the City Council with its recommendations. The staff report and presentation for the subcommittee’s June 30, 2026, meeting (Exhibit 1) summarized the community engagement conducted during the initial stages of design of Veterans Memorial Park, including solicitation of input specific to the Veterans Memorial Plaza and about the public art. The report also provided a summary of the additional memorial and honorific recognition opportunities within Carlsbad parks and facilities. Lastly, the report and presentation offered ideas that, in addition to other ideas provided by the public and the subcommittee, further honor veterans. The subcommittee expressed interest in staff further pursuing the following opportunities for donation-supported veterans recognition elements within the park: bricks/pavers (installed in ground) and plaques/tiles (mounted on walls), specifically at the Veterans Memorial Plaza and at the public art site. AD HOC VETERANS MEMORIAL PARK VETERANS RECOGNITION SUBCOMMITTEE July 29, 2026 Item #1 Page 1 of 3 (ii) Staff Report The subcommittee also expressed interest in in staff further pursuing the following other opportunities for veterans recognition elements within the park: the acknowledgement of the U.S. Merchant Marine at the Veterans Memorial Plaza, the incorporation of flags for each branch of the U.S. Armed Forces and a larger American Flag at the public art site, the inclusion of military dog tag symbology, the development of a historical walk with interpretive panels of major military conflicts involving the United States, and the paying of respect to military bases in the region, gold star families and prisoners of war. Staff will present conceptual renderings of the above donation-supported veterans recognition elements, and the above other opportunities for veterans recognition elements, within the park. Staff recommend that the subcommittee receive this report and presentation, receive additional public input during the meeting on Veterans Memorial Park veterans recognition and provide direction to staff as appropriate. Next Steps Staff will receive direction as the subcommittee determines appropriate and will present a follow-up report at the subcommittee’s next scheduled meeting on Sept. 30, 2026. After the conclusion of the three scheduled meetings, the subcommittee will report back to the City Council with its recommendations. Exhibit 1. I Have followed the community input opportunities since 2019, either in person or online. I have been very impressed by all I have observed of the combined efforts of our Carlsbad Parks and Recreation Dept. and the Ad Hoc committee’s efforts to make this memorial park a truly special place for the surrounding communities and all visitors to enjoy. The varied fun, reflective and educational levels are wonderful and well thought out. And most importantly, a fitting and respectful place to honor our veterans; those living and those who have died. At the June 30th meeting, it was discussed possible ways that families and others could contribute and purchase a memorial to honor a particular veteran or group. A wall of honor with plaques (which one finds at most veterans parks) would be very appropriate. The term pavers was mentioned, but to have pavers that are walked upon would not, in my opinion, show the respect that our veterans, who have served and those that continue to serve us and our country would deserve. But, a wall of honor would. Apparently, the proposed park has the space to accommodate one. Thank you for all your efforts to make this park a truly special place. I am the widow of Col. James L. Williams (ret. USMC), the mother of Reserve Lt. Col. Grant A. Williams (ret.) and the aunt of three who are enlisted and currently serving in the U.S. Navy. As the daughter of a U. S. Marine Corps pilot (last stationed at Camp Pendleton MCB) who flew our nation’s Presidents (1960-1970’s) and also foreign dignitaries, I am blessed to have lived on USMC bases on both coasts, grown up with a constantly replenishing community of patriotic families and traveled to most of our 50 states marking me with a great love for this country. After viewing the June 30, 2026 Ad-Hoc Veterans Memorial Park Veterans Recognition Committee meeting, I would like to share some thoughts. I did like CM Shin’s suggestion to tell the story of our nation’s veterans at various significant points in history, perhaps along a park pathway. Responding to the multitude of suggested ideas to implement within the Park, CM Burkholder cautioned against the possibility of cluttering the Park. Introducing too many things to the landscape, however well intended, would detract from the peaceful and reflective nature of the Park. Her words of caution are important to note and I agree that avoiding visual clutter of the Park is imperative. One speaker suggested including the Merchant Marines as one of the branches of the Armed Services. While the Merchant Marines have undoubtedly made great contributions to the country, the Merchant Marines are not a branch of the Armed Services and should not be included in those branches. The Merchant Marines is in fact “a civilian fleet of ships and mariners managed by the Department of Transportation”. To be certain I had the correct understanding of the Merchant Marines status, I reached out to my father’s circle of Veterans to ask them. Here are some of their responses: “The merchant marines are civilians who operate the USA maritime fleet. They are not an organization within the Armed Forces.” “The Merchant Marines man ships that are part of the commercial fleet managed by the U.S. Maritime Administration. Here is the link: https://en.wikipedia.org/wiki/United_States_Merchant_Marine They are not part of the Department of Defense (now titled "Department of War") and are not considered one of the armed services. However, the Merchant Marines I have known are all widely traveled and have excellent stories (even if not factual).” “I will say the Merchant Marine went a long way to winning WWII……. The logistics that helped keep Russia and England in the war and transported US troops to battlefields around the world, came by virtue of our MM. Their story in that war is an amazing one.” The important contributions of the Merchant Marines can and should be included in the pathway stories CM Shin mentioned, separate from the United States Armed Forces six military branches: the Army, Navy, Marine Corps, Air Force, Space Force, and Coast Guard. Hello City Council members and City staff, Thank you for allowing me to share, once again, my suggestion to create an armed forces military banner program in Carlsbad to honor our veterans and active duty members. In June of 2025, I had the pleasure of visiting Big Bear Lake and while driving along Big Bear Blvd, I noticed the many military banners attached to the lampposts, each displaying side by side photo banners of two current or past local military members from each of the 6 branches. It was a beautiful sight, to see all that red, white, and blue against the gorgeous blue sky. As I continued my road trip and research, I discovered many other CA cities offer this recognition program. (I lost count at 60.) So, in late July 2025, exactly one year ago, I met with CM Burkholder and shared some photos, sample applications, and ideas for possibly offering a similar program, somewhere in our City, and she offered to share the information I provided to our City Manager. I also shared the idea with Kelly LeBerthon, the creator of Carlsbad USA250, as a way our City could display something for the semiquincentennial celebration. She shared the idea with Sean Chavez of Main Street Oceanside, who moved forward with the banners and now have a military recognition banner program in place since prior to July 4th . So here I am once again, respectfully requesting you to consider offering an armed forces street banner program to the residents of Carlsbad. A display location could be along the Faraday sidewalks, not part of the park, but rather something visitors can experience as they approach the memorial site, or along Cannon Road. Another idea was along Carlsbad Blvd in front of the Army /Navy Academy. If the program is approved and offered to our military families, I suggest that whatever location is chosen, it consists of only military banners. I noticed how cluttered it looks along the Coast highway in Oceanside where the military banners are mixed in with the SD County Fair award recipients and in my opinion, detracts from the significance of those who have dedicated their lives to serving our country in defense of liberty. I am happy to share the research I have already gathered from a few cities with an established and active program. Thank you for considering this program. Street banners will be designed, printed and installed honoring these individuals on an annual basis, to coincide with Armed Forces Day in mid-May. Banners, once installed, will be presented at a City Council meeting, acknowledging each hero's service to the City and the Nation. Banner sponsors will receive a souvenir photo of the banner. Quantity is limited to one banner per service person, and the fee is $325 per banner. The Hometown Heroes Military Banner Recognition Program recognizes those members of our community who are currently serving in the Armed Forces, veterans who have served in the past, or veterans of the past who are now deceased. Banners typically are displayed from May-July in these general areas: • Torrance Boulevard " Carson Street " Madrona Avenue " Fashion Way New banners get priority along Torrance Boulevard in their first year. After the first year, location for older banners is random. Locations for the displaying of Hometown Heroes banners will be determined by the City of Torrance and a specific location is not guaranteed. Available space is determined on a first-come, first serve-basis. Visibility of the banners is a priority in determining locations. City staff and the vendor monitor banners throughout the banner installation period, but occasionally banners become loose due to wind or wear and tear. The Veteran Military Banner program is for Residents who live in Montclair and have been honorably discharged from the Armed Forces. Banners are proudly displayed every February through November on Montclair Streets. Eligibility To qualify for the City of Montclair's Veteran Military Banner Program, the following criteria must be met: 1. The Honoree must be a current resident of Montclair. 2. The Honoree must be an honorably discharged service member from one of the branches of the United States Armed Forces. Requirements New and returning applicants must submit proof of the Honoree's Montclair residency AND proof of the Honoree's honorable discharge from the United States Armed Forces with the completed application by the submission deadline in November. • Proof of Montclair Residency: o Applicants must submit ONE (1) of the following documents: ■ A copy of the Honoree's valid driver's license ■ A recent utility bill that is addressed to the Honoree (dated within 90 days from the date the Military Banner Application is submitted). • Proof of Honorable Discharge: o Applicants must submit the following document: ■ Applicants must submit a copy of the honoree's Honorable Discharge Certificate (DD 256 form). Selection Process • Honorees must meet all eligibility criteria. • Applications are accepted on a first-come, first-served basis and are based on pole availability. • Applicants must carefully review, approve and submit the Banner Proof Verification by the assigned deadline. Applicants must approve the spelling of the Honoree's name, military branch and confirm the years of service.
