Fill out a "Speaker Card." 2. Submit to the City Clerk or Assistant City Clerk 3. Speakers will be provided a maximum speaking time ofthree (3) minutes which may be shortened at the discretion ofthe Mayor. 4. Groups of 6 or more speakers may appoint one person to speak on their behalf. All members of the group must be present and fill out a speaker card. Only one member will receive a speaker number and will be given 10 minutes to speak, prior to the individual speakers on this item. 5. When submitting a Speaker Card the speaker will receive a card with a number, this indicates the order in which the speakers will approach the podium. Please line up on the right side ofthe room by number when Mayor gives the direction to do so. City Manager's Recommendation: A. ) Receive the Elections Code Section 9212 Report for the Agua Hedionda South Shore Specific Plan Initiative Measure; and B. ) 1.) Adopt City Council Ordinance No. CS-283, adopting the Ordinance proposing the Agua Hedionda South Shore Specific Plan, without alteration; or, 2. ) Adopt City Council Resolution No. 2015-222, immediately ordering a special election, to be held pursuant to subdivision (a) of Elections Code Section 1405, at which time the Ordinance proposing the Agua Hedionda South Shore Specific Plan, without alteration, shall be submitted to a vote ofthe voters ofthe City of Carlsbad; and consider the following options: i. Adopt City Council Resolution No. 2015-223, authorizing certain City Council members to file a written argument in opposition regarding the Ordinance proposing the adoption of Agua Hedionda South Shore Specific Plan; and, ii.
