1. Fill oul a "Speaker Card."
2. Submit te the City Clerk or Assistant Clly Clerk
3. Speakers will be provided a maximum speaking time of three (3) minutes which may be shortened at the
discretion oflhe Mayor.
4. Groups of 6 or mere speakers may appoint one person te speak on their behalf. All members of the group
musl be present and fill out a speaker card. Only ene member will receive a speaker number and will be
given 10 minutes lo speak, prior to the individual speakers on this ilem.
5. When submitting a Speaker Card the speaker will receive a card with a number, this indicales the order in
which the speakers will approach the podium. Please lineup on the right side ef the room by number
when Mayor gives the direction to do se.

This is a motion to waive the reading ofthe text of all ordinances and resolutions at this meeting.
1. AB# 22,074 - Approval of Resolution No. 2015-226, reappointing Jason Hansen and Jodi
Rudick Stein to the Parks and Recreation Commission.

2. AB# 22,075 - Approval of Resolution No. 2015-227, appointing Patrick Goyarts to the Parks
and Recreation Commission.

3. AB# 22,076 - Approval of Resolution No. 2015-228, authorizing settlement of Workers'
Compensation Claim of Torrey Cluett for $157,000.

In conformance with the Brown Act, no Council action can occur on items presented during Public
Comment.
A total of 15 minutes is provided so members ofthe public can address the Council on items that

PUBLIC HEARING:
4. AB #22,077 - Introduction of Ordinance No. CS-284, amending Section 21.05.030 of the
Carisbad Municipal Code by an amendment to the zoning map to grant a zone change from
One-Family Residential (R-l) to Residential Density Multiple (RD-M) for 0.38-acre parcel
located at 438 Tamarack Avenue, within Local Facilities Management Zone 1; and,
approval of Resolution No 2015-229, approving: 1) a determination per CEQA that the project
is consistent with the General Plan EIR, and 2) a Local Costal Program Amendment to change
the zoning from R-l to RD-M on a parcel located at 438 Tamarack Avenue. Case Name:
Henkins Zone Change, LCPA 15-01.
City Manager's Recommendation: Take public input, close the public hearing, and introduce
Ordinance No. CS-284 by title only and schedule the second reading and adoption of the
ordinance for a future meeting, and adopt Resolution No. 2015-229.

5. AB #22,078 - Approval of Resolution No. 2015-230, declaring its intention to initiate a zoning
ordinance amendment to allow indoor shooting ranges in the Planned Industrial Zone (P-M)
wkh approval of a Conditional Use Permk and subject to other appropriate use regulations,
such as operational standards and distance buffers.
City Manager's Recommendation: Approve Resolution No. 2015-230.
