For items listed on ttie agenda (including Consent Calendar), tiiere is a five (5) minute time limit on individual speakers. b. For items not listed on ttie agenda (Public Comment), there is a three (3) minute time limit on individual speakers. 2. Before the item is heard, submit the Speaker Card to the City Clerk. 3. AB #22,079 - Introduce Ordinance No. CS-285, approving a Municipal Code Amendment (MCA 14-03), to add and enact Carlsbad Municipal Code Chapter 18.25 - Small Residential Rooftop Solar Energy Systems, to provide an expedited, streamlined permitting process for small residential rooftop solar energy systems. City Manager's Recommendation: Take public input, close the public hearing and introduce Ordinance No. CS-285 by title only and schedule the second reading and adoption of the ordinance for a future meeting.
