TO SPEAK TO COUNCIL AT r\/IEETING:
1. Fill out a "Speaker Card".
2. Submit to the City Clerk or Assistant City Clerk
3. Speakers will be provided a maximum of 3 minutes which may be shortened at the discretion of the Mayor,
depending on the number of people wishing to speak.
4. Group Time: Group speakers will speak first.
Groups of 5 or more speakers may appoint one person to speak on their behalf. All members of the group must
be present and fill out a speaker card. Only one member will receive a speaker number and will be given 10
minutes to speak.
5. When submitting a Speaker Card the speaker will receive a card with a number or letter, this indicates the order
in which the speakers will approach the podium. Please line upon the right side of the room by number when
Mayor gives the direction to do so.
OTHER INFORMATION:
> Citizens may have an item listed on a future agenda by submitting a letter to the City Manager. Unless the
Mayor, with the consent of the Council, otherwise directs, such presentations shall be limited to ten (10)
minutes.
> Persons with a disability may request an agenda packet in appropriate alternative formats as required by the
Americans with Disabilities Act of 1990 by contacting the City Manager's office at (760) 434-2821 (voice), 711
(free relay service for TTY users), 760-720-9461 (fax) or manager^carlsbadca.gov by noon on the Monday
preceding the meeting. All persons requiring reasonable accommodations or auxiliary aids in order to
effectively participate in the meeting may contact the City Manager's office by noon on the Monday preceding

representing. Please referto the time limit maximum for items submitted for viewing. All presentations/digital
materials are considered part ofthe maximum time limit provided to speakers. All materials exhibited to the
Council during the meeting (slides, maps, etc.) are part of the public record. Your materials will be returned
upon written request. Video clips cannot be accommodated.
> MEETING DECORUM: Carlsbad Municipal Code sections 1.20.320 and 1.20.330 require members ofthe public
to observe order and decorum at this meeting and to conduct themselves in a courteous manner. California
Penal Code section 403 makes it a misdemeanor for any person to willfully disturb or break up any assembly
or meeting with lawful authority.

Annual Performance and Evaluation Program forthe Community Development Block Grant
(CDBG) Program.

2. AB #22,081 - Approval of Resolution No. 2015-232, authorizing the City of Carlsbad to
approve a Memorandum of Understanding with the United States Marshals Service to
participate in the Regional Fugitive Task Force.

3. AB #22,082 - Accept public comment on FY 2015 Edward Byrne Memorial Justice Assistance
Grant and Approval of Resolution No. 2015-233, accepting and appropriating funds for police

Program.

4. AB #22,083 - Approval of Resolution No. 2015-234, accepting a grant of $3,201 from the San
Diego County Law Enforcement Foundation to the City of Carlsbad Police Department and

5. AB #22,084 - Approval of Resolution No. 2015-235, authorizing the Interim Chief of Police to
execute the First Amendment to Board of State and Community Corrections (BSCC) Police
Grant Funds Memorandum of Agreement and accepting $27,665 from the City of San Diego
for AB109 Enforcement.

6. AB #22,085 - Approval of Resolution No. 2015-236, authorizing the purchase of radios for the
Fire and Police departments from Motorola, Inc. in amounts not to exceed $590,862 and
$878,742 respectively.

7. AB #22,086 - Approval of Resolution No. 2015-237, appointing Shaunee Williams to the
Housing Commission.

10. AB #22,089 - Approval of Resolution No. 2015-240, approving a reimbursement agreement
with Rancho Costera, LLC for the construction of street and utility improvements on

11. AB #22,090 - Approval of Resolution No. 2015-241, authorizing out of state travel for Fire
Department personnel to attend Crude by Rail Emergency Response Training, held in Pueblo,

ORDINANCE FOR INTRODUCTION:
12. AB #22,091 - Introduce Ordinance No. CS-286, amending Chapter 3.40, sections 3.40.090,
3.40.110, 3.40.140, and 3.40.161 ofthe Carlsbad Municipal Code related to procedures for
the establishment of a reimbursement fee for funding the reimbursement of certain costs of
the construction of eligible improvements.
City Manager's Recommendation: Introduce Ordinance No. CS-286 by title only and
schedule the second reading and adoption ofthe ordinance for a future meeting.

ORDINANCES FOR ADOPTION:
13. AB #22,092 - Approval to adopt Ordinance No. CS-284, amending section 21.05.030 of the
Carlsbad Municipal Code by an Amendment to the Zoning Map to grant a Zone Change from
One Family Residential (R-l) to Residential Density Multiple (RD-M) for 0.38 acre parcel
located at 438 Tamarack Avenue, within Local Facilities Management Zone 1.
City Manager's Recommendation: Adopt Ordinance No. CS-284.

14. AB#22,093 - Approval to adopt Ordinance No. CS-285, approving a Municipal Code
Amendment (MCA 14-03), to add and enact Carlsbad Municipal Code Chapter 18.25 - Small
Residential Rooftop Solar Energy Systems, to provide an expedited, streamlined permitting
process for small residential rooftop solar energy systems.
City Manager's Recommendation: Adopt Ordinance No. CS-285.

PUBUC HEARING:
15. AB #22,094- Approval of Request for Certification of a program Environmental Impact Report
(including findings of fact, a Statement of Overriding Considerations, and a Mitigation
Monitoring and Reporting Program) for the Draft General Plan and Climate Action Plan; and
approval of a comprehensive update to the General Plan, including the Housing Element, and
a New Climate Action Plan; and approval of associated amendments to the Zoning Ordinance,
Zoning Map, Local Coastal Program, Citywide Facilities and Improvements Plan, and an
allocation from the excess Dwelling Unit Bank.
City Manager's Recommendation: Take public input, close the public hearing and
(a) introduce City Council Ordinance No. CS-287, approving a Zoning Ordinance Amendment
(ZCA 07-01), Zone Change (ZC 15-02) and Local Coastal Program Amendment (LCPA 07-02) to

ensure consistency with the updated General Plan by amending the Zoning Map amending
the minimum residential density for Mixed Use, removing references to "RHNA Base" Density,
and amending the Office Zone to conditionally permit Professional Care Facilities; and
(b) adopt City Council Resolution No. 2015-242, certifying the Final Environmental Impact
Report (EIR 13-02) and Adopting Findings of Fact, a Statement of Overriding Considerations,
and a Mitigation Monitoring and Reporting Program for the Comprehensive General Plan
Update (GPA 07-02)(incIuding a Housing Element Update), a Climate Action Plan (SS 15-05)
and associated amendments to the Zoning Ordinance (ZC 07-01), Zoning Map (ZC 15-02),
Local Coastal Program Land Use and Zoning Maps (LCPA 07-02), and Citywide Facilities and
Improvements Plan (SS 15-06); and
(c) adopt City Council Resolution No. 2015-243, approving a General Plan Amendment (GPA
07-02) to comprehensively update the General Plan, including the Housing Element, and
associated amendments to the Local Coastal Program Land Use Map (LCPA 07-02) and
Citywide Facilities and Improvement Plans (SS 15-06), and an allocation from the city's Excess
Dwelling Unit Bank; and
(d) adopt City Council Resolution No. 2015-244, approving the Carlsbad Climate Action Plan
(SS 15-05).
