TO SPEAK TO COUNCIL AT MEETING:
1. Fill out a "Speaker Card".
2. Submit to the City Clerk or Assistant City Clerk
3. Speakers will be provided a maximum of 3 minutes which may be shortened at the discretion of the Mayor,
depending on the number of people wishing to speak.
4. Group Time: Group speakers will speak first.
Groups of 6 or more speakers may appoint one person to speak on their behalf. All members of the group must
be present and fill out a speaker card. Only one member will receive a speaker number and will be given 10
minutes to speak.
5. When submitting a Speaker Card the speaker will receive a card with a number, this indicates the order in which
the speakers will approach the podium. Please line up on the right side of the room by number when Mayor
gives the direction to do so.
OTHER INFORMATION:
• Citizens may have an item listed on a future agenda by submitting a letter to the City Manager. Unless the
Mayor, with the consent of the Council, otherwise directs, such presentations shall be limited to ten (10)
minutes.
D Persons with a disability may request an agenda packet in appropriate alternative formats as required by the
Americans with Disabilities Act of 1990 by contacting the City Manager's office at (760) 434-2821 (voice), 711
(free relay service for TTY users), 760-720-9461 (fax) or managerPcarlsbadca.gov by noon on the Monday
preceding the meeting. All persons requiring reasonable accommodations or auxiliary aids in order to
effectively participate in the meeting may contact the City Manager's office by noon on the Monday preceding
the meeting to make such arrangements.
• PLEASE NOTE: Written agenda related items provided to the City's legislative leaders after distribution of the
agenda packet will be available for inspection during normal business hours at the office of the City Clerk, 1200
Carlsbad Village Drive, Carlsbad, CA 92008. All agenda related items will also be available at each meeting of
the City's legislative leaders — please see the City Clerk.
D VISUAL MATERIALS FOR CITY COUNCIL: Please coordinate with the City Manager's Office regarding submission
of visual materials for council meetings. Please label all materials with the agenda item number you are
representing. Please refer to the time limit maximum for items submitted for viewing. All presentations/digital
materials are considered part of the maximum time limit provided to speakers. All materials exhibited to the
Council during the meeting (slides, maps, etc.) are part of the public record. Your materials will be returned
upon written request. Video clips cannot be accommodated.
• MEETING DECORUM: Carlsbad Municipal Code sections 1.20.320 and 1.20.330 require members of the public
to observe order and decorum at this meeting and to conduct themselves in a courteous manner. California
Penal Code section 403 makes it a misdemeanor for any person to willfully disturb or break up any assembly
or meeting with lawful authority.

1. AB #22,229 — Approval of Resolution No. 2016-043, accepting a donation of $5,000 from the
Friends of the Carlsbad City Library, in memory of Maureen Tracy, to the Library and Cultural
Arts Department.
ACTION: Approved 5/0.
2. AB #22,230 — Approval of Resolution No. 2016-044, authorizing out-of-state travel for one
police captain to attend the 2016 Benchmark Cities Police Chiefs' Annual Conference in
Henderson, Nevada.
ACTION: Approved 5/0.
3. AB #22,231 —Approval of Resolution No. 2016-045, rejecting the initial bids received for Dove
Library exterior improvements and authorizing the release of invitations for a second bid
process, Project No. 4030.
ACTION: Approved 5/0.
4. AB #22,232 — Approval of Resolution No. 2016-046, authorizing the purchase of audiovisual
equipment and services from Presentation Products, Inc., dba Spinitar, in an amount not to
exceed $772,759 for the Dove Library Renovation Project, Project No. 4030.

ORDINANCES FOR ADOPTION:
5. AB #22,233 — Adopt Ordinance No. CS-292, amending Section 21.05.030 of the Carlsbad
Municipal Code by an amendment to the Zoning Map to grant a zone change from Exclusive
Agriculture (EA), Planned Industrial (PM), and Office (0) to Commercial Tourist (C-T) with a
Qualified Development Overlay (Q) for 3.6 acres generally located west of The Crossings Drive
and east of Marbrisa Drive in the Mello II Segment of the Local Coastal Program and Local
Facilities Management Zone 8; and,
Adopt Ordinance No. CS-293, approving a specific plan amendment to annex 3.6 acres into
Planning Area 5 as Planning Area 5A and to establish development standards for Planning
Area 5A within the Carlsbad Ranch Specific Plan located north of Legoland California, south
of Cannon Road, east of Legoland Drive, and west of The Crossings Golf Course in Local
Facilities Management Zone 8.

6. AB #22,234 — Adopt Ordinance No. CS-294, approving an amendment to Carlsbad Municipal
Code Chapter 18.50 — Water Efficient Landscape, for the purpose of consistency with the
State of California Model Water Efficient Landscape Ordinance.
Case Name: Water Efficient Landscape Ordinance, Case No. MCA 15-02.
City Manager's Recommendation: Adopt Ordinance No. CS-294.
ACTION: Approved 5/0.
PUBLIC COMMENT:
In conformance with the Brown Act, no Council action can occur on items presented during Public

7. AB #22,235 — Approval of Resolution No 2016-047, approving Tentative Tract Map CT 14-07
and Major Review Permit RP 14-20 to allow for the construction of 16 multi-family residential
condominium units, including two inclusionary units, on a 0.70-acre site located on the west
side of Roosevelt Street, between Laguna Drive and Beech Avenue, in Land Use District 8 of
the Village Review Zone and within Local Facilities Management Zone 1.
Case Name: Beachwalk at Roosevelt, Case No. CT 14-07/RP 14-20.
City Manager's Recommendation: Take public input, close the public hearing and adopt
Resolution No. 2016-047.
