PUBLIC COMMENT
Time is provided so members of the public can address the Board on items that are not listed on the
agenda. Speakers are limited to three (3) minutes each. In conformance with the Brown Act, no Board
action can occur on items presented during Public Comment. If you desire to speak during Public
Comment, fill out a SPEAKER CARD and submit it to the Board Secretary. When you are called to speak,
please come forward to the podium and state your name.

NEW BUSINESS
Item 1: Public Hearing for Clean Energy Alliance Community Choice Aggregation
Implementation Plan and Resolution Approving Clean Energy Alliance Implementation
Plan & Statement of Intent.
RECOMMENDATION:
1. Conduct Public Hearing to consider the Clean Energy Alliance (CEA) Community
Choice Aggregation Implementation Plan & Statement of Intent.
2. Adopt a Resolution approving the CEA Community Choice Aggregation
Implementation Plan and Statement of Intent.
3. Direct staff to file the Implementation Plan and Statement of Intent with the
California Public Utilities Commission no later than December 31, 2019.
ACTION: Adopted Resolution No. 2019-003 approving the CEA Community Choice
Aggregation Implementation Plan and Statement of Intent and directed staff to file
the Implementation Plan and Statement of Intent with the California Public Utilities
Commission no later than December 31, 2019. Motion carried unanimously, 3/0.
City of Carlsbad I City of Del Mar I City of Solana Beach
Item 2: Selection of Interim Chief Executive Officer for Fiscal Year 2019/2020
RECOMMENDATION:
1. Direct General Counsel to negotiate an agreement with the Bayshore Consulting
Group, Inc. (Bayshore) for professional services to fulfill the duties of interim Chief
Executive Officer (CEO) for the Clean Energy Alliance (CEA) for Fiscal Year
2019/2020;and
2. Authorize the CEA Board Chair to execute the agreement for a not to exceed
amount of $50,000.
ACTION: On a motion by Vice Chair Haviland, directed General Counsel to negotiate
an agreement with the Bayshore Consulting Group, Inc. (Bayshore) for professional
services to fulfill the duties of Interim Chief Executive Officer (CEO) for the Clean
Energy Alliance (CEA) for Fiscal Year 2019/2020; and, Authorized the CEA Board Chair
to execute the agreement for a not to exceed amount of $50,000. Motion carried
unanimously, 3/0.
BOARD MEMBER REQUESTS FOR FUTURE AGENDA ITEMS
ACTION: Minute Motion by Vice Chair Haviland to have a workshop item discussion at the January 16,
2020 meeting relating to:
1. The timing and future formation of citizen advisory committees for the Clean Energy Alliance
Joint Powers Authority; and
2. How to attract more members to the Clean Energy Alliance Joint Powers Authority. Motion
carried unanimously, 3/0.
ACTION: Minute Motion by Chair Schumacher to place on an upcoming agenda the topic of the Clean
Energy Alliance logo and branding. Motion carried unanimously, 3/0.

Public Comment
Members of the public may speak on any Authority related item that does not appear on the agenda. State law
prohibits the Board from taking action on items not listed on the agenda. Comments requiring follow up will be
referred to staff and, if appropriate, considered at a future Board meeting. Members of the public are also welcome
to provide comments on agenda items during the portions of the meeting when those items are being discussed. In
both cases, a request to speak form must be submitted to the Board Secretary.

or in person at 1200 Carlsbad Village Drive. Written materials related to the agenda that are received by 5:00 p.m.
