V.APPROVAL OF MINUTES: October 21, 2019 Parks & Recreation CommissionMeeting.

VII.CONSENT CALENDAR: None
All items listed under consent calendar are considered routine and will be enacted by one motion as listed, unless an item is requested to be removed for discussion by a Commission member.
PUBLIC COMMENT: In conformance with the Brown Act, no Council action can occur on items
presented during Public Comment. A total of 15 minutes is provided so members of the public
can address the Council on items that are not listed on the Agenda. Speakers are limited to three 1 of 83
(3) minutes each. If you desire to speak during Public Comment, fill out a SPEAKER CARD and
submit it to the City Clerk. If there are more than five (5) speakers, the remaining speakers will be
heard at the end of the agenda just prior to Council Reports. When you are called to speak, please
come forward to the podium and state your name.

Senior Planner Jennifer Jesser to present an overview of the draft Local CoastalProgram Land Use update.
2.SR # 1119-2 AMENDMENT TO POINSETTIA COMMUNITY PARK MASTER
PLAN - RELOCATING A PROPOSED OFF-LEASH DOG PARK AND ADDING
A PARKING LOT AND RESTROOM3.The Commission will receive a report on a proposed Amendment to the PoinsettiaCommunity Park Master Plan and consider recommending its approval by the CityCouncil
4.SR # 1119-3 PARKS & RECREATION COMMISSION WORK PLANThe Commission will discuss the draft work plan and consider recommending itsadoption by the City Council
5.SR # 1119-4 DEPARTMENT REPORT
The Commission will receive a report on recently completed and upcoming Parks& Recreation activities, donations and grants, as well as other topics of localinterest.
The remainder of the categories is for reporting purposes. In conformance with the Brown Act, no public testimony and no Commission action can occur on these items.
