NOTICE TO THE PUBLIC:
1. It is the Planning Commission's Policy to adjourn the meeting no later than 10:00 p.m.
2. Meetings are divided into categories shown below.
3. When you are called to speak, please come forward and state your name and address.
4. Persons with a disability may request an agenda packet in appropriate alternative formats as required
by the Americans with Disabilities Act of 1990 by contacting the City Manager's office at 760-434-2821

on the Friday preceding the meeting. All persons requiring reasonable accommodations or auxiliary aids

5. PLEASE NOTE: Any agenda related writings or documents provided to the majority of the Planning
Commission after distribution of the Agenda packet will be available for public inspection at the Planning
Division located at 1635 Faraday Avenue, Carlsbad, CA 92008. In addition, a binder containing all agenda
related writings and documents will be held by the Minutes Clerk at each Planning Commission meeting
and available for public review.
6. VISUAL MATERIALS FOR PLANNING COMMISSION: Visual materials should be submitted to the Planning
Division at 1635 Faraday Avenue no later than noon on the day of a Regular Planning Commission
Meeting. Digital materials will be placed on a computer in Council Chambers for public presentations.
Please label all materials with the agenda item number you are representing. Items submitted for
viewing, including presentations/digital materials, will be included in the time limit maximum for
speakers. All materials exhibited to the Planning Commission during the meeting (slides, maps, photos,
etc.} are part of the public record and must be kept by the Planning Division for at least 60 days after
final action on the matter. Your materials will be returned upon written request. Video clips cannot be
accommodated.
7. Meeting Decorum: Carlsbad Municipal Code sections 1.20.320 and 1.20.330 require members of the
public to observe order at this meeting and to conduct themselves in a courteous manner. California
Penal Code section 403 makes it a misdemeanor for any person to willfully disturb or break up any
assembly or meeting with lawful authority.
PUBLIC COMMENT:
If you desire to speak about an item not listed on the agenda, a "Time Reservation Request" form should be
filed with the Minutes Clerk. A total of 15 minutes is provided for the Public Comment portion of the Agenda.
Speakers are limited to three (3} minutes each. In conformance with the Brown Act, no action can occur on
items presented during Public Comment.

demolition of a 4,200 square foot two-story single-family residence and the construction of a 5,487
square foot two-story single-family residence with a 2,564 square foot habitable basement within the
Mello II Segment of the City's Coastal Zone located at 5263 Shore Drive within Local Facilities
Management Zone 3. The project site is within the appealable area of the California Coastal Commission.
The City Planner has determined that the project belongs to a class of projects that the State Secretary
for Resources has found do not have a significant impact on the environment, and it is therefore
categorically exempt from the requirement for the preparation of environmental documents pursuant

Local Facilities Management Zone 20. The project site is not within the appealable area ofthe California
Coastal Commission. The City Planner has determined that the·project belongs to a class of projects that
the State Secretary for Resources has found do not have a significant impact on the environment, and it

6. RP 16-01/CDP 16-03-VERIZON ARMY & NAVY ATHLETIC FACILITY WCF -Request for approval of a
Minor Review Permit and Coastal Development Permit to allow the installation, operation, and
maintenance of an unmanned Wireless Communication Facility consisting of six (6) panel antennas
mounted within a 48 inch radome cylinder on a new light standard that will replace an existing light
standard and associated equipment at the northeast corner of the athletic field within the Army & Navy
Academy Athletic Facility located at 2600 Carlsbad Boulevard in the Village Segment ofthe Certified Local
Coastal Program and in Local Facilities Management Zone 1. The City Planner has determined that the
project belongs to a class of projects that the State Secretary for Resources has found do not have a
significant impact on the environment, and is therefore categorically exempt from the requirement for
the preparation of environmental documents pursuant to Section 15301(e) (Additions to Existing
Structures) of the state CEQA Guidelines. This project is not located within the appealable area of the
California Coastal Commission.

7. SOP 15-23/CDP 15-43 -NORTH COAST MEDICAL PLAZA -Request for approval of a Minor Site
Development Plan and Coastal Development Permit to construct a 49,942 square foot, three-story
medical office shell building in place of a previously approved 50,000 square foot, two-story office
building on a previously graded development pad located on the south side of Palomar Airport Road
between Hidden Valley Road and Aviara Parkway in the Mello II Segment of the Coastal Zone and Local
Facilities Management Zone 5. The City Planner has determined that the proposed project is a project
for which a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program was
previously adopted (Kelly Corporate Center, City Council Resolution No. 2013-228, dated September 13,
2013); that this subsequent project is consistent with that project cited above; that the Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program was adopted in connection with
the prior project; that the project has no new significant environmental effect not analyzed as significant
in the adopted Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program; that
none of the circumstances requiring further environmental compliance under CEQA Guidelines Sections
15162 or 15163 exist; and that all feasible mitigation measures identified in the adopted Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program, which are appropriate to this
subsequent project, will be incorporated. This project is located within the appeal area and the decision
may be appealed to the California Coastal Commission.
