The Planning Division has reviewed your Sign Program Amendment, application no. AMEND 2019-0008, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. On the sheet describing new sign package "F", please label the page number as "Sheet 2a of 12" (or renumber the entire sign program). Please also correct the footer information with a current revision date and update any other applicable information. 2. For new sign package "F", please use sign package "D" for "In-Line Shops/Tenant Signs" as a template. Sign package "F" appears to be modeled after sign package "E" which is for pad buildings. Please give sign package "F" its own description since it is unique to one tenant space in the commercial center. 3. Proposed sign types F2 -Secondary, FS -Drive-Thru Reader Board, and F7 -Awning Sign are not appropriate for the proposed single-tenant space that the "F" type signs are proposed for. Please remove these references and renumber. 4. The proposed text states to see the sign criteria elevation sheet for graphic illustrations of "F" signs. No such sheet was provided. 5. Show the "Henry's" logo with 36" letters as shown on the approved sign program. This may be updated to show "Sprouts" with 36" letters. 6. The sign "size and dimensions" section is confusing. Please re-write to clearly state the letter height allowed for one-line copy (up to 30") and two-line copy (up to 30"). The city does not consider letter height to be cumulative if two lines of copy are provided. Therefore, you could have two lines of copy up to 30" each if the sign complied with the square footage and other development standards. Stating that a 30" first line and 6" second line for a maximum 40" sign height is misleading. 7. Update the "map" sheet to show the location of the new primary sign. The existing primary sign location previously for "Petco" needs to be adjusted. Add to the legend that green sign locations are primary signs and yellow sign locations are secondary signs. This is shown correctly on the city's copy of the existing, approved, sign program. 8. Under "Size and Dimensions" for sign type "A", update the code section to read 21.41.070.A.5. Monument signs for this commercial center may be updated from 50 square feet to 60 square feet if desired. Letter height may be updated from 18" to 24" if desired. 9. Update the "Design and Location" section for sign type C. This applies for major occupants 12,000 square feet and greater. Since the space has been divided, the greatest space is now 10,000 square feet according to the sign program site plan. Please update this section accordingly. 10. The sign standards on Sheet 2 shall be updated as previously described and submitted in a legible document at time of resubmittal. 11. The "Yo Fit" wall sign included with the sign program amendment application requires a separate sign permit through the Planning Division. This can be processed concurrently with the sign program amendment. However, the wall sign can not be approved until the sign program amendment is approved. APPP-O~D PLAN SIGN CRITERIA FOR CARLSBAD SHOPPING CENTER PURPOSE: The purpose of the sign criteria is to establish optimum tenant identification with over all continuity of design to provide signage which contributes to a sense of place enhancing overall project identity and providing an aspect of visual harmony for the center. GENERAL NOTES: 1. In addition to conforming with the provisions of the City of carlsbad sign ordinance. All signage within the center shall conform to the general guidelines and restrictions outlined herein and to be criteria specified for the individual sign type. All signs shall be manufactured, assembled and erected In compliance with all applicable state, federal and city regulations and the latest adopted version of the building code and national electrical code. Any permanent or temporary sign found not to be conformance with the provisions of these guidelines and criteria or the approved plans shall be removed. 2. All permanent signs shall be made of durable, corrosion- resistant material. Every sign and all parts, partitions and materials shall be maintained and kept in good repair. The display surface of all signs shall be kept clean, neatly painted and free from rust, cracking. corrosion or other stress of disrepair. 3. Sign structure supports and hardware shall be concealed or integrated into the sign design. 4. Illumination from or upon any sign shall be shaded, shielded, directed or reduced so as to minimize light spillage on to the public right of way or adjacent properties. Externally illuminated signs shall be lighted by screened or hidden light services. S. No sign or signs structure shall be placed or constructed so that it impai~ the sign distance requirements at any public or private street intersection or driveway. 6. Channel letters shall be affixed individually and without visible means of attachment. No lighted signs or light fixture shall have exposed conduits or raceways. 7. For sign displaying commercial messages, fluorescent ·oay- Glo" and similar colors shall not be used. 8. Each tenant is required to have a primary identification sign. Type "F" is the primary identification signs for all shops. Type "G" Is the primary identification sign for pad buildings. 9. The design of all signs shall reflect the Architectural Character of the center. 10. The following signs types shall be prohibited from the enter: • •A• frame sign • Animated signs including. but not limited to signs that move, blink, flash, change color, reflect, revolve or make noise. • Balloons or other Inflatable signs. • Billboards with a display greater than 60 square feet. • Electronic message board signs. • Exposed neon lighted sings on any building elevations that faces and is within 500 feet of any property line that adjoins residentially zoned property • Hand held or sandwich board signs carried by a person on public property or in the public right of way and displaying a commercial message. • Mobile billboards or any other type of vehicle whose primary purpose is displaying general advertising that is moving or parked on City streets. • Off-site commercial signs. • Signs attached to trees, plants, rocks, fences or utility poles/cabinets. • Signs blocks doors, fire escapes or public right of way. • Signs painted on the surface of the building. 11. The following window and wall s.ignage does not require a sign permit. The area and number shall not be included in the aggregate area or number of signs subject to a permit requirement. • Window signs -Total copy area shall not exceed 25% of the window areas maximum sign height shall be 7- fe.et above average grade. Maximum letter height shall be 6 inches, fluorescent, neon or "Day-Glo" colo~ are prohibited. • Address sign shall have a maximum signs area of 6 square feet. The minimum number height shall be 6 inches unless the Fire M arshall requires a greater height. • All signs must be prepared in a professional manner. Signs may not be hand-lettered or scripted presenting an unprofessional appearance. 12. Except as noted in this criteria, no signage is permitted which does not directly relate to the primary service or function of the occupant's activity. Sign copy will be restricted to that specified in the business name or service {not individual products). 13. Signs will be free of all labels and manufacture~ advertising with the exception of the code requirements and sign permit decals. SIGN TYPE A -MONUMENT SIGN DESIGN ANO LOCATION Sign Type "A" shall be an architectural element in the style and character of the center. This sign shall be limited to one sign per street frontage and shall identify the center name and a maximum of four tenant names. Sign faces may be internally illuminated. SIZE ANO DIMENSIONS Sign Type "A" shall not exceed 6 feet in height. Letter height shall not exceed 24-inches. Signage area shall not exceed SO square feet as described in 21.41.070A.S COLOR ANO STYLE letter and logo colors and styles shall not be similar to those used for the project Identification sign. SIGN TYPE "B" -MAJOR OCCUPANCY BUILDING SIGN DESIGN ANO LOCATION Sign type •s• represents the sign package for major occupants 20,000 square feet and greater. The package includes primary identification at the main building entrance and side and maximum of four (4) secondary signs on the front and side elevations. Wall signs must be below the eave line and are not allowed on any parapet or equipment enclosure. See sign criteria elevation sheet for graphic illustrations of type "B" signs. SIZE ANO DIMENSIONS: Type "B" primary signs letter height may not exceed 36-inches in height. Letter height for secondary signs shall not exceed 24 inches In height. TOTAL SIGN AREA Total sign area for all primary and secondary signs combined for any single tenant shall not exceed one (1) sq. ft per lineal foot of building lease frontage. The width of any sign shall not exceed 75% of the width of the building lease frontage. Maximum area per sign is 1SO sq. ft. COLOR ANO STYLE: Major occupant letter style and colors are not restricted by this criteria.
