B. BUILDING ELEVATIONS AND FLOOR PLANS -Four (4) copies prepared on 24" x 36"
sheet(s). Each building elevation and floor plan shall include the following information:
1. GENERAL INFORMATION
Oa. Location and size of storage areas (if applicable). Indicate ceiling height or the height of the
underside of the roof for all storage areas.
Db. All buildings, structures, walls and/or fences, signs and exterior lights.
De. Indicate the Uniform Building Code occupancy classes at all building areas.
Oct. Include the type of construction per the Uniform Building Code.
E. COLORED SITE PLAN AND ELEVATION PLAN -Not required with first submittal. It is the
Applicant's responsibility to bring one (1) copy of a colored site plan and one (1) set of colored
elevations to the Planning Department by 12:00 noon, eight (8) days prior to the Planning
Commission meeting. Do not mount exhibits.
II. REQUffiED DOCUMENTS AND SUBMITTAL ITEMS
OA. A completed Land Use Review Application Form.
DB. Completed Variance Justification Form (attached).
Do. Disclosure Statement. (Not required for tentative parcel maps.)
DE. Two (2) copies of the Preliminary-Title Report (current within the last six (6) months).
OF. Biological resource, cultural resource, and/or other environmental studies that are necessary to make
an environmental determination (i.e. EIR, Negative Declaration or Exemption).
OG. Signed "Hazardous Waste and Substance Statement" form.
OH. Property Owners List and Addressed Labels
NOTE: WHEN THE APPLICATION IS TENTATIVELY SCHEDULED TO BE HEARD BY THE
DECISION MAKING BODY, THE PROJECT PLANNER WILL CONTACT THE APPLICANT
AND ADVISE HIM TO SUBMIT THE RADIUS MAP, TWO SETS OF THE PROPERTY
OWNERS LIST AND LABELS. THE APPLICANT SHALL BE REQUIRED TO SIGN A
STATEMENT CERTIFYING THAT THE INFORMATION PROVIDED REPRESENTS THE
LATEST EQUALIZED ASSESSMENT ROLLS FROM THE SAN DIEGO COUNTY
ASSESSOR'S OFFICE. THE PROJECT WILL NOT GO FORWARD UNTIL THIS
INFORMATION IS RECEIVED.
El l. A typewritten list of the names and addresses of all property owners within a 300 foot radius
for Administrative Variance and 600 foot radius for a Variance of subject property (including
the applicant and/or owner). The list shall include the San Diego County Assessor's parcel
number from the latest assessment rolls.
~ 2. Two (2) separate sets of mailing labels of the property owners within a 300 foot radius for
Administrative Variance and 600 foot radius for a Variance of the subject property. The list
must be typed in all CAPITAL LETTERS, left justified, void of any punctuation. For any
address other than a single-family residence, an apartment or suite number must be included
but Apt., Suite, and Bldg. # must NOT appear in the street address line. DO NOT TYPE
ASSESSOR'S PARCEL NUMBER ON LABELS. DO NOT provide addressed envelopes-
PROVIDE LABELS ONLY. Acceptable fonts are: Aria! 11 pt, Aria! Rounded MT Bold 9
pt, Courier 14 pt, Courier New 11 pt, MS Line Draw 11 pt. Sample labels are as follows:

JUSTIFICATION FOR VARIANCE
1. There are exceptional and extraordinary circumstances and conditions applicable to the
property that do not apply generally to the other property or class of use in the same vicinity and
zone because of the lot's orientation to the cul-de-sac. Setbacks for the easterly portion of the lot
restrict development otherwise enjoyed by neighborhood property. Further expansion to the west
is limited by steep coastal slopes and beach area. The lot width is notably smaller than the
majority of lots in the area. Street frontage is reduced by the cul-de-sac by 30% when compared
to other property in the area. The subject property will preserve off street parking despite the set
back variance unlike other property in the Neighborhood.
2. The requested variance is necessary for the preservation and enjoyment of a substantial
property right possessed by other property in the same vicinity and zone but which is denied to
the property in question because Neighborhood properties also have substandard set backs.
3. The granting of this variance would not be materially detrimental to the public welfare or
injurious to the property or improvements in the vicinity and zone in which the property is located
because the set back is insignificant compared to other reduced set backs in the neighborhood.
This property is located on a cul-de-sac and because of the orientation of the lot set backs
severely limit development on the easterly portion of the lot. Therefore, this minor encroachment
will still allow for openness of the front yard. In addition, the reduced set back would not
compromise, in any way, the health and safety of the occupants and patrons of the subject
property or Neighborhood.
4. The granting of this variance will not adversely affect the comprehensive General Plan
because the set back variance is based on unique circumstances involving a limited number of
residential properties with step coastal slopes and reduced beach areas. Therefore, the variance
would not uniformly affect the properties of Carlsbad and subsequently The City's General Plan.
