Dear Mr. Flaming:
As you will recall, you called me on Wednesday, September 27, 1989
to inform me that you had hired a surveyor and a planner in order to satisfy yourself that-anwadministrat-iveyariance. is necessary
and to complete your building permit application in the above referenced case. In addition, you stated you would verify that fact with Michael Harrington, Code Enforcement Officer, that day and get back to me. While I did not have your file available at 2 *t' la the time of our cqnversation, I subsequently reviewed it and discovered that this matter has dragged on since, at least, September 9, 1987 and you have repeatedly assured City officials and myself that you would comply with the municipal code provisions pertaining to building permits and varihces which form the subject matter of this case. I have not heard back from you following our discussion of September 27, 1989 and am concerned that this may be
just another meaningless promise on your part.
As you know, responsive pleadings were due in the case on August
