I have read the staff reports for the above-referenced meeting and have the following comments:
HILL RESIDENCE/AV 91-12 (A)
1) The discussion in the staff report on whether the variance will be "materially detrimental" to the neighborhood should include the information in Finding No. 3 because it should not appear that the planning commission is merely trying to avoid change without an underlying reason. Merely "setting a precedence" is not a reason by itself.

2) Please include information in ,the staff report on the appeal rights because the planning commission asked this question at both prior hearings.
A-FRAME SIGNS/ZCA 93-04
Please amend the heading of Resolution No. 3531 to refer to section 1118.20.08511 instead of 1112.20. 085 (I) . Also, the word Itconsistencyt1 is misspelled and section 21.41.050 is incorrectly referred to as a llsubsection.ln
Did you consult with the code enforcement department before amending section.18.20.085? This is advisable since they enforce chapter 18.20.
Finding No. 2 in Resolution No. 3531 is confusing because the sign code is not included in the zoning ordinance. Therefore, the words Itzoning ordinancell should be deleted from the sentence.
Section 1 of ZCA 93-04 should set forth the entire section
without the subsection numbers because numbers 1 and 2 are not subsections but merely recitations of two different types of signs under one section. Therefore, section 1 should read "That Title 18, Chapter 18.20, section 18.20.085 shall be amended to read as follows:1g Then type in the entire section
18.20.085, but omit paragraph .( 1) and do not number the second paragraph.
Attached are corrections to the ordinance. The exhibit needs to be changed accordingly. In particular, the exhibit should be amended to include the current section 21.41.070(10) which ,
was inadvertently omitted by the proposed amendments. This is an important subsection because it gives the City the power to abate any sign not in conformance with the provisions of
21.41.070. Also include this language as subsection (e) of section 21.41.077 to allow the City to abate nonconforming A- frame signs.
