Dear Mi. Godwin:
I am writing to request a variance for open parking in my fiont driveway for
a motorhome per our telecon of 11/30/99.
The background of this matter is as follows:
I purchased a new Winnebago RV in September. I parked it in my driveway
while outfitting it and adding a roof top carrier. I also used it on a one week
vacation in Oct. and reparked it when I visited relatives in Connecticut for
two weeks.
In November I completed the outfitting and was planning a second trip. On
Nov 16, I received a letter fkom Mr. Ed Davidson the code enforcement
officer, informing me I was in violation of the city code CMC 21.44060 (2).
I called Ed and told him that I had no intention of leaving the RV parked
there permanently. I bought it for the use of my entire family (married
children and their kids) and had planned to park it at my son's home in
Escondido on a two acre property.
I informed him that I moved it when I received his notice and had no
intention of violating the law. Also, we had a very friendly neighborhood
and I did not want to cause any problems.

He included a copy of the Code that states that under certain conditions a
variance may be granted. It appears my lot layout situation meets the criteria
for a variance request. I pointed out that my house and lot layout did not
have enough room to park a RV in East side yard. On the West side, which
is 10 R. wide, the grading of the fiont yard doesn’t allow access. The rear of
the property is a 30 degree bank and much too steep.
I explained that fiom time to time I would like to park it in my driveway
for some days prior to, or after a trip, to pack, unload, wash the vehtcle etc. I
pointed out that a large hedge would block almost all of the RV fiom view
on the East side. There would be no obstruction of view of the roadway
I asked if this was OK. His advice was it was probably OK, but suggested I
call you.
I have attached per your request a plot plan drawn to scale, photos of my
property fiom the fiont, side, rear and the street. These clearly show that I do
not obstruct the view of the roadway, will occupy less than 20% of the
driveway, and there is insufficient room or access in the side and rear yards.
I therefor request a variance under the provisions of the code when these
circumstances exist.
