Also listed below are comments from you and Jeremy Riddle which I have addressed. General Revisions to Drawings: The existing total building area has been reduced from 179,621 sf to 175,870sf. As Neal discussed with you, the original P.I.P. had incorrectly listed 179,621sf as total building area but that number included exterior areas which should not be listed as building area as defined by the City of Carlsbad. Life Tech is reducing the amount of build-out in the existing warehouse area. The total Warehouse-to-Office conversion area has been reduced from 34,862sf to 26,611sf. Parking requirements have been updated accordingly and show that we will have a surplus by using only existing stalls. We do not require any additional parking stalls to be constructed. The number of new exterior window openings has also been reduced as shown on A4.0. Planning Comments: Existing outdoor seating area to remain is shown on Al .0 and A1.1. Proposed indoor seating area is shown on Al .1. A Local Area Map has been added to A1.0 and A1.1 to illustrate the distance of the project to the nearest park. The municipal code section listing the exemption for minimum outdoor seating area is listed below the map. - The CD number is listed at the top right-hand corner of each sheet (CD12-02). Under Land Use Information, text has been corrected to read "P.I.P." The existing 40' road easement is shown and noted to remain on Al .0 and Al. 1. Engineering Comments: Existing and proposed water and sewer demand is shown on sheet A1.1. Location and size of existing water meter is shown on Al .1. To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stomiwater Requirements' or be subject to additional criteria called 'Priority Development Project F^equirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the retum of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development application submission. Only one completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Forni with construction permits for the project. In general, these include all projects that contribute to an exceedance to an impaired water body or which create new impervious surfaces greater than 5000 square feet and/or introduce new landscaping areas that require routine use of fertilizers and pesticides. In most cases linear pathway projects that are for infrequent vehicle use, such as emergency or maintenance access, or for pedestrian or bicycle use, are not considered Pollutant-generating Development Projects if they are built with pervious surfaces or If they sheet flow to surrounding pervious surfaces. The proposed modifications include: • Existing building size of 175,870 square feet; tenant improvement to convert 26,611 square feet of existing warehouse to office use (office use anticipated pursuant to PIP 97-07); • Tenant improvement to remodel existing office area; • Tenant improvement to add a 9,155 square foot cafeteria (accessory use, no additional square footage proposed, excluded from parking calculation); • Provide new window openings at north and south building elevations; • Remove 5 parking stalls (surplus of 22 parking stalls remain); • Minor landscape modifications; • Addition of outdoor receiving area, loading dock/ramp to rear of building; and • Addition of a new trash enclosure. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file and a reproducible 24" X 36" mylar copy of the amended site plan. On sheet Al.l, please add the existing and proposed potable water demand in gallons per minute (gpm) and sewer demands in equivalent dwelling units (edu's) for this project. Refer to redlines. 2.
