The site was approved with the knowledge of future expansion occurring on the most northern portion of the site. This submittal ofa Consistency Determination is requesting; 1) a revision to the entry plaza; 2) paving and striping the dirt area currently used for parking at the facility; 3) the addition ofa 240sf storage shed atthe north end of the building; 4) the addition of a trash bin enclosure located inthe parking lot and; 5) creating a trail around the perimeter ofthe parking lot that will provide trail access and outdoor learning areas. Project Findings: 1) No project conclition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. No changes are proposed to the existing facility or use ofthe faciiity. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood. The proposed revision will enhance the Discovery Center by adding paved parking, outdoor learning areas, and trait connection. 3} The proposed revision does not change the density (i.e. the addition of units) or boundary of the subject property. No change in density or boundary of the property. 4) The proposed revision does not involve the addition of a new/ land use not shown on the original permit (e.g. adding a commercial use to a residential project, replacing single family units with attached residential units, vice versa for each example, etc.). (Leighton) perfonned field percolation testing within the proposed Parking Lot Expansion area at the Agua Hedionda Lagoon Foundation in Carlsbad, Califomia. Based on review of in-house documents, we understand the area of the proposed Improvements is generally underlain by the Santiago Formation with relative a thin layer of surface fill and topsoil. We are currently assuming that the proposed finish grades of the improvements will remain the same (i.e., only minor cuts and fills). In summary, we performed three field percolation tests on the site to evaluate the existing on site soils for potential infiltration of storni water. The results of the field percolation tests indicated that the site soils have a percolation rate ranging from approximately 50 to 125 minutes per inch (mpi). The approximate locations of the test and the associated percolation rates are shown on the attached Exhibit A. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file and a reproducible 24" X 36" mylar copy of the amended site plan. The mylar must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any building permits for the project.
