HomeMy WebLinkAboutCD 14-07; La Costa Town Square Bank of America; Administrative Permits (ADMIN) (2)_df~.A._ CITY OF VcARLSBAD Community & Economic Development www.carlsbadca.gov June 3, 2014 Andrea Przybylski Gensler Suite 100 4675 MacArthur Court Newport Beach, CA 92660 SUBJECT: CD 14-07-LA COSTA TOWN SQUARE BANK OF AMERICA-(SOP 01-04/CUP 08-04} The City Planner has completed a review of your application for a Consistency Determination, (APN: 223-050-72-00), which is a modification to the architectural design of the original project Building 6, now Building 4 {3428 Via Mercato), within the La Costa Town Square Shopping Center. The proposed modifications include: • Minor, architectural design changes to Building Four in keeping with the overall design theme ofthe center to suit the proposed tenant. • Modifications to the drive thru feature from a covered arch entry under a gable roof to an attached flat roof canopy. The drive thru feature is located between the building and Rancho Santa Fe Road but will not be readily visible from the roadway or the commercial center. • The roof elevations changes by raising the lowest roof by 2 feet (from 22 feet to 24 feet) and lowering the highest roof by 2 feet (from 36 feet to 34 feet). The building's middle roof elevation changes from a sloped tile roof to a flat parapet roof element. The project maintains the tiled roof corner element. • Decrease in the building area from 4,000 square feet to 3,171 square feet. • The site plan generally follows the site design and building layout approved by CD 13-16. In order for o Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood. 3) The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code. =..,~··,"'Planning Division iml' ·. --:-1635 Faraday Avenue, Carlsbad, CA 92008-7314 T 760-602-4600 F 760-602-8559 CD 14-07-LA COSTA TOWN SQUARE BANK OF AMERICA-(SOP 01-04/CUP 08-04) June 4, 2014 Pa e 2 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8) The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35. Please find attached a copy of the approved plan stamped "Consistency Determination," and signed by the City Planner.
